The appeal must be written and specific factual objections made to the City's threshold determination. Appeals shall be conducted in conformance with Spokane Valley Munici- pal Code (SVMC) 17.90 Appeals, and any required lees pursuant to the CIty's adopted Fee Schedule shall be paid at the time of appeal submittal.
