MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of

termined that it does not have a probable
significant adverse impact on the environ-
ment, if mitigated as stipulatedin the mitiga-
tion measures. An Environmental Impact
Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made
after review of a completed environmental
checklist, Operations and Maintenance
Manual Navy Gravel Pit Site Remediation
dated September 1994, Landau Associates
Environmental Investigations and Cleanup
Summary Report dated September 28,
2017, and other information on file with the
lead agency. This information is available
to the public on request.
Determination: This MDNS is issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 days from
the date issued.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar.days alter the date issued. The
.appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with. Spokane Valley Munici-
.pal Code (SVMC) 17.90 Appeals, and any
required tees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
Mitigation Measures: Any ground disturb -
0g activity must comply with the Notice of
Restrictive Covenant recorded under Spo-
kane County AFN 9409120001. In order
to satisfy the Covenant's requirements any
soil disturbance activity shall follow the Soil
Management Plan contained on page 6 &
7 of the Landau Associates Report, unless
otherwise approved.
