Description of Work
Evaluate current program costs for Bridging The Valley(BTV)Barker Rd.interchange concept,provide stakeholder coordination
support to City,and prepare technical memorandum to summarize updated program costs for BTV interchange concept.
The Local Agency of City of Spokane Valley
desires to supplement the agreement entered in to with David Evans and Associates,Inc.
and executed on August 24,2017 and identified as Agreement No. 17-108
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:
See attached Exhibit B,Scope of Services;

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read: there is no change to the project completion date.
III
Section V, PAYMENT, shall be amended as follows:
See attached Exhibit A.This supplement adds$14,624.43 to the previous contract amount of$179,991.00 for a total amount
authorized of$194,615.43.The fixed fee amount is increased by$976.75,from$18,531.00 to$19,507.75.
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.

spaces below and return to this office for final action.

Task 9.0 BRIDGING THE VALLEY INTERCHANGE CONCEPT UPDATE
This task is added by Supplemental Agreement No.2.
The CONSULTANT will evaluate components of the Bridging the Valley(BTV)Interchange design
concept at Trent Avenue and Barker Road in support of the CLIENT's project funding efforts and
coordination with project stakeholders.
9.1 BTV Interchange Concept Cost Evaluation
DEA and HDR will use the original BTV diamond interchange design concept(as shown in the
December 2004 Barker Road Overpass Summary Report)to develop an updated program cost estimate.
Total program costs will include construction,design,right of way,and construction services.
To serve as a comparison with the alternatives developed in Task 6,the program costs will be identified
in current year costs as well as extrapolated out to year 2020 values.
9.2 BTV Concept Stakeholder Coordination Support
DEA and HDR will provide technical expertise support to the CLIENT for the purpose of stakeholder
coordination, public outreach and project funding coordination.This work could include attending City
Council presentations,attending chamber of commerce meetings,and meeting with state government
representatives.
A schematic interchange concept exhibit will be prepared to evaluate a modified interchange design as
presented by state government representatives.
9.3 BTV Interchange Concept Evaluation Technical Memorandum
DEA will prepare a technical memorandum summarizing the design team's efforts to develop updated
BTV Interchange Concept costs.A Draft memorandum will be submitted to the CLIENT for review
comments and revisions will be made to incorporate the comments into a Final memorandum.
ASSUMPTIONS:
• CLIENT will review the draft concept evaluation technical memorandum and provide comments
to incorporate into the final version of the memorandum.
