PRE-APPLICATION CONFERENCE

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner DWP Trucking is proposing the
construction of a 6800 square foot office/truck shop. There will be
a storage area located above the office area. The parking area will
contain parking stalls for 12 shipping trucks. The applicant stated
that he anticipates a total of six employees. There will be tcao
full time employees and one part time employee in the office area
and three full time employees in the shop area. The applicant would
like to begin construction in the spring of 1990.
SUMMARY OF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The proposed shall comply with Binding Site Plan # 17.
2. Please submit a revised site plan illustrating
landscaping and parking.
3. Landscaping requirements were given to the applicant
during the meeting.

4. Landscaping wi31 be as per the Spokane I,ndustrial Park
Landscaping Flan, Additional landscaping is required for
parking areas not included in the Spokane Industrial Park
Landscaping Pian.
5. All parking spaces are required to be within 60 feet
of a landscape feature cansisting of 32 square feet in
area.

parking requirements and get back to the applicant.
7. The proposed is lacated auer the Aquifer Sensitive
Area, Please submit an updated critical materials listing

B, Permit Release Requirements
1. An estimate fram a nursery including size, type and
quantity along with a promissory Zetter frorn the awner
stating the landscaping will be installed shall be
s~bmitted.
2. Please submit a revised site plan as described above
for review and apprvval,
II. Engineer-Ing Department (456-3600)
A. Discussion/Requirements
1. Comments were given ta the applicant and Building and
Sa f~ty by Gary Nelson.
2. The proposecl must comply with the requirements of
Bindinq Site Plan #17.
3, Please submit adrainage plan far the site, at a
rninimum the plan sha,11 cantain the fvllowing: drainacje
calculatiQns for storr.iwater volumec- generated on siter
calculatians for total imperviaus surfaces contained
within the site, finished grade elevations for structures
to be constructed on site, finished grade elevations at

the top and bottom of the 208 swale, a typical cross
section of the 208 swale, calcu?ations to justify the
number and type of drywells proposed, and the elevations
of drywell inlets where applicable. The drainage plan
shall include the graveled area for travel.
4. The private road must be constructed as per approved
road plans.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed will be connected to the Spokane
Industrial Park's sewer system. Please note: the system
is nearing capacity for industrial waste, however they
would welcome domestic waste to balance the system.
Please check with the Department of Ecology for
requirements. '
2. Please install a riser and r.ing lid to grade on the
oil separator so that the tank may be accessible.
3. Two separate systems may need to be installed to
handle waste in the pit area. One for the water drainage
from the trucks and one for oil containment.
4. The underground waste ail holding tank shall be double
contained.
5. Please submit an updated critical materials listing to
Building and Safety for review.
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit as soon as the requirements from
the Department of Ecology are met and a building permit is
applied for.
IV. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a letLer was sent
to the applicant by Tom Postlewait.

. ` f 2. Please verify the occupancy type for the proposed.
3. The doors located between the office and shop areas
are required to be one-hour rated with self-closures.
4. Fire District No. 1 has been contacted regarding fire
protection for the proposed. They have given no comment
at this time. Tom Postlewait stated he would follow up
with the fire district. '
5. Please submit an updated crif.ical materials listing to
Building and Safety for review.
6. Floor drains shall be reviewed by the Department of
Ecology and the Spokane County Health Department.
7. Double containment shall be required for the waste oil
tank lines and other critical materials.
8. Cross connection devices shall be installed on
equipment which may cause pollution of domestic water
supply.
9. It was agreed upon by all departments present that a
Pre-Construction Conference will not be required for the
probosed.
B. Permit Release Requirements
l. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.

To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.

AD.70URNMENT: There being no further business, Tom Davis thanked the
applicant ar.d the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
