CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Senior Building Technician Jeff
Forry, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Larry McCormick is proposing the
construction of a 6,424 square foot clothing manufacturing building.
The proposed will be a split level with the lower level to be used
for storage and the upper level to be used for manufacturing. Also
proposed is a small area to be used for retail sales.
SIIMMARY OF DEPARTMENTAL REOIIIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. A copy of conunents were given to the applicant and
Building and Safety by Allan deLaubenfels.
2. The north east corner of tract A is zoned B-1, the
proposed use is not allowed in the zone. Two options were
discussed during the meeting. The applicant could change
the use of the building to a use that is permitted in the
2one, or the applicant may apply for a zone change.

3. A 20 foot wide strip of Type I landscaping is required
to be installed along the east property line. Also, the
original Zone Change ZE-192-77 requires that a 25 foot
long strip of Type 1 landscaping along Desmet Avenue be
installed. A copy of the zone change requirements were
given to the applicant.
4. Please submit the square footages of all the existing
uses on the site so that parking can be calculated.
5. Allan deLaubenfels recommended that the two parcels at
the site be combined into one parcel of land.
B. Permit Release Requirements
1. An estimate from a nursery including size, type and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and Building and
Safety by Scott Egger.
2. The proposed must comply with the conditions of Zone
Change ZE-192-77.
3. The drainage check print was returned to the applicant
during the meeting. Please address the comments on the
check print and return it to the Engineering Department.
4. Please include on the revised drainage check
print/site plan the existing sidewalk and the location of
utilities.
5. An Agreement to Pay Fees was given to the applicant.
The agreement is to be signed by the owner and returned to
the Engineering Department. Plan review will not be
completed until this document is executed.
B. Permit Release Requirements
1. Please address the comments on the drainage check
print and return it to the Engineering Department.
2. Please submit the Agreement to Pay Fees signed by the
owner.

III. Health District (456-6040) _
A. Discussion/Requirements
1. The applicant stated that there are currently 20
employees at the site and estimated there to be
approximately 35 employees in the future.
2. Please submit a critical materials list to Building
and Safety for review.
3. The applicant stated that the existing duplex located
on the site has been sold and will be moved off the site.
Daryl Way stated that the applicant must verify that the
duplex is being moved to a legal building lot.
4. A copy of the permit for the existing on site sewage
system was given to the applicant to help him locate the
existing septic tanks. Once the tanks are located they
are to be properly abandoned. 5. All construction and demolition debris is to be taken
to a licensed landfill.
6. Daryl Way advised the applicant to grant himself
easements for the sewer lines running through the property
so that if portions of the property were ever sold the
applicant would still control the sewer lines.
7. The water purveyor for the project is Modern Electric
Water Co. 456-8000.
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
l. Fire flow for the proposed is 3000 g.p.m.
2. The engineered water plan for the proposed must be
approved to the fire district.
3. There are two existing hydrants located on the site a
third hydrant is shown on the site plan as existing but
has not been installed yet. The hydrant is to be
installed prior to occupancy.

4. A lock (Knox) box entry system for fire department
personnel access is required to be installed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Tom Postlewait.
2. Soil compaction tests are required for the area
occupied by the duplex.
3. The two parcels shall be combined into one parcel of
land.
4. If there is less than a 20 foot separation between the
existing building and the proposed building then a 1 hour
wall would be required for both buildings.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
2. A relocation permit must be obtained prior to the
removal of the existing duplex.
COUNTY ACTION:
It was agreed upon by all departments present at the
Pre-Construction Conference that additional review is required for
the proposed. Therefore, another Pre-Construction Conference will
need to be scheduled.
APPLICANT'B COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.

TO COMMERCIAL - APPLICANT: M& C ) AND CONDITIONS
PROPERTIES )
THIS MATTER, 5eing the consideration by the Board of County
Commissioners of Spokane County, hereinafter referred to as the "Board"
of an appeal of the Spokane County Planning Commission's Decision of
"No Recommendation" concerning the zone reclassification (ZE-192-77)9
Local Business to Commercial, for the purpose of allowing a larger variety
of commercial and retail uses within an existing neighborhood shopping
center, hereinafter referred to as the "Proposal", and after consideration
of an action by a previous Board of County Commissioners of Spokane County
who held a public hearing on April 13, 1978, and which Board fully con-
sidered all testimony presented thereat, and further individually visited
the site and vicinity in question, did render a decision on the 27th day
of April, 1978, APPROVING said proposal. The present Board desires to
enter Findings of Fact, after a briefing by staff, so that the record in
the matter can be finalized.
FINDINGS OF FACT
1. That the proposal is generally located at the southeast
corner of Pines Road and Desmet Avenue in Section 15, Township 25 N.,
Range 44, E.W.M.
2. That the proposal consists of a tone reclassification to
Commercial to allow a larger variety of commercial and retail u~es within

an existing neighborhood shopping center than are permitted under the
Local Business Zone.
3. The previous Spokane County Comprehensive Plan Map, which
was in effect in 1978, indicated the site as appropriate for a Business
Center; primarily retail shopping.
4. That the provisions of RCW Chapter 43.21C, (State Environ-
mental Policy Act) have been complied with, and the Board concurs with the
Planning Department's issuance of a proposed Determination of Non-
Significance and adoptsa Determination of Non-Significance for this proposal.
5. That the Spokane County Planning Commission held a public
hearing cn February 11, 1978, concerning the proposal, and forwarded the
file to the Board of County, Commissioners with a decision of "No Recommen-
dation".
6. That Larry D. McCormick, representative for M & C
Properties, did appeal the Planning Commission's decision of "No Recomnen-
dation" to the Board of County Comnissioners. ,

7. That on April 13, 1978, the Board of County Commissioners,
consisting of Commissioners Christensen and Kopet, held a public hearing
on the proposal to consider public testimony and other available evidence.
8. That after review of the fi1e, consideration of pubiic
testimony and evidence, and an inspection of the site, the above-described
Board d1d approve the proposal on April 27, 1978, through a written
Corrmissioners' Decision and subject to specific conditions. The Board
ordered preparation of specific Findings and 0 rder for execution at a
subsequent meeting.
9. That the existing land uses in the area of proposal
inolude commercial, office, residential, and public utility facility.
10. That the proposal is compatible with existing uses in the
axea.
11. That the proposal is not detrimental or otherwise harmful
to the public health, safety and welfare.
r 12. That the applicant did demonstrate changed conditions
since the original zone change warranting a zone change from Local Business
to Commercial.
13. That the proposal is consistent with the surrounding land
use classifications and does not grant a special privilege or rights to the
applicant different than those enjoyed by adjacent property owners.
14. That the proposal is located within the recorded water
service area of Modern Electric Water Company,
15. That the p roposal is situated within the recorded fire
service area of Fire District #1. '
16. That the proper legal requirements for advertising of the
April 13, 1918, hearing before the Board of County Comissioners of Spokane
County were met.
17. That on the 27th day of April, 1978, the Board of County
Comissioners of Spokane County at a regular meeting did APPROVE the
proposal subject to certain conditions.
From the foregoing Findings, a review of the Planning Department
Report dated February 17, 1978, a review of File No. ZE-192-71, and a review
of the Commissioners' Decision dated April 27, 1978, the Board hereby in
APPROVING the proposal does make the following conditions as reflected in
the previous Board's action on April 27, 1978:

CONDITIONS (continued)
1. Pursuant to the provisions of Chapter 43.21C RCW, the
SEPA Guidelines (WAC 197-10) and the Spokane County Environmental Ordinance
(SCEO), a proposed Determination of Non-Significance had been issued at
least fifteen (15) days prior to the February 17, 1978, public hearing.
The official file, written comments and/or public testimony contain infor-
mation regarding assessment of the proposal's likely significant adverse
impacts to the physical environment; a finding is hereby made that no
probable significant adverse impacts upon the physical environment a re
anticipated as a result of the project; and a final Determination of Non-
Significance is hereby to be issued.
2. That the provisions of SEPA`S NOTICE OF ACTION pursuant to
43.21C.080 RCW and the Board of County Comnissioners' Resolution No. 77-1392
be accomplished by the project applicant within thirty (30) days of formal
action by the Board of County Commissioners; as instructed by the Planning
Department Staff.
Dedication of the north five (5) feet of the advertised

' property along Desmet Avenue for right of way.
4. Dedication of a twenty (20) foot radius at the northwest
corner of the site, (southeast corner of Pines and Desmet Avenue).
60090. Improvement of Desmet Avenue along the project perimeter.
Improvement shall include curbs, sidewalk, paving to existing pavement and
drainage control.
6. Improvement of Pines Road along the project perimeter.
Improvements shall include dement concrete sidewalk, five (5) feex in width.
7. Approval of access by the Spokane County Engineer's Office.

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
McC Properties, 1014 North Pines Road, Spokane, Washington, for the
above captioned zone classification upgrading; and
The Board having received no recommendation from the Spokane County
Planning Commission as set forth in the Commission's rninutes dated
February 17, 1978; and
The Board having conducted its own public hearing on April 13, 1978
at the request of Larry D. McCormick, McC Properties, and after visiting
the site and reviewing the testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to approve subject zone change to corrmercial, subject to
the conditions which have been developed by the Planning Staff and approved
by the sponsor,
The Board also concurred in the Planning Staff's recommendation that no
significant adverse impacts will result and a Declaration of Non-Significance
be issued.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the 6oard at a subsequent meeting, setting forth more
definitively the Board's action in this matter.
