The County Engineering Deparfment has completed a preliminary review of the
above-referenced project. The following items must be received and approved prior
to release of the building permit:
1. An Agreement to Pay Fees form must be completed and submitted to the
County prior to review of the permit by the County Engineer.
2. A drainage plan for the site shall be prepared by a Professional Engineer, in
compliance with "The Spokane County Guidelines for Stormwater
Management".
3. Road and drainage plans must be prepared by a Professional Engineer for this
project. Plans must be prepared for the following streets:
a. bt" Avenue
As an alternative to the required road improvements the County will accept an
RID/CRP agreement "Notice to Public No. 6" on the properfy. Please submit a
copy of the recorded property deed from the Auditors office for the subject
properfy. Upon receipt of the deed County staff will prepare the RID/CRP
agreement for signature.
4. Approach permits must be obtained, after a site plan has been approved, and
before the issuance of a building permit, from the County Engineering
Deparfment for any new or improved driveway approoches to the following
streets:
a. 6'" Avenue
5. Parking ond traffic circulation patterns shall be shown on the site plan, for
approval by the Spokane County Engineer. The design, location, and
arrangement of parking stalls shall be in accordance with standard traffic
engineering practices. Paving as required by the County Planning Ordinance,
will be required for any porfion of the project which is to be occupied or
traveled by vehicles. It is illegal to back out of the site onto the Right of Way, or
Spokane County Engineers

from the Right of Way onto the site.
6. Utility Condition: Permittee is responsible for arranging for all necessary utility
ddjustments or relocations as required for completion of the project, including
completion of the required road improvements.
In summary, the following items must be received and approved prior to the
Engineering Department releasing its porfion of the permit:

Wolf in the offices of Dennis Scott at 10:00 A.M. on Wednesday, January 18, 1998 to
review and discuss the above project.
INTRODUCTION:
As discussed, This letter is a request for a bui(ding permit under Section 14.408 of the Zoning Code of Spokane County to add parking and make ADA accessibility
modifications to the above described property. Site plan and Floor Plan drawings are
attached with zerox copies of photographs of the existing building.
This letter is the result of an inquiry for additional information through the Application for
a Building Permit Process. Much research, time and dialogue with the Crisis Pregnancy
Center, County Division of Building & Planning and surrounding neighbors has been accomplished to prepare this report.
In addition, following is the requested justification for the Crisis Pregnancy Center to
occupy the existing building referenced above under the definition of the Community
Residential Use as permitted under Section 14.605.020 of the Spokane County Zoning
Ordinance. ,
BACKGROUND:
The existing single family residence at Eat 12124 6`hAve. is currently owned by the Pines
Baptist Church located on a contiguous site. The residence is approximately 1,026 SF
single story wood frame structure with a single car capacity attached garage. There is one

This is not a medical facility.
Tlie above detailed breakdown of the "Community Residential Use" Definition clearly
indicates that the Crisis Pregnancy Center is an allowed use in the UR 3.5 Zone with 8 or
(ess residents.
Tliis Crisis Pregnancy Use is less intensive and less restrictive than a group care facility -490
and boarding home. It does not required near the amount of support services for food
deliveries, linen supplies, thus providing a substantially less impact to the surrounding
neighborhood.

existing building is not large enougii to support the additional proposed uses aliowed
under the "Cornmunity Residential Facility" category. The area of this residence is 1,026
SF.
The proposed use is consistent with the Urban Designation of the Compreliensive Plan tlle
purpose of which is to implement the lower density range of the Urban Category of the
Compreiie»sive Plaii. Ttie intent of the UR 3.5 zone is to promote areas of primarily (but
not exclusively) single family residential use in an urbanized neigliborhood setting, having
a high level of public service.
Altliough it is commonly accepted that sleeping is a permitted function in a residence, S~e &d
nothing could be found in any of the definitions or terms utilized in the "Community
Residential Facility" deficiition expressly requiring a steeping function in aCommunity

reauest states tllat the Crisis Preeciancv use does not conform to the reQUlations prescribed within the ZoninR Ordinance (Section 14.510). This use complies with the Community

In order to meec the intent of the Zoning Code, a petition was circulated to surrounding

Perry Tinklcnbcrb, M. Div. The Crisis Pregnancy Centers of Spokane (CPC) is a non-profit, 501 (c) 3 tax-
Nadinc Woociward exempt Christian ministry. It is funded by local evangelical churches and
community members. It receives no government funding. The CPC is
governed by a local board of directors, representing a variety of community
churches.
The CPC was established in Spokane in 1990 to meet the needs of women with .
unexpected pregnancies and to defend the sanctity of human life through a
personal relationship with Jesus Christ.
It has a national affiliation with Care Net and the National Institute of Family &
Life Advocates (NIFLA).
SIZE AND SCOPE: Staffing consists of three full-time and six part-time employees. Seventy plus
volunteers are presently working at the two sites. All of these people serve
approximately 250 or more women monthly at the downtown site, located at
539 W. Sharp, Suite C, and at the Valley site, located at 12012 E. Sprague,
Suite 3 A, in Spokane. Often, families and fathers are also involved in our
services.
Please note: Of the 250 and more clients served monthly, the valley operation
serves 3 5-50 of the number cited. It is open only three days a week (Mondays,
Tuesdays and Thursdays) with varying hours. The valley does not maintain any
part of the medical clinic component of our services. The site utilizes one part-
time paid staff with two to three volunteers daily. The valley site serves one-
fifth or less of our clientele.

The CPC serves the entire community, regardless of race, age, sex, religion or marital status. The
services are free, confidential and available to all.
SERVICES AVAILABLE:
- Pregnancy testing
- Educational counseling regarding pregnancy, fetal dcvclopment, abortion and adoption
(Thc CPC docs not perform or refer for abortions, nor does it facilitate the oblaining of abortions.)
- Mcdical cxams and ultrasounds to confirm pregnancy
- First trimester prenatal care for clients -tvith a positive pregnancy test
- Sexually transmitted disease testing
- Referrals to appropriate agcncies, including referrals for further medical care, leg,al assistance,
adoption, and other community services as needed

• The CPC is a medical clinic that offers free me.dical exams for those who have had a positive pregnancy test at
the Center. CPC pcegnancy tests are laboratory quality and are 99% accurate. The results of a positive test
may be conf rmed by a physician or nurse practitioner at the Center. Referrals for obstetrical care are given
upon rcquest.
• The CPC is staffed primarily by volunteers who understand the needs and questions of those concenied about
pregnanc}•. The free pregnancy counseling is not intended to be a substitute for professional counseling.
• CPC medical staff are licensed according to Washington State law and provide services that comply with
appropriate standards of care. The medical stag are volunteers, enabling the medical exams to be provided
frce of charge.
• The Crisis Pregnancv Center is a Christian-basec, non-profit organization and can offer these services free of
charge, including prepancy counseling, medical exams, referrals, general infornnation pertaining to
pregnancv_ and material assistance, including maternity and infant clothing and furnishings.
• The CPC eefers to adoption agencies upon request, but is independent of such agencies, does not initiate
adoptions. and has no fiaancial interest in making adoption referrals.
• All information is strictly confidential, unless such information pertains to c6ild abuse or is otherwise
required by law. Under state law, we are required to report any incident of child abuse or neglect, including
rape, «lthin 48 hours after we have a reasonable cause to believe that such abuse oocurned.

ACCESSORY TO THE CHURCH:
The CPC is by definition a para-church structure, established and funded by area-wide churches
and individually concerned people who consider themselves Christians.
The CPC is an accessory or extension of over 30 supportive Christian churches in the Spokane
Community. An example of other para-church structures would be Ogden Hall or the Union
Gospel Mission.
To summarize, the CPC represents the many churches involved to specifically aid in meeting the
needs of women with unexpected pregnancies and to defend the sanctity of human life through a
personal relationship with Jesus Christ.

TYPE OF LTSE.:
Crisis Pregnancy Center is anticipating locating their offices to the above described building at the
address indicated. The size of the site is .599 Acres ( SF). The building is currently a residential
use and we are requesting a change in use to an office use. This use will be coinpatible with
surrounding uses. 1he proposed use is consistent with the Spokane County Comprehensive Plan
and the previously allowed uses in the immediate neighborhood.
BUILDING USE & CLIENTELLE: See attached leiter from Crisis Pregnancy Center.
SURROUNDING USES: •
Currently there is a open pasture on the west side of the existing building. Antique store to the
west on the other side of the existing pasture area indicated on the site plan. A fix-it shop directly
across the street to the north.
There are many multi-family and commercial uses along Pines Road that would allow this project
to be compatible with suROUnding uses. 'Ihe property is not well suited to be continued as a
residential building given the changing uses around the site.
The surrounding neighborhood is lower income in character.
ACCESSORY TO THE EXISTING CHURCH USE: We see the function of the Crisis
Pregnancy Center as integral extension and supportive of the church function.
This site is curreatly owned and utilized by the Pines Baptist Church (also indicated on the
attached site plan) located at 714 South Pines Road. TRAFFIC: We do aat anticipate more than one part time employee and 2 to 3 volunteers. "The
