The County Engineering Department has completed a review of the
above referenced project. The following information must be providcd
in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: - •
1. Drainage calculations for stormwater volumes generated on
site .
2. Calculations for total impervious surfaces contained within
the site.
3. Finished grade elevations for structures to be constructed
on site.
4. Finished grade elevations for site to show the direction of
stormwater f low.
5. Finished grade elevations at the top and bottom of the 208
swale.
6. A typical cross section of the 208 swale.
7. Calculations to justify the number and type of drywells
proposed.
8. Elevation of drywell inlets where applicable.
B) Development within this parcel shall conform to the requirements of the National Flood Insurance Program and Chapter 3.20
of the Spokane County Code. The lowest floor, including basement
floor, for any structure'shall be constructed according to the
requirements of the Spokane County Flood Zone regulations in effect
at the time a building permit is issued. The lowest floor shall be
constructed above elevation 2028.0 referenced to the National
Geodedtic Datum of 1929. Purchasers of this property are wazned of
possible flooding or ponding and the potential requirement to
purchase Flood Insurance. A Flood Zone Permit will be required prior
to the issuance of a building permit.
C) The following improvements within adjacent Right of Way are
required prior to the release of a building permit:
1.Right of Way dedication: App].icant shall dedicate 10
feet on Fourth Avenue. The applicant shall also set aside an
additional 5 feet along Fourth Avenue for future Right of Way
acquisition.

Note: Fourth Avenue shall be improved to County Roadway
Section No.2, Collector arterial standard. All required construction (sidewalk/cuzbing/pavement) within the
Public Road Right of Way is to be completed prior to the release of a
building permit or a bond in an amount estimated by the County
Engineer to cover the cost of constructiom or improvements shall be
filed with the County Engineer.
Please note that additional roadway improvements might be required if
so determined by the County Engineers Offi.ce based on information
supplied in the SEPA checklist. Comments on the private road/easement
are reserved until additional information regarding the use of the
site are known.
5. Approach permits must be obtained from the County
Engineering Department for driveway approaches to the following
streets:
a. Fourth Avenue.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Grace Harvest Fellowship is
proposing the construction of a 30,000 square foot church. The
proposed will be two levels, the first level will be the assembly
area, the lower level will be used for offices, classrooms, and
day-care facilities.

II. The proposed will be subject to an Environmental Checklist.

SUMMARY OF DEPARTMENTAL REQUIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. A Certificate of Exemption is required for the 10 acre
parcel of land that the proposed church is to be located.
2. The site is zoned Agriculture and the proposed use is
permitted.
3. Shelly Lake shoreline is regulated within 200 feet of
the shoreline.
4. Please submit a detailed floor plan for the proposed
so that parking can be calculated. Please verify the
number of seats to be provided in the assembly area.
5. Signage for the proposed needs to be addressed and may
be the subject of a separate permit.
B. Permit Release Requirements
, l. Please submit a revised - detailed site plan
illustrating setbacks including the relationship to the
ordinary high water mark of Shelly Lake, parking, and
landscaping for the perimeter and parking area.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Scott Egger.
2. Please submit a drainage plan for the proposed, at a
minimum the plan shall contain the following: drainage
calculations for stormwater volumes generated on site,
calculations for total impervious surfaces to be
constructed on site, finished grade elevations for
structures to be constructed on site, finished grade
elevations for site to show the direction of stormwater
flow, finished grade elevations at the top and bottom of
the 208swale, a typical cross section of the 208 swale,
calculations to justify the number and type of drywells
proposed, and the elevation of drywell inlets where
applicable. 3. The proposed is located in a 100 year flood zone and
must conform to the requirements of the National Floo,d

Insurance Program and Chapter 3.20 of the Spokane County
Code. The lowest floor shall be constructed above the
elevation 2028.0. A Flood Zone Permit is required for the
proposed.
I 4. In conjunction with the Environmental Checklist a 10
foot right of way dedication on 4th Avenue along with five
additional feet of reserved for future acquisition may be
required. An RID/CRP Agreement along 4th Avenue and
Conklin Road may need to be recorded. Please submit a
copy of the recorded property deed to the Engineering
Department so that the agreement can be prepared.
5. Approach permits must be obtained for driveway
approaches along 4th avenue.
6. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan for the proposed as
described above for review and approval.
2. Please submit the Agreement to Pay Fees signed by the
owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The applicant stated that a septic tank and drainfield
would be installed at the site until sewer is available. ,
Daryl Way stated that the applicant would need to get
formal approval for the method of disposal from Bill
Dobratz of the County Utilities Department.
2. Due to the size of the sewage system the State
Department of Health (George Schelender) will have jurisdiction over the system. The applicant stated that
they would most likely divide the sewage system into two ~
or more systems so that the County Health District would ;
have jurisdiction.
3. The sewage system is not to be installed below the
elevation of 2033.

4. The applicant stated that the well located on the site
would be used for irrigation. A water withdrawal permit
will be required to be obtained from the Department of
Ecology.
5. The proposed will be connected to a public water
system.
6. Please verify if the classrooms will be used for
educational instruction or for religious instruction.
7. The proposed kitchen must be built to commercial
standards if it is to be used to serve the general public.
8. The proposed day-care is under the jurisdiction of the
State Department of Health.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
l. A minimum of three fire hydrants are required for the
proposed, their location is to be determined.
2. Paul Chase stated that if a sprinkler system is
installed in the proposed building the fire flow could be
reduced by one half.
3. If a central monitoring system is installed in the
proposed a lock (Knox) box entry system for fire
department personnel access will be required to be
installed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the preliminary
site plan and a letter was given to the applicant by Tom
Postlewait.
2. The proposed building classification has yet to be
determined.
3. The proposed must meet the minimum requirements of the
Regulations for Barrier-Free Facilities.
4. Please submit a critical materials list to Building
and Safety for review.

5. Cross connection devices shall be installed on
equipment which may cause pollution of the domestic water
supply. Contact Vera Water to verify specific
i requirements.
6. Floor drains shall be reviewed by the Department of
Ecology and the Health District.
7. Special inspections are required for concrete with a
design strength of over 2,500 p.s.i., structural welding,
and high strength bolting. Please indicate the name of
the testing laboratory and submit copies of the reports to
Building and Safety.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
COUNTY ACTION:
It was determined by all departments that a Pre-Construction
Conference would be required for the proposed.
APPLICANT'B COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.

SUBJECT: E. 16102 4th Ave Sepa Checklist
The following comments are made in response to the Spokane
Environmental Ordinance Determination of Nonsignificance, File No.
90002627, for the proposed development by Grace Harvest Fellowship
at East 16102 4th Avenue.
In regards to item 14, Transportation, of section B, Environmental
Elements, we request that 4th avenue be improved to a Collector
Arterial as designated by the County's Arterial Road Plan. As
noted in the comments given to the applicant at the Pre-
Application meeting, this will require the applicant to dedicate
10 feet of Right of Way along 4th Avenue as well as improve 4th
Avenue to County Roadway section No.2, Collector arterial
standard. In addition, the applicant will be required to set aside
an additional 5 feet foz future Right of Way acquisition to comply
with the County's Arterial Road Plan.
We request that these conditions be applied ta the initial
building permit due to the increased traffic count that will be
generated by the the initial facility.

The applicant proposes to construct a 25,000 to 30,000 sq..ft church
