PRE-CONSTRUCTION CONFERENCE
NORTH 900 FANCHER ROAD
MAY 8, 1989
CALL TO ORDER: The meeting was called to order at
approximately 10:00 a.m. by Building and Safety's Code
Compliance Coordinator Tom Davis, with the following in _
attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a
1600 square foot storage building. The proposed will
be used for storage and for the manufacturing of small
components and cardboard stackers. The applicant would
like to begin construction as soon as possible.
SUMMARY OF DEPARTMENTAL REQUIREMENTS:
I. Planning Department (456-2205) A. Discussion/Requirements
1. The proposed use is permitted in the zone.
2. The proposed building exceeds the minimum
setback required.
3. Submit the total square footage and building
usage for all of the existing buildings
located on the site so that parking can be
calculated. It was calculated that at least
208 parking stalls are required.
4. Submit a revised site plan illustrating
parking and all of the existing buildings
located on the site.

B. Permit Release Requirements
l. Submit a revised site plan of the property ~
ownership illustrating parking and all of the
existing buildings located on the site for
review and approval.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Please submit a drainage plan for the site.
At a minimum the plan shall contain the
following: drainage calculations for
stormwater volumes generated on site,
calculations for total impervious surfaces
contained within the site, f inished grade elevations for structures to be constructed
on site, f inished grade elevations at the top
and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to
justify the number and type of drywells
proposed, and elevation of drywell inlets
where applicable.
2. An RID/CRP agreement on De Smet Avenue needs
to be recorded. Also please Submit a copy of
a recorded deed for the subject property so
that the RID/CRP agreement can be processed.
3. If ariy additional parking is required a
drainage plan for the parking will need to be
submitted for review and approval.
4. Your contact person at the County Engineering
Department is Jerry Sims.
B. Permit Release Requirements 1. Submit a drainage plan as described above for
review and approval.
2. An RID/CRP agreement on De Smet Avenue needs
to be recorded.
3. Submit a copy of a recorded deed for the
subject property.
III. Health District (456-6040) ,
A. Discussion/Requirements
1. The site is being served by multiple sewage
systems. Daryl Way stated that he is unable
to determine which existing buildings are
being served by which sewage system.
2. Daryl Way stated that he would contact the
city to verify water usage for the proposed
project.

VI. Building and Safety (456-3675)
A. Discussion/Requirements
1. Ken Jeffrey met with the applicant prior to
the Pre-Construction Conference to discuss
requirements for the proposed project.
2. Plans as submitted are inadequate for review.
3. Plans on the existing buildings are needed in
order to make occupancy determination.
4. Addition? 1 f ire f lcw will need to be providpd
for the proposed project.
5. Submit an updated critical materials listing
to Building and Safety for review and
approval. B. Permit Release Requirements
1. Submit a complete revised set of plans for
review and approval.
2. Submit a updated critical materials listing

APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements
were understood and had no further questions at this time
regarding permit requirements.

being the owners of the following described lands in consideration of rlutual
Benefits to be hereafter.derived do for themselves, their heirs, grantees, assigns
and successor(s) in interest hereby agree to authorize Spokane County to place their
name(s) on a petition for the formation of a Road Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, whicti petition includes the owner(s)
property, and further not to object, by the signing of a ballot, to the formation of
a RID by the resolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RID is formed by either the petition or
resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or
successor(s) further agree: (1) that the improvements or construction contemplated
within the proposed RID are feasible, (2) that ttle bene£its to be deriveci from ttie
formati.on of the RID by the property iilcluded ttierein, togettier with the amount of
aiiy C•ounty participation, exceeds the cost and expense of forma.tion of the RID, and
(3) that the property within the proposed RID is sufficiently developed. Provided,
further, the owner(s) or•,,successor(s) shall retain the righr, as authorized under
RCW 36.88.090, to object to any assessment(s) on the property as a result of Che
-improvements called.*for in conjunction with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commissioners affirming the final
assessment roll.
It is further agreed that at such time as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvements required (curb, sidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
the undersigned owner, their heirs, grantees and assigns without any monetary
participation by Spokane County.
The RID waiver contained in this agreement shatl expire`after ten (10) years f.rom
the date of execution below. }(owever, at the expiratiotl date the owner(s) or
successor(s) agree to construct ttie required improvements at their own expense; pay
to Spokane County the then estimated cost of the required improvements to enable the
County to complete the same; or furnish a bond or other secure method suitable to
the CounCy, providing for or securing to the County the actual construction of the
improvements.
The above conditions and covenant apply to the following described property:
The West Half (WJ) of Block 10 of EA5T SPOKANE, as recorded in Volume "B"
of Plats, Page 41, in Spokane County, Washington. In Section 13, Township
' 25 North, Range 43 E.W.M. The Above Conditions apply to reSmet Avenue #1712.
