PRE-CONSTRUCTION CONFERENCE - • EAST-6614 MAIN - OFFICE ADDITION NOVEMBER 16, 1987 CALL TO ORDER: The meeting was called to order at approximately 10:05 a.m. by Building and Safety's'Code Compliance Coordinator Tom Davis, with the following in attendance. PERMIT R~.'VIEW PARTICIPANTS : Donna Beukelman, Building and Safety Tom Davis, Building and Safety Bob McCann, Engineer's Office John Pederson, Planning Department Tom Postlewait, Building and Safety Daryl Way, Health District APPLICANTS: Inland Asphalt, owner, East 6614 Main Kyle Wyatt, contact person, 928-1860 SCOPE/PROJECT DESCRIPTION: The applicant is proposing a second story addition to an existing building consisting of 930 square feet to be used for clerical support. SUrNIl+IA.RY OF DEPARTMENTrAL REQUIREMENTS : I. Planning Department (456-2205) A. Discussion/Requirements 1. It was stated that the project involves more than one parcel and that these parcels should be aggregated into a single parcel. 2. The 24 foot setback on Main is non-conforming. That Main Avenue is being considered the flanking street, and Theirman is the frontage street. The project has been addressed on Main. _ 4. It was stated that the existing par.king is adequate. B. Permit Release Requirements ~ l. A lot line adjustment and certificate of exemption are required in order to aggregate the parcels- to meet - . frontage requirements. II. Engineering (456-3600) A. Discussion/Requirements l. Comments were given to the applicant and Building and Safety at the pre-construction conference by Bob McCann relating to drainage requirements and RID/CRP agreements. 2. The plot plan was further clarified that this application only involves adding a second level and no additions to the existing building are planned. Therefore, the requirements may not be imposed. B. Permit Release Requirements l. Compliance with Engineer's requirements must be satisfied. III. Health District (456-6040) A. Discussion/Requirements 1. It was stated that there is an existing sewage system. 2. The replacement drainfield line is encroaching into the 208 roof drainage area. This will be corrected to maintain a 10 foot setback requirement when existing system fails and a replacement permit is issued. B. Permit Release Requirements 1. The Health District has signed off the permit. IV. Utilities Department (456-3604) A. Discussion/Requirements 1. The Utilities Department was not present. . However, comments were given to Tom Davis prior to the conference. 2. Double plumbing to Main Avenue and an ULID statement will.be needed for the project. 3. Tom Davis noted that Building and Safety files and Health District files indicated that double plumbing was waived by Utilities on March 12, 1984. . ` • B. Permit'Release Requirements 1. Based on new file information, the Utilities has approved the signing off of the permit application. V.= Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed by Building and Safety's Tom Postlewait. 2. A 1984 site plan indicated one hydrant with 1500 GPM to be installed. This hydrant is required to be installed prior to construction and location subject to fire department approval. B. Permit Release Requirements l. An addendum to the plans or a revised construction plan is required before Building and Safety will release the permit. 2. The fire hydrant as required shall be installed prior to the release of the permit. REQUIRED ACTIONS (County): l. Bob McCann will check out their requirements regarding this project and will contact the applicant if there are any requirements. 2. Tom Davis is to contact the Utilities Department to verfy the 1984 release. Utilities has amended their response to "no comment." APPLICAN'r' S CONIlflKNTS/ACKNOWLEDGIIMENT: The applicant acknowledged that all, comments/requirements were understood. The applicant questioned if one or two handrails were required. The applicant had no further questions at this time regarding permit requirements. . . CORRECTIONS: To minutes or changes f rom what appears in the-minutes, we should be notified within one day of your receipt of these minutes. To plans as required by any or all of the above-listed departments shall be submitted in sets of 7. to Building and Safety who will then distribute accordingly to each department. ~ . _ ADJO .
