l. That the proposal is to subdivide 2.43 acres into 6 lots for medical
office buildings with common open space. The proposed zone
reclassification is from Agricultural Suburban to UR-22 with a Planned
Unit Overlay Zone.
2. That the proposal is located east of and adjacent Vercler Road
approximately 330 feet south of Mission Road in the Spokane Valley in
Section 15, Township 25N, Range 44 E.W.M., Spokane County, Washington.
3. That the item has been properly advertised in accordance with state and
local regulations.
4. That the Committee has considered and evaluated the information and
conditions contained in the Planning Report for this proposal.
5. That the Comprehensive Plan designates this area as Urban and the proposal
appears generally consistent with the density and use guidelines of this
category.
6. That the Committee finds the proposal consistent with existing uses in the
area which include Valley General Nospital to the west and residential
uses to the east. Professional offices provide a logical transition
between these two uses.
7. That the owners of adjacent and nearby property spoke generally about
concern over the extension of Sinto and Maxwell through to their
neighborhood.
8. That the provisions of the State Environmental Policy Act have been
compl ied with.
9. NOTE: Pursuant to WAC 197-11-680(5), Notice is hereby given that in
conjunction with final approval of the above reference matter that:
a. The time 1 imit for comnencing SEPA appeal of the approval of the
above referenced matter, as provided by county ordinance, is 30
calendar days from final execution of the above Findings and Order.
b. The time frame for appealing any SEPA issues with respect to the
approval of the above referenced matter is 30 days after the
execut i on of the above F i nd i ngs and Order.
c. The appeal of either the approval of the above referenced matter or
any SEPA issues may be filed in the Spokane County Superior Court or
a court of competent jurisdiction as provided by law.
d. That decisions of the Spokane County Hearing Examiner Committee
become "Final" unless appealed within 10 days of the Committee
written decision.

10. That the total building coverage will be approximately 19,000 square
feet. Structures will be residential in style and scale, and shall blend
in with the area and be an improvement to existing uses on the property.
CONCLUSIONS AND ORDER
The Hearing Examiner Committee pursuant to the above findings concludes that
the application of preliminary plat PE-1537-86, VALLEY MEDICAL CENTER and Zone
Change ZE-53-86, from Agricultural Suburban to Urban Residential-22 be
APPROVED in accordance with the Conditions of Approval attached hereto.

IN REFERENCE TO THE ATTACHED FINDINGS b ORDER, THE HEARING EXAMINER C014MITTEE
ADOPTS THE FOLLOWING PLANNING REPORT CONDITIONS OF APPROVAL ATTACHED HERETO:
1. That the below listed conditions of all Departments and Agencies are
binding upon the applicant, owner(s) of the property, heirs, successors
or assigns.
COUNTY PLANNING DEPARTMENT
2. The preliminary plat of record approval is for the property legally
described in the application for this proposal.
3. That the Final Plat be designed substantially in conformance with the
preliminary plat of record as legally described and advertised. No
increase of density or lot number shall occur without prior approval of
the Hearing Examimer Comnittee. That a minimum of 4 lots be allowed with
4 structures.
4. That the Spokane County Subdivision Administrator shall review any
proposed Final Plat to insure compliance with the Findings and Conditions
of the Spokane County Nearing Examiner Committee.
5. That the preliminary plat be given conditional approval for three (3)
years to February l, 1990. The applicant may request an Extension of
Time by submitting a written request forty-five (45) days prior to the
above expiration date.
6. Upon filing the Final Plat the zone change of the Final Plat area shall
be finalized and the existing Agricultural Suburban zone classification
shall be changed to UR-22, PUD.
7. That a Final Plat name be indicated and approved by the County
Subdivision Administrator prior to filing the final plat.
8. That appropriate road names be indicated and approved by the County
Subdivision Administrator prior to filing the final plat.
9. That appropriate utility easements be indicated on copies of the approved
preliminary plat, for distribution to the County Planning Department,
Utilities Department, Engineering Department, Health District and
applicable utility companies. Written approval of said utility easements
by said utility companies must be received with the submittal of the
final plat.
10. That three current certificate of title be furnished the County Planning
Department prior to filing the final plat.
ll. That the following statement be placed in the final plat dedication: "No
more than one structure be placed on any Lot nor shall any lot be further
subdivided for the purpose of creating additional lots, ownerships, or
building sites without first filing a replat."

12. That the provisions of SEPA'S NOTICE OF ACTION pursuant to Chapter
43.21C.080 RCW be initiated by the project applicant within thirty (30)
days of final disposition of this application, and prior to any on-site
improvements unless the applicant(s)/sponsor(s) choose to file a
notarized Waiver of Notice of Action with the Spokane County Planning
Department. Prior to finalization, the landscaping plan shall be
consistent with design approved at the public hearing.
13. The PUD Site Plan shall include the following:
a. Vegetative cover or plants or trees by type, size, height, quantity
and location;
b. Type improvements to common areas with specif ic detai ls;
c. Landscape irrigation system by type and location and coverage;
d. Fence;
e. Lighting and signs; one freestanding sign per structure is allowed
not to exceed 3 feet in height and more than 8 square feet of area.
f. Current cost estimates for installation (similar to construction
bid). .
14. That a Property Owners' Association document is required to be submitted
to Spokane County Planning Department and recorded with the County
Auditor prior to the filing of a final plat and shall include the
operation and maintenance of: The landscaping, sprinkler system, private
road, sewer system, water system, surface drainage.f acilities and is to
provide for funding of each to assure on-going maintenance.
15. That a plan for water facilities adequate for domestic service and fire
protection be approved by the water supplier, fire protection district,
Spokane County Building & Safety Department and County health
authorities. The agencies wi11 certify on the WATER PLAN, prior to the
filing of the final plat or any phase of the preliminary plat that the
plan is in conformance with their respective needs and regulations. The
WATER PLAN and certification will be drafted on a transparency suitable
for reproduction.
The purveyor will also certify that appropriate contractual arrangements
and schedule of improvements have been made with the plat sponsor for
construction of the water system in accordance with the approved WATER
PLAN. The time schedule will provide for completion of the water system

building permits within the final plat. The arrangements or agreements
will include a provision holding Spokane County and the purveyor harmless

5. All construction within the existing or proposed public Right-of-Way is
to be completed prior to filing each final plat or a bond in the amount
estimated by the County Engineer to cover the cost of construction of
improvements, construction certification, "As Built" plans, and
monumenting the street centerlines shall be filed with the County
Engineer.
6. The applicant should be advised that individual driveway access permits
are required prior to issuance of a building permit for driveway
approaches to the County road system."
7. Dedication of 10 ft. additional Right of Way along Vercler Road (as shown

County Engineer Department (Cont'd)
10. The County Engineer has designated 7ypical Roadway Section Number One
Access Street standard for the improvement of Vercler Road which is
adjacent to the proposed development. This will require the addition of
approximately 10-12 ft. of asphalt, curb and sidewalk along the frontage
of the development. This construction must be completed prior to release
of a bu i ld i ng permt.
11. The proposed private road(s) as shown on the preliminary plat serving 6 lots is approved by the County Engineer.
12. That private road(s) be improved to Spokane County standard for a private
road Urban-Suburban P.U.D. standard serving 6 lots. Subject to approval
under Section 10.207 of the Spokane County Fire Code.
13. All vested owners shall sign and record private road documents as
prescribed by the Spokane County Engineer. These documents shall be
reviewed and approved by the Spokane County Engineer prior to recording
with the Spokane County Auditor. Recording numbers shall be referenced
in the dedicatory languagea of the plat.
14. That the following statement be placed in the plat dedication:
"WARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued on
property on a private road, Spokane County assumes no obligation for said
private road and the owners hereby acknowledge that the County has no
obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide drainage or
snow removal on a private road. This requirement is and shall run with
the land and shall be binding upon the owner, their heirs, successors or
assigns including the obligation to participate in the maintenance of the
private road as provided herein".
15. The proposed plat shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No. 80-1592, as amended, which
establishes regulations for roads, approaches, drainage, and fees in new
construction.
16. The County Engineer has examined this development proposal and has
determined that the impact of this proposal upon the existing County Road
System warrants the dedication of additional right-of-way and the roadway
improvements herein specified.
17. That the f ollowing statement must appear in the dedicatory language of
_ the plat: The private road as shown hereon is an easement which provides
a means of ingress and egress for those lots within the plat having
f rontage thereon.

COUNTY HEALTH DISTRICT
1. A statement shall be placed in the dedication to the effect that: "A
public sewer system will be made available for the plat and individual
service will be provided to each lot prior to sale. Use of individual
on-site sewage disposal systems shall not be authorized."
2. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social & Health
Services.
3. Prior to filing the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."
~ 4. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State health authorities
and the 1oca1 fire district and purveyor will be installed within this
plat, and the subdivider will provide for individual domestic water

COUNTY UTILITIES DEPARTMENT
l. That the project shall connect immediately to the Valley sewer system.
Plans and Specification for sewer connection are to be reviewed and
proved by the Utilities Department prior to issuing a sewer connection
permit; a sewer connection agreement is to be executed prior to being
issued a sewer connection permit.
2. Any water service for this project shall be provided in accordance with
the Consolidated Water System Plan for Spokane County, as amended.
COUNTY BUILDING & SAFETY DEPARTMENT
1. Fire hydrants shall be located so as to be accessible to fire apparatus
and not be obstructed by any structure or vegetation or have the
visibility impaired for a distance of fifty feet in the direction of
vehicular approach to the hydrant.
2. Approved numbers or addresses shall be placed on all new and existing
buildings in such a position as to be plainly visible and legible from
the street or road fronting the property. Said numbers shall constrast
with their background.
3. The relocation of the existing building or the demolition of the building
shall- comply with the provisions of Title 3, S okane County Code and that
prior to the relocation or demolition, a mit rom the Department of
Building and Safety is required.

I visited the site in question and found that the 8" PVC pipe used to
drain the parking lot to the south of buildings #1 and #6 was buried with
fill. This pipe must be unblocked and extended to the location shown on the
original drainage plan dated 7/1/87. This must be done to insure that any
drainage from the parking lot will not be blocked. If drainage were to occur
the closeness of the pipe to building #6 could undermine the footings.

correction of the problems mentioned above, completion of the 208 swale for
the site, or a letter guaranteefng this when weather permits, and a plan
showing that drainage generated from building #1 will be taken care of
according to the County drainage standards.

in the near future. We are unable to start yet due to the lender
not being finished with all of the loan documents.

I visited the site in question on 2-8-91, and found that the 8" PVC pipe

Henrichs and Mike Silvey. Don Henr_ichs on Wednesday, February 6, 1991, said

permit. The problem was not rectified but in fact made worse. The engineers
department cannot enforce proper construction methods therefore the enginee'rs
office is turning this probl.em over to the Department of Buildings for
enforcement.
Conditions associated with a permit for building #1 should include
correction of the problems mentioned above, completion of the 208 swale for
the site, or a letter guaranteeing this when weather permits, and a plan

SEPTEMBER 17, 1990 , CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPEIPROJECT DESCRIPTYaN:
I. General Overview - Proposed is the construction of a medical
building, which will be the fifth building built in the PUD ,
development. This building will be similar in size and design of
the existing medical buildings. Tom Davis noted that all required
exterior site work has been approved by county departments for the
previous medical buildings. That such site work has been completed.
SUMMARY OF DEPARTMENTAL REOIIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The Planning Department requested that a master
landscape plan for the entire PUD be submitted. A copy of
the plan was located in the Department of Buildings f iles
and a copy was given to the Planning Department during the
meeting.
2. Please submit a copy of the covenant f iled by the
County Auditor. - 1 -

B. Perrnit Release Requirernents
1, Please submit a copy of the cvvenant filed by the
County Auditor.
II. Engineering aepartment (455-3600)
A. DiscussianfRequirement
1, ~omments were given to the applicant and the
Department of Buildings hy Bob Turner.
2. Torn I]avis gave a copy af an appraved drainage plan for
the entire PUD to Bob Turner during the rteeting. Bcab
stated that he would review the drainage plan to verify
that it includes the requi,rements for the prcaposed.
3. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is tv be signed by the
awner and returned to the Engineering Department. Plan
review will nvt be campleted until this documerrt is
executed.
B. Permit Release Requirements

V. Department of Buildings (456-3675)
A. Discussion/Requirements , 1. Plan review has been completed on preliminary plans
by Ken Jeffrey. -
2. Ken Jeffrey stated that he has a problem with the
distances between common property lines. One hour f ire
walls are required for the proposed, please show on site
plan.
3. The applicant stated that the proposed will be a one
story building with a basement. The basement is required
to have two exits.
4. Please submit calculations for the proposed retaining
walls. Also submit shop drawings for the trusses.
5. Ken Jeffrey stated that he would meet with the
applicant after the meeting to further discuss the
project.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

NOTE TO APPLICANT: Some time ago the County recognized the need to
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.

SUBJECT: Vercler Medical Center, Bullding #6 Permit
Please submit the necessary calculatioris to verify sufficient 208 drainage
area. ThIs request is beirig madP because the footprint of huilding #6 on tlie original
plans, clated 9-1-87, is smnller than the proposed building. Also the original plans do
not contain any calculattons pertaining to the 208 drainage basins.
The increased size of building #6 raises another concern at our department.

Pl.ease submit the necessary calculations to verify sufficient 208 drainage
area. Ttlis request is being madP because the £ootprint of building #6 on the original
plans, dated 9-1-87, is smaller tlian the proposed building. Also the origlnal plans do
not contain aiiy calculations pertaining to the 208 drainage basins.
The increased size of building #s raises another concern at our department.
The new building appears to encroach uNon the original 203 drainage basln referred
to as "208 pond A". Please review this in relation to the original plans dated 9-1-
37.
