Ref No, B93163 The County Engineering Department has completed a review of the above referenced project. The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Binding Site Plan No. BSP-87-17 C) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A parking and traff ic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. The preliminary binding site plat of record approval is for the property legally described in the application for this proposal. 2. That the Final Binding Site Plan be designed substantially in conformance with the preliminary binding site plat of record as legally described and advertised. No increase of lot number shall occur without a new application submittal and approval. , 3. The Spokane County Subdivision Administrator shall review any proposed Final Binding Site Plan to insure compliance with the Findings and Conditions of Approval. 4. That the preliminary binding site plan be given conditional approval for three (3) years to June 1, 1991. The applicant may request an Extension of Time by submitting a written request forty-five (45) days prior to the above expiration date. - 5. That a Final Binding Site Plan number be indicated before the final binding site plan is filed; such number to be approved by the County Planning Director/Designee. 6. That the following statement be placed in the final binding site plan dedication: "No more than one primary use be placed on any Lot nor shall any lot be further subdivided ior the purpose of creating addltlonal lots, ownershlps, or bulld(ng sites without first filing a replat." 10. The final binding site plan map shall indicate by a clear dashed line, the required setbacks from all private, tract x or public roads. The dedication shall contain a statement that: "Side yard and rear yard setbacks shall be determined at the time building permits are requested. The setbacks indicated on thls binding site plan may be varied from if proper zoning approvals are obtained." ~ 1 1. That a plan for water facilities adequate for domestic service and fire protection be approved by the water supplier, fire protection district, Spokane Counry Building & Safety Depahment and County heelth authorltles. The agencles w(II certify on ihe WATER PLAN, prior to the filing of the final binding slte plan or any phase of the preliminary binding site plan that the plan is in conformance with thefr respective needs and regulations. The WATER PLAN and certification will be draned on a transparency suitable for reproduction and be signed by the sponsor. 12. The purveyor will also certify on the Water Plan that approprlate contractual arrangements and schedule of Improvements have been made with the sponsor for construction of the water system in accordance with the approved WATER PLAN. The time schedule for improvements will provide for completion of the water system and inspection by the appropriate health authorities prior to application for building permits wiihin the final binding slte plan. The arrangements or agreements will include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due io the failure of ihe sponsor to satisfactorily complete the approved water system. i Findings; for BSP-17-87 Page 3 13. The final piat dedication will contain the following statement: "The public water system, pursuant the WATER PIAN approved by County and State Health authorities, the local fire districi, County Buiiding 8 Safety Department, and water purveyor, will be installed within this binding site plan, and the subdivider/sponsor will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot and prior to issuance of a building permit for each lot." 14. That no building permit will be issued for any lot within ihe Final Binding Site Plan until certified by a Washington State licensed engineer "that the water system has been installed pursuant the approved WATER PIAN for the Final Binding Site Plan", signed and stamped by said engineer. 15. That a survey is required prior to the filing of a final binding site plan. COUNTY ENGINEER'S CONDITIONS t. The County Engineer has examined thls development proposal and has determined that the impact of this proposal upon the exisiing County Road System warrants the dedication of additional Right of Way and the roadway improvements herein specified. That conditions of approval of the Binding Site Plan by the County Engineer is given subject to dedication of Right of Way and approval of the road sytem. In conJunction with phasing of the final Blnd(ng Site Plans, specific conditions appropriate to each phase will .be specffied. 2. Construction may be phased as development occurs along the Sullrvan Road frontage. 4. ^ The applicant shall deed to Spokane County 48' feet of Right of Way for Marietta Avenue in the alignment as shown on the preliminary Binding Sfte Plan. 5. All required improvements shall conform to the current State of Washington standard specifications for road and bridge construction and other applicable County standards and/or adopted resolutions pertaining to road standards and stormwater management in effect at the date of construction, unless otherwise approved by the County Engineer. 6. Prior to the filing of each phase of the final binding site plan, appropriate plans, profiles and cross sections as determined by the County Engineer for Sullivan Road, Euclid Avenue and/or Marietta Avenue showing proposed street centerline and curb grades be submitted for approval; road plans to be prepared under the direction of licensed professional Civil Engineer. Euclid Avenue road plans and improvement are to include full depth pavement design and construction (includes existing travelway connection to Flora Road). That appropriate road drainage plans and design calculations as determined by the County Engineer showin9 the alignment of drainage facllities be submitted for approval. The applicant shall submit for approval by the Spokane County Engineer prior to the release of a building permit a surface water disposal plan for the building site or portion thereof if the development Is phased. 8. Prior to the release of a building permit, a parking plan and traffic circulation plan for each site shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement4of parking stalls shall be in accordance with standard engineering practices~aving or surfacing as approved by the Counry Engineer will be required for any portion of the project which is to be occupied or traveled by vehicles. Construction wlthin the'existing or proposed public streeis end easements shell be per-iormed under the direct supervision of a licensed engineer/surveyor, who shall turnish the County Engineer with "As Built" plans and a certiflcate In writing that all improvements were installed lo the lines and grades shown on the approved construction plans and that all disturbed monuments have been replaced. 10. No construction work is to be performed within the existing or proposed public right of way unlil a permil has been issued by the County Engineer. All work is subject to inspection and approval by the County Engineer. t t. All construction within the existing or proposed public right of way is to be completed prior to filing the final binding site plan or a bond in the amount estimated by the Counry Engineer to cover the cost of construction of improvements, construction cert+tication, "As Built" plans and monumenting the street centerlines shall be tiled with the County Engineer. 12. The applicant shall construct Euclid Avenue and Marietta Avenue as shown on the ~ preliminary binding site plan as public roads. These roadways shall be constructed in compliance with the typical roadway cross sectfons des(gnated and approved by the County Engineer. A copy of those typical cross sections is altached lor inclusion in the "Conditions of Approval". All other roadways shown on the preliminary binding site plan shall be private roads. 13 The change in alignment and,vacalion of~-current alignment ot Euclid Avenue shall be ~ approved by the Board of County- Commissioners prior 1o the filing of the binding site plan containing that particular phase of the development. •~r Prior to the acceptance of the new alignment of Euclid Avenue by Spokane County, ~ the right of way for the new roadway must be deeded to the County and the new ' roadwaay constructed per the approved Typ(al Roadway Cross Section. The vacation g8 ~ of the existing Euclid Avenue will not become final until the new alignment is established by the Board of County Commissioners. The change in alignment and ~ / vacation of the current afignment of Euclid Avenue shall be approved by the Board of County Commissioners prior to the filing of the Binding Site Plan containing that particular phase of the realignment. 14. In conjunction with the realignment of Euclid Avenue the applicant is responsible tor the reconstruction of the existing traffic signal syslem at the Sullivan Road and realigned Euclid Road intersection and for the construction of the entire additional traffic lane on Sullivan Road. 15. In conjunction with the requirements of Short Plat 86-457 the applicant is responsible for the future construction of a new traf(ic signal system at the intersection o( Sullivan Road and Marietta Avenue when the Intersection meets traffic engineering warrants for traffic signal construction. 16. That the minimum curb radii at all street intersections within the proposal shall be 30' teet. Minimum radii at Sullivan Road intersections shall be 40' (eet. 17. To construct the road improvements stated therein, the applicant may, with the ' approval of the County Engineer, join in and be a willing part+cipant in any , petition~or -re-solution which purpose is the formation oi a Road Improvement Districk(RID) 'or said improvements pursuant to RCW 36.88, as amended. At such llme',as-an RIO Is created or any roed Improvement project Is sanctioned by Spokane County, the improvements required (curbs, pathways, drainage control, paving, traffic signal syslems, etc.) will be at the sole expense of the undersigned owner, their heirs, grantees and assigns. 18. Should an RID be pursued, it shall be the responsibility of the applicant to provide road and dralnage plans sutficient for the creatlon of a Road Improvement Dlstrlct. These plans shall be prepared by a licensed professional civil engineer and shall be prepared in compliance with Spokane County road standards and drainage guldellnes. In order to construct required roadway improvements on Sullivan Road, Marietta Avenue and Euclid Avenue the applicant may petition the Board of County Commissioners to create a Road Improvement District R.I.D. The RID must be created by the Board of County Commissioners prior to the filing of the binding site plan. • y . . - Findirigs for BSP•17-87 Page 5 19. The tollowing statement shall appear on the binding site plan document "Parking wiil be prohibited along Euclid Avenue". 20. A statement shall be placed on the binding site plan doucment which prohibits direct access (rom lots to Sullivan Road or Flora Road. 21. Direct access Irom lots to Marietta Avenue and Euclid Avenue shall be limited to the access points approved by the Counry Engineer and as shown on the preliminary binding site plan. 22. A minimum 20' foot wide easement shall be provided along the eest side of Sullivan Road and each side of the public road right of way on Euclld Avenue and Marietta Avenue. The purpose of the easement is to aocommodate pathways, landscaping, and drainage from roadways. 23. A system ot pathways, accessible to the public, be constructed along Sullivan Road, Euclid Road and Marietta Avenue. The pathway is to be located within the oommon pathway, drainage and landscape easement area. That a statement shall be placed on the binding site plan permitting Spokane County 1o enter within the easement for the purpose of drywell and sign maintenance. Snow removed from ihe public roadways shall be permitted with the easement. Malntenance of pathways, drainage swales and landscaping areas shall be the responsiblity of the applicant. 24. The proposed private roads as shown on the preliminary binding slte plan are approved by Ihe County Engineer. 25. The following statement must appear on the binding site plan document: "The private roads as shown hereon are easements which provide a means of ingress and egress for those lots within the binding site plan having frontage thereon." 26. Private road plans with connections to a public road are the respons+bility of the developer and are required prior to the release of a building permit. A statement to this efifect shall be placed in the binding site plan document. 2 7.,Private roads__be improved to a minimum improved su rface width of 30' feet with a minimumC0' foot wide landscaping and drainage easement 06~efther side of the roadway. These documents shall be reviewed and approved by the Spokane County Engineer prior to recording with the Spokane Counry Auditor. Recording numbers shall be referenced on the binding site plan document. 29. The following statement shali be placed on the binding site plan document: "VNARNING: Spokane County has no responsibility to build, improve, maintain or other wise service the private roads contained within or providing service to the property described in this binding site plan. By accepting this binding site plan or subsequently by allowing a building permit to be issued on property on a private road, Spokane County assumes no obligation for said private road and the owners hereby acknowledge that the County has no obligation of any kind or nature whatsoever to establish, examine, survey, construct, alter, repalr, improve, maintain, provide drainage or snow removal on a private road. This requirement is and shall run with the land and shall be binding upon the owner, their heirs, successors or assigns Includinp the obllQation to particlpate In the maintenance of the prlvate road as provided herein. 30. The following statement shall be placed on each phase of the binding site plan: "The owner(s) or successor(s) in interest agree to authoriie the County to place their name(s) on a pet(tlon for the tormatlon of e Road Improvement Dlstrlct (RID) by Ihe petition method pursuant to Chapter 36.88 RCW, which petltion Includes the owner(s) property, and further not to obJect, by the signing of a ballot, the formation of a RID by the resolution method pursuant to Chapter 36.88 RCW, which resolution includes the owner(s) property. If a RID is formed by either the petition or resolution method, as provided for in Chapter 36.88 RCW, the owner(s) or successor(s) further agree: (1) that the improvements or construction contemplated wiihin the proposed R1D is feasible, (2) that the bene(i1s to be derived from the formation of the RID by the property included therein, together with the amount of any County participation, exceeds the cost and expense of iormation of the RID, and (3) that the propeny within the proposed RiD is sufticiently developed. Provided, further, 1he owner(s) or successor(s) shall retain the right, as authorized under RCW 36.88.090, the object to any assessment(s) on the properly as a result of the improvements called for in ~ Findings 'ifor BSP-17-87 Page 6 ' conjunction wiih the formation of a R1D by eiiher petition or resolution method under Chapter 36.88 RCW. COUNTY HEALTH D(STRICT QNDITtQNS 1. A combined surface water and sewage disposal detailed plan shall be approved by the Counry Engineer and the Spokane County Health District prior to the issuance of any on-site sewage disposal permit or building permit for this project. 2. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane County. 3. Water service shall be coordinated through the Director of Utillties, Spokane Counry. 4. Water service shall be by an existing public water supply when approved by the Regional Engineer (Spokane), State Department of Soclal 8 Health Servlces. 5. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within the reoorded service area of the water system proposed to serve the plat. 6.
