the abave referenced project. The following information must be
provided in order for us to proceed with our review.

Provide a copy of the drainage report, including calculations for
the pipe system and all curb inlets.
Provide a notarized letter stating that two of the swales are
currently located in the reserve area, and that there will be
sufficient area to relocate these swales when the County acquires
the land. Also, state that the owner is aware that all
relocation costs for moving the drainage facilities are the
responsibility of the owner.
Road & Road Drainacre
Five feet (51) of set-aside is required on 4th Avenue. Please
show this on the plans.

DETAILED DESCRIPTION OF WORK
Aspen Village Apartments
The following services are hereby added to the PROPOSAL TO PROVIDE SITE CIVIL
ENGINEERING for Aspen Village Apartments:
l. The minimum scope of these construction engineering services includes, but is not limited to:
A) Periodic observation and reporting of construction activities on this project;
B) Maintenance of all construction records related to this project, to include, but not be
limited to daily inspection reports, manufacturer's certifications, material test reports, and
correspondence;
C) Assurance that the construction of the roads and appurtenant drainage facilities is
according to the certified and approved plans accepted by the Spokane County Engineer,
Spokane County General Provisions, the Standard Specifications, and applicable portions
of the WSDOT Construction Manual;
D) Staking and Monumentation as outlined in Proposal;
E) Development of Record Drawings; and
F) Coordination of the testing of construction materials for compliance to the
plans accepted by the Spokane County Engineer, Spokane County General
Provisions, the Standard Specifications, and applicable portions of the
WSDOT Construction Manual. Actual materials testing to be performed
by others and billed separate from Inland Pacific Engineering billing.
2. Prior to acceptance of the roads and drainage facilities by Spokane County, the Engineer shall
submit all construction records and the Record Drawing to the Spokane County Engineer.
The services described herein will be performed as needed and billed on the basis of time and expense.
Time and materials not to exceed $1,000.00.

The Hearing Examiner may consider additional environmental related tesrimony at the

I V. PLANNYNG DEPARTMENT SUMMARY AND RECOMMENDATION
The Urban category of the Comprehensive Plan supports multifamily residential
developments when located near heavily traveled streets. Multifamily residential uses
are consistent and compatible with existing and proposed multifamily units located west
and southwest of the site. Landscaping requirements for the Urban Residenrial-22
(UR-22) zone will assist in buffering surrounding single family homes from
multifamily development on the site.
The Planning Department has recommended modificarions to the site glan for height
limitations, additional landscaping, buffering,and setbacks. Additional conditions are
attached which have been recommended by other county agencies and departments.
Based on the above and ocher departmental reviews, the Planning Department
recommends approval of the zone change to Urban Residential-22 (UR-22) for the
, development of 187 apartment units and a sewer density bonus of 4.5 units per acre as
conditioned.

Dear Carol,
Under the requirements of Zone Change ZE 42-92, you have been required to dedicate a strip of
land on the north sides of the above-referenced parcels. The strip is irregularly shaped,
approximately 660' long east-west, and tapering from 18.75' to 6.25' wide north-south. During
the zone change process the wide end of the strip was located on the easternmost property line
and the narrow end on the westernmost property line.
During the course of further review by the Spokane County Engineers Departrnent, it has become
evident that the more suitable layout for the dedication would be to locate the 18.75' end on the
west property line and the 6.25' end on the east property line. Therefore, the County is
requesting that this revised layout be the land that is dedicated. The square footage of land to be
dedicated would remain the same, and the location of the buildings as proposed would not be
affected in any way.
Please let us know if you are agreeable to this arrangement as soon as possible, so as not to delay
the building permit. Please feel free to call if you have any ftzrther questions or concerns
regarding this matter.

_ Drainage Narrative
GENERAL '
The Aspen Village Apartments are a development of a 165-unit apartment complex and 68
garages on a 7.3 acre site along 4th Avenue in the Spokane Valley, adjacent and south of the
- old Milwaukee Road Right of Way, within Spokane County, Washington. The site is currently
- vacant with weeds and dirt stackpiles. The current zoning is UR-22 which is consistent with the
; development proposed. A 1" to 400' scale vicinity and soils map is provided.
PURPOSE
The purpose of this report is to determine the extent of storm drainage facilities which will be
required to dispose of stormwater runoff created by the development of the Aspen Village
Apartments project. The storm drainage facilities on this project will be designed to dispose of
runoff from the ten year design storm. This development is within the Aquifer Sensitive Area
of Spokane County and is subject to '208' requirements. For this project the 10-year curve from
: the Spokane, Medical Lake, Reardon, Cheney and Rockford intensity, duration and frequency
(IDF) curves were used.
ANALYSIS METHODOLOGY
The Rational Method, which is recommended for basins less than ten acres in size, will be used
to determine the peak discharges and runoff volumes for all onsite basins.
PROJECT DESCRIPTION
The Aspen Village Apartments project will develop 165 apartment units and 68 garages on an
approx. 7.3 acre parcel. The Aspen Village Apartments project is located in the NW 1/4 of
Section 24, T. 25 N., R. 44 E., W.M. in Spokane County, Washington.
TOPOGRAPHY
At the present time the Aspen Village Apartments site is a fairly flat vacant.lot with weeds, old
building materials and dirt stockpiles. For development purposes, the natural sloping was used
for design and is maintained as possible throughout the project.

SOILS
As can be seen from the accompanying soils map from the Spokane County Soils Survey as
performed by the SCS, the site consists of the Garrison Series of soils, primarily Garrison
Gravelly Loam (GgA) on 0 to 5-percent slopes. These soils as defined, are excessively drained
and have moderately rapid permeability. Within this area, due to soil types and slopes, this tyge
of soil can be expected to drain slowly with a minimum potential for erosion. As defined within
the Spokane County Drainage Guideline, this type of soil has been pre-approved for the
installation of drywells.
DRAINAGE NARRATIVE
Offsite
Based upon the topography of this site there are no offsite basins considered for this project.
' Onsite
All onsite drainage will be collected and treated using the "208" runoff inethod as described in
the Spokane County Guidelines for Stormwater Management. To facilitate this analysis the
Aspen Village project was divided into 5 permanent basins A through E. These basins are
shown on the attached Basin Map
"208" Calculations
Within each basin the parking lots and/or streets are either left as an entire unit or divided into
sub-basins by curb drops or inlets which capture upstream stormwater runoff from the
impervious street surface and direct the runoff into grassy '208' ponds either by overland or
piped flows. As shown on the '208' calculation worksheet included, the '208' storage volume
provided is adequate to perform '208' treatment for the runoff created by the first half inch of
rainfall.
Curb Drop Calculations
It is usually necessary to check the adequacy of the curb drops provided to divert the runoff
from the gutter into the '208' ponds. Please note that no curb drop calculations are provided
for this project as the curb drops are in the sump condition where the assumption is that the 4.0'
curb drop can handle 4.0 cfs.

DRAINAGE CALCULATI0IVS SUMMARY
Calculations have been included for Drainage Basin considerations such as QTR 55 and pond
routing calculations, Peak Flow, Time of Concentration, "208" sizing, drywell requirements,
inlet sizing, curb drops as well as culverts and pipe flow some of which are summarized below
with the remaining calculations in the appendix.

Within the calculation section several sketches, as well as pond detai.ls from the plans have been
, incorporated to demonstrate assumptions and conclusions.
. Basin A- Basin A is the largest Basin within the Project, it runs north from 4th Avenue to
the Spokane County ROW approximately 640 feet north and south. Within this
basin there are four buildings, parking, garages and a drive aisle.
Basin B- Basin B is the second largest basin by area however, it has the second lowest
runoff coefficient at 0.4996. This is due to the fact that there are two building,
parking area and open space within this ba.sin.
, Basin C- Basin C is located within the southwest corner of the site contai.ns one building,
some parking, a drive aisle and ogen space.
Basin D- Basin D is the central western basin laying between Basin C and Basin E. This
basin contains two buildings parking area, a few garages, drive ai.sle and an open
space to the rear between the buildings.
Basin E- Basin E is located within the northwest corner of the site containing one building,
surface pazking, garages and part of the open space at the rear of the building
adjacent to the Spokane Co. ROW.
Basin F- Basin F contains that portion of 4th Avenue directly in front of the project. Due
to the size of the frontage and the proposal there is no room to provide 208 for
this portion of the road. Therefore, a type B drywell is included for direct
discharge.

ZNTRODUCTION
This matter has come before the Heari.ng Examiner Committee on November 19,
1992. The members of the Comm.ittee present are Jane Myers, Chairperson, Phil
Harris and Harry Gibbons.
PROPOSAL
The sponsor, Carol Johnson, requests approval of a Zone Reclassification, File No.
ZE-42-92, from Urban Residential-3.5 (UR-3.5) to Urban Residential-22 (UR-22)
with $onus Der,sit}► for sewer connection, and within the Aquifer Sensitive Area
(ASA) Overlay Zone.
FZNDINGS 0F FA.CT AND CONCLUSIONS
1. T'he property is generally located 1/4 mile east of Sullivan Road, north of and adjacent
to Fourth Avenue in the NW 1/4 of Section 24, Township 25 North, Range 44
EWM, Spokane.
2. The committee adopts the Planning Department Report as a part of this record. The
Planning Department has recammended that the proposed rezone be approved subjecc
to conditions.
3. The existin; land uses in the area are single family and multifamily residences,
business, and industrial.
4. The proposed use is compatible with existinb uses in the area.
5. The Comprehensive Plan desibnates this site as Urban. The Urban category is for the
purpose of a"city-lil;e" enviroriment, including residential densities of 1-17 units per
. acre, or 26.5 units per acre for this proposa] which is consistent with the bontis
density provisions of the Zoning Code.
6. The proposed zoning does implement and conform to the Comprehensive Plan.
7. The Arterial Road Plan designates Fourth Avenue as a Collector arterial, wich a
recommended right of way width of 70 feet. The County Engineer has recommended
dedication of 10 feet of additional right of way and a five foot Future Acquisicion
Area (FAA).
The site also has frontage on the proposed South Valley Arterial which 2s designared
as a 160 foot wide conrrolled access, Principal Arcerial. The County Engineer has
recommended dedication of 6.25-18.75 feet of additional right of way and a 22.5 foot
Future Acquisition Area (FAA).

8. .The exisring zoning of the property described in the application is Urban Residential-
3.5 (UR-3.5), previously established as Agricultural zoning in 1942 and reclassified
to Urban Residenrial-3.5 (UR-3.5) on January l., 1991 pursuant to the Program to
Implement the Spokane County Zoning Code. The proposal does/does not conform
to the requirements of the proposed Urban Residential-22 (UR-22) zone
reclassification.
9. The provisions of RCW 43.21C (The State Environmental Policy Act) have been
complied with and a Detemlination of Nonsignificance was issued. The Committee,
after independent review, hereby adopts the DNS.
10. 'Z'he legal requirements for public notice have been fulfilled.
11. The owners of adjacent lands expressed disapproval of the proposed use. The main
concerns were:
a) Additional noise.
b) Increased traffic.
c) Loss of privacy.
d) Increased vandalism.
12. The applicant has demonsrrated that condirions have substantially changed since the
original zoning of this area and accordingly, the proposed zone reclassification is
jusrified. Specifically, changed conditions include, location between two arterials, and
recent mulrifamily zone reclassifications west of the site.
13. The proposed use will not be detrimental to the public health, safety, morals or
welfare especially in light of the conditions recommended by the reviewing agencies.
CONDITXONS OR CONTINGENCZES APPLZED TO THYS APPROVAL
1. All Conditions imposed by the Hearing Examiner Committee shall be binding on cile
"Applicant," which term sha11 include che owner or owners of tlie property, heirs,
assigns, and successors-in-intesest.
2. The following Conditions of Approval apply to the real property described below:
The east 1/2 of Tract 38 of Vera, as per plat recorded in Volume O of Plats, Page 30;
Except the south 115 feet of the W 3/5's of said E 1/2; and Except railroad right of way;
Together with the west 108.8125 feet of Tract 39 of Vera, as per plat thereof recorded in
Volume O of Plats, Page 30; Except the south 130 feet thereof and Except railroad right
of way; And togecher with the NW 1/4 of Tract 39 of Vera of Vera, as per plat thereof
recorded in Volume 0 of Plats, Page 30; Excepc che west 108.8125 feet thereof; And
except railroad rights of way; Situate in the County of Spokane; State of Washingtofi
HEARXNG EXAMINER COMMITTEE
1. Structure height shall be limited to 39 1/4 feet at 2 1/2 stories.

. 2. Development on this -site shall be restricted to residential uses. Any changes to those
other uses permittad in the Urban Residential-22 (LTR-22) zone shall require a public
hearing. SPOKANE COUNTY PLANNING DEPARTMENT
1. The proposal shall comply with the Urban Residential-22 zone(s) as amended. A
" Density Bonus of 4.5 units per acre is hereby granted as permitted under Chapter
14.820 of the Spokane County Zoning Code.
2. A revised site plan, with modifications as discussed in the staf:f report, shall be
submitted and appz-oved by the Department prior to issuance of building permits.
These include the following revisions:
a. Landscaping for parl:ing and travelways shall be as provided in the Code. Five
feet of Type I or II Landscaping or a six foot sight obscuring, residential fence.
b. A six fooi high (3 feet within setbacks), sight obscurin~ residential fence shall
be provided a]ong the sites easterly property lines. Extending from Fourth
Avenue to the South Valley Arterial. Required landscaping shall be on the
inside of the fence.
3. Coordinarion with the Spokane Transit Authority is re9uired. The owner/applicant
shall provide documentation prior to issuance of a building permit.
4. The applicant shall develop subject property generally in accordance within the
concept presented to the Hearing Body. Variaaons, when approved by the
Planning Director/designee, may be permitted, including, but not limited to building
location, landscape plans and general allowable uses of the permitted zone. All
variarions must conform to regulations set forth in the Spokane County Zoning
Code, and the original intent of the development plans shall be maintained.
5. Approval is required by the Planninb Director/designee of a specific liahtina and
signing plan for the described property prior to the release of any buildinb perniits.
6. A specific landscape plan, planting schedule and provisions for maintenance
acceptable to the Planning Director/designee shall be submitted with a perforn,ance
bond for the project prior to release of building permits. Landscaping shall be
installed and maintained so that sight distance at access poi,its is not obscured or
impaiured.
7. Direct light from any exterior area lighting fixture shall not extend over the property
boundary.
b. The Spokane County Plannina Department shall prepare and record with the
County Auditor a Title Notice specifying a future land acquisition area for road
right-of-way and utiIiries. The reserved future acquisition area Title Notice shall be
released, in full or in part, by the Planning Department. The notice should be
J recorded within the same time frame as an appeal and shall provide the following:
a. At least 5 feet of reserved future acquisirion area for road right-of way and utilities, in addition to the existing and/or newly dedicated right-of-way along

Fourth Avenue. NOTE: The County Engineer has required 10 feet of new
. dedication. .
At least 22.5 feet of reserved future acquisition area for road right-of-way and ,
utilities, in addition to the exisang and/or newly dedicated right-of-way along
the proposed South Valley Arterial. NOTE: The County Engineer has
required 6.25 - 18.75 feet of new dedication.
b. Future building and other setbacks required by the Spokane County Zoning
Code shall be measured 25 feet from the reserved future acquisition area.
c. No required landscaping, parking, '208' areas, drainfield or allowed signs
should be located within the futcue acquisition area for road right-of-way and
utilities. If any of the above improvements are made within this area, they
shall be relocated at the applicant's expense when roadway improvements are
made.
d. The futilre acquisirion area, until acquired, shall be private property and may
be used as allowed in the zone, except that any improvements (such as
_ landscaping, parking, surface drainage, drainfield, signs or others) shall be
considered interim uses.
e. The property owner shall be responsible for relocating such "interim"
improvements at the ame Spokane Counry makes roadway improvements
after acquiring said future acquisition area.
9. The Planning Department shall prepare and record with the Spokane County
A,uditor a Title Notice noting that the propeny in question is subject to a variety of
special conditions imposed as a result of approval of a land use action. This Title
Notice shall serve as public notice of the conditions of approval affecting the
property in question. The Title Notice should be recorded within the same time
frame as allowed for an appeal and shall only be released, in full or in part, by the
Planning Department. The Title Notice shall generally provide as follows:

Prior to the issuance of a buildinc-r permit or at the reouest of the Countv Enc-rineer in

first:
1. Applicant shall dedlcate 10 feet on Fourth Avenue for right-of-way.
2. Applicant shall dedicate 6.25 to 18.75 feet on the proposed South Valley Arterial
for right-of-way purposes.

3. Access permits for approaches to the county road system shall be obtained from the
Spokane County Engineer. 4. The applicant shall submit for approval by the Spokane County Engineer road,
drainage and access plans.
5. The applicant shall submit for approval by the Spokane County Engineer and the
Spokane County Health Distirict a detailed combined on-site sewage system plan
and surface water disposal plan for the entire project, or portion thereof, if the
development is to be phased.
6. A parlang plan and traffic circulation plan shall be submitted and approved by the
Spokane County Engineer. The design, location and arrangement of parkina stalls
shall be in accordance with standard traffic en-aineerina practices. Paving or
surfacing as approved by the County Engineer, will be required for any portion of
the project wrich is to be occupied or traveled by vehicles.
7. T'he consti-uction of the road improvements staced herein shall be accomplished as
approved by the Spokane County Engineer.
8. The County Engineer has designated Typical Roadway Secrion Number One, Local
Access standard for the improvement of Fourrh Avenue, which is adjacent to the
proposed development. This will require the addition of approximately 10-12 feet
of asphalt along the frontage of the development. The consa-uction of curbing and
sidewalk is also requixed.
9. A11 required improvements shall conform to the current State of Washington
Standard Specifications for Road and Bndge Construction and other applicable
County standards and/or adopted xesolutions pertaining to Road Standards and
Stormwater Management in effect at the date of construction, unless otherwise
approved by the County Engineer. 10. Applicant shall conswct a paved and delineated approach(es) to meet the existing
pavement on Fourth Avenue.
11. Roadway standards, typical roadway sections and drainage plan requirements are
found in Spokane Board of County Commissioners Resolution No. 80-1592 as -
amended and are applicable to this proposal.
12. No consmaction work shall be performed within the existing or proposed public
right-of-way until a permit has been issued by the County Engineer. All work
within the public road right-of-way is subject to inspechon and approval by the
County Engineer.
13. All required construction within the existing or proposed public right-of-wa~~ is to
be completed prior to the release of a building perniit, or a bond in an amounc
estimated by the County Engineer to cover the cost of construction of improvements
shall be filed with the County Engineer.
14. The County Anerial Road Plan idenrifies Fourth Avenue as a Collector arterial. The
existing right-of-way width of 40 feet is not consistent with that specified in the
HEC Order for ZE-42-92 Page 6
Plan. In order to implement the Arterial Road Plan, in addirion to the required .
right-of-way dedication, a strip of property 5 feet in width along the Fourth Avenue
frontage shall be set aside in reserve. This property may be acquired by Spokane
County at the time when arterial improvements are made to Fourth Avenue.
15. The County Arterial Road Plan idendfies the proposed South Valley Arterial as a
Principal arterial. The existing right-of-way width of 75 feet is not consistent with
that specified in the Plan. In order to implement the Arterial Road Plan, in addition
to the required right-of-way dedication, a strip of property 22.5 feet in width along
the Fourth Avenue frontage shall be set aside in reserve. This property may be
acquired by Spokane Counry at the time when arterial improvements are made to
South Valley Arterial.
16. There may exist utiliries, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligaaon for adjustments or relocation
regarding these utilities. Applicant(s) should check wich the applicable utility
purveyor and the Spokane County Engineer to determine whether applicant(s) or
the utility is responsible for adjustment or relocation costs and to make
arrangements for any necessary wozk.
17. The Spokane County Engineer, after review of this proposal, is concerned that an
additional 1234 trips per day on Fourth Avenue could create a potential traffic
circulation problem. Approximately 630 feet of 40 feet of asphalt and sidewalk has
been const-ucted from Sullivan Road east on Fourth A.venue providing ample travel
lanes and parlang for the existing multi-family structures. The County Engineer would
recommend that beginning from the east property line of Person Addition and
continuing approximately 520 feet to the proposed frontage of this development that the
full pavement section of a typical Roadway Section # One, Local Access be designed
and constructed by the applicant. Since Fourth Avenue is currently only 40 feet in
width between the proposal and the East property line of Person Addition the paved
secaon will utilize the fu1120 feet of right of way from centerline north, but would riot
include sidewalk. Along the applicants frontage the full roadway secdon shall be
constructed, including asphalt, curb and sidewalk per che Roadway Section # One,
Local Access S tandard.
17. The County Engineer recommends that 2 accesses be provided to the site consideri►ia
the number of units to be served and lack of access for emergency vehicles.
18. There shall be no vehicular access to the South Valley Arterial.
SPOKA.NE COUNTY DZVZSION OF UTILITYES
1. Applicant shall mak-e connection to public sewer system. Sewer connection permit
is required. Plans and specifications are to be reviewed and approved by the
Utilities Department.
SPOKANE C0UNTY HEALTH DISTRICT
1. Sewage disposal method shall be as authorized by the Director of Utiliries, Spokane
County. '

2. Water service shall be coord.inated through the Director of Utilities, Spokane
County. 3. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
4. A public sewer system will be made available for the project, and indi.vidual service
will be provided to each lot prior to sale. Use of individual on-site sewage disposal
systems shall not be authorized.
5. Use of private wells and water systems is prohibited.
SPOKANE COUNTY DIVISION OF BUZLDINGS
1. The applicant shall contact the Department of Buildings at the earliest possible stabe
of design/development in order to be informed of code requirements
administered;enforced by the department, e.g., State Building Code Act
regulations, such as requirements for fire hydrant/flow, fire apparatus access roads,
street address assignment, barrier-free regulations, energy code regulations and
general coordinatioli with other aspects of project implementation.
2. Requirements of Fire District No. 1 need to be satisfied during the building perniit
process.
SPOKANE COUNTY AIR POLLUTION CONTROL A.YJTHORITX
1. All air pollution regulations must be met. This includes but is not limited to the
following:
2. Air pollution regulations require that dust emissions during demolition, construction
and excavation projects be controlled. This may require use of water sprays, tarps,
sprinklers or suspension of activity during certain weather conditions. Haul roads
should be treated, and. emissions from the transfer of earthen material must be
controlled, as well as enussions from all other construction-related activities.
3. All traveled surfaces (ingress, egress, parking areas, access roads) must be paved
and kept clean.
4. Measures must be tal:en to avoid the deposition of dirt and mud from unpaved
surfaces onto paved surfaces. If tracking or spills occur on paved surfaces,
measures must be taken immediately to clean these surfaces.
- 5. Debris generated as a result of this project must be disposed of by means other thaii
burning (ie. construction waste, etc.).
6. Demolition and renovation project must comply with the requirements of CFR 40, Piirt
61, Subpart M and SCAPCA Regulation Z, Arricle IX. Intent to Demolish forms are
available at the SCAPCA office.

Such exceptions may be granted provided that:
a. the property is not part of a zone reclassification andlor subdivision application;
b. the property has no reasonable alternative site design soludon feasible,
c. a"Title Notice" is recorded pursuant to 14.710.220(2) that further identi.fies likely
impacts (such as noise, crowding, loss or relocation of improvements) to the site
when the roadway is widened in the future; and
d. the fewest number of parking stalls is located in the future acquisition area as
possible and, in any case, shall contain no more than one-quarter (25%) of the
required parlcing stalls for the site.
14.710.34~ I.ocation of Required Site Drainage Facilities
All required 208 andlor surface drainage facilities for the site shall be located outside the
future acquisition area If the sponsor of a new development or redevelopment adequately
demonstrates a site design or use limitation for location of such facilities on the existing
property, a portion of the drainage facility improvement may be temporarily allowed within
the future acquisition area if an interim permit is issued pursuant to the provisions of '
14.710.100. The interim permit shall provide for the relocation of the drainage facility to
an altemative site by the property owner when the roadway is widened. The permit shall
identify the alternate location and the means of relocating the facility.
C 14.710.369 Parking Lot Travel Lane Connections to Adiacent Parking
Lots
Travel lanes within commercial and industrial developments shall connect or provide for
future connection of existing or future adjacent parking lots of commercial or industrial
development. Multiple family developments shall provide similar connections to adjacent
multiple family developmenL Travel lanes shall be designed to allow future expansion of
the roadway and retain parking lot circulation between parking lots without requiring
vehicles to access the roadway to enter the adjacent parking lot. Commercial or industrial
parking lot traff'ic should not pass through residential parlang lots. Site development
design which provides for miri um travel lane connections may reduce parking
requirements by two parking stalls for each travel lane connection (to a maximum of four
stalls). If the sponsor of a new development or redevelopment adequately demonstrates a
site design or use limitation for installation of the required travel lanes on the existing
property, exceptions to the travel lane requirements may be administratively granted;
provided that: 1. the property is not part of a zone reclassification andlor subdivision application;
2. the property has no reasonable alternative site design solution feasible;
3. the County Engineer or designee finds that the travel lane and connection location or
an interim lack of connection will not negatively unpact the present or future function
and safety of the parking lot circulation, ingress/egress, the future roadway or
roadway network;
~ 4. an interim permit is issued under the provisions of 14.710.100 for any required
parking stalls that are to be removed in the future, and the permut requires adjacent
travel lane connections; and

The existing improved sections have the sidewalk next to the curb. For improved continuity
it would be our recommendation that the sidewalk is located next to the curb for the length
of the street improvements on Fourth Avenue. '

Aspen Village Apartments
Drainage Narrative
~ GENERAL ,
The Aspen Village Apartments are a development of a 165-unit apartment complex and 68 , garages on a 7.3 acre site along 4th Avenue in the Spokane Valley, adjacent and south of the
old Milwaukee Road Right of Way, within Spokane County, Washington. The site is currently
vacant with weeds and dirt stockpiles. The current zoning is UR-22 which is consistent with the
, development proposed. A 1" to 400' scale vicinity and soils map is provided.
PURPOSE
:
The purpose of this report is to determine the extent of storm drainage facilities which will be
required to dispose of stormwater runoff created by the development of the Aspen Village
Apartments project. The storm drainage facilities on this project will be designed to dispose of
runoff from the ten year design storm. This development is within the Aquifer Sensitive Area
, of Spokane County and is subject to '208' requirements. For this project the 10-year curve from
the Spokane, Medical Lake, Reardon, Cheney and Rockford intensity, duration and frequency
(IDF) curves were used.
ANALYSIS METHODOLOGY
, The Rational Method, which is recommended for basins less than ten acres in size, will be used
to determine the peak discharges and runoff volumes for all onsite basins.
PROJECT DESCRIPTION
The Aspen Village Apartments project will develop 165 apartment units and 68 garages on an
approx. 7.3 acre parcel. The Aspen Village Apartments project is located in the NW 1/4 of
Section 24, T. 25 N. , R. 44 E. , W. M. in Spokane County, Washington.
TOPOGRAPHY
At the present time the Aspen Village Apartments site is a fairly flat vacant.lot with weeds, old
building materials and dirt stockpiles. For development purposes, the natural sloping was used
for design and is maintained as possible throughout the project.

' SOILS
, As can be seen from the accompanying soils map from the Spokane County Soils Survey as
performed by the SCS, the site consists of the Garrison Series of soils, primarily Garrison
Gravelly Loam (GgA) on 0 to 5-percent slopes. These soils as defined, are excessively drained
and have moderately rapid permeability. Within this area, due to soil tyges and slopes, this type
of soil can be expected to drain slowly with a minimum potential for erosion. As defined within
the Spokane County Drainage Guideline, this type of soil has been pre-approved for the
; installation of drywells.
DRAINAGE NARRATIVE
Offsite
,
--Based upon the topography of this site there are no offsite basins considered for this project.
Onsite
; All onsite drainage will be collected and treated using the "208" runoff inethod as described in
the Spokane County Guidelines for Stormwater Management. To facilitate this analysis the
Aspen Village project was divided into 5 permanent basins A through E. These basins are
, shown on the attached Basin Map
' 11208" Calculaaions
Within each basin the parking lots and/or streets are either left as an entire unit or divided into
sub-basins by curb drops or inlets which capture upstream stormwater runoff from the
impervious street surface and direct the runoff into grassy '208' ponds either by overland or
piped flows. As shown on the '208' calculation worksheet included, the '208' storage volume
provided is adequate to perform '208' treatment for the runoff created by the first half inch of
rainfall.
. Curb Drop Calculations
;
_ It is usually necessary to check the adequacy of the curb drops provided to divert the runoff
from the gutter into the '208' ponds. Please note that no curb drop calculations are provided
for this project as the curb drops are in the sump condition where the assumption is that the 4.0'
-curb drop can handle 4.0 cfs.

' DRAINAGE CALCULATIONS SUMMARY -
Calculations have been included for Drainage Basin considerations such as QTR 55 and pond
; routing calculations, Peak Flow, Time of Concentration, "208" sizing, drywell requirements,
inlet sizing, curb drops as well as culverts and pipe flow some of which are summarized below
with the remaining calculations in the appendix.
Within the calculation section several sketches, as well as pond details from the plans have been
, incorporated to demonstrate assumptions and conclusions.
_ Basin A- Basin A is the largest Basin within the Project, it runs north from 4th Avenue to
; the Spokane County ROW approximately 640 feet north and south. Within this
basin there are four buildings, parking, garages and a drive aisle.
;
Basin B- Basin B is the second largest basin by area however, it has the second lowest
runoff coefficient at 0.4996. This is due to the fact that there are two building,
parking area and open space within this basin.
; Basin C- Basin C is located within the southwest corner of the site contains one building,
some parking, a drive aisle and open space.
- Basin D- Basin D is the central western basin laying between Basin C and Basin E. This
basin contains two buildings parking area, a few garages, drive aisle and an open
space to the rear between the buildings.
Basin E- Basin E is located within the northwest corner of the site containing one building,
surface parking, garages and part of the open space at the rear of the building
adjacent to the Spokane Co. ROW.
Basin F- Basin F contains that portion of 4th Avenue directly in front of the project. Due
to the size of the frontage and the proposal there is no room to provide 208 for
this portion of the road. Therefore, a type B drywell is included for direct
; discharge.
