The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
DETERMINATION: This MDNS is issued
under WAC 197-11-340(2); the lead agency
will not act on this proposal for 14 days Irom
the date issued.

MITIGATION MEASURE: A condition for
adding these new trips to the existing trip
bank is that the applicant construct a new
eastbound left turn bay and that it be com-
pleted to the City and State's satisfaction
prior to issuing a Certificate of Occupancy
that would increase the PM peak hour trip
count over 61 new PM peak hourtrips for the
development. The left turn bay on Trent Ave.
(SR290) will extend from approximately
milepost 10.8 to 11.0 and be constructed
in accordance to WSDOT standard plan
M-3.30-03.
APPEAL An appeal of this determination
shall be submitted to the Community 8 Pub..
110 Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Pee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
6600, appeals shall be limited to a review of
a final Threshold determination.
