This expansion project will improve reliability, allow for quicker service restoration, and allow for future load growth. WWP has budgeted for stage One & Two development and has future development planned as detailed below: Stages One & Two Development (Budgeted) • Construction of a six terminal 115 kV Switching Station • Integration of the four existing 115 kV transmission lines (Beacon #1, Sunset, Third & Hatch, Opportunity) • Construction of a 115 kV transmission line to the existing substation • Construction of an additional 115 kV transmission line (Beacon #2) • Landscaping Future Development (Not Currentlv Budgeted) • Construction of a new two transformer 115/13 kV distribution substation (will replace existing 115/13 kV distribution substation) • Construction of a 230 kV Station, including two transmission lines and a 230/115 kV Autotransformer. ' y I gtn & Central Sub Expansion December 22, 1998 Page 3 Traffic Traffic to the site is expected to increase during the construction period. Major traffic activity will occur during the grading, and during installation of the control house and Gas Circuit Breakers. Once construction is complete, traffic will return to pre-construction levels, which will include monthly inspections, and occasional trips for operational switching and maintenance. Control House A 35 foot by 40 foot metal control house will be installed on a concrete foundation in the Southeast corner of the expanded site. The control house will have heating and air conditioning, and will be insulated. The control house will not be manned during normal operation. A small bathroom will be roughed-in but not connected until the County's sewer system is installed in the area (2003). Additional details on the control house will be forwarded when the manufacturer is chosen and the foundation is designed. Road Improvements & ROW Dedication WWP will have the missing type `A' curb on Dickey Road between Sth Avenue and 9th Avenue installed by a County-approved contractor. WWP will also install the 35' radius gravel cul-de-sac at the end of lOth Avenue near the South access road for the expanded substation. If needed, WWP can post a bond to guarantee that these improvements will be done. WWP will dedicate 20 feet of additional Right-of-Way (ROW) for the widening of gtn Avenue. The old Ninth & Central Substation along Dickey Street will be expanded to include the proposed 115 kV Switching Station Site. The new substation will be landscaped and use "rustake" fencing, which should screen out most of the visual impact. I've included the Preliminary Landscape Plan and two photos of a smaller substation landscaped in a similar manner. This expansion project is one of several projects that WWP is undertaking since the devastating Ice Storm in 1996. The new substation will improve reliability, allow for quicker service restoration, and allow for future growth in your neighborhood. In the upcoming months, you will notice construction activities around the substation. We will try to limit our construction activities to normal working hours of 8 AM to 5 PM. In response to your letter and specific questions, staff has reviewed the site plan attached to your'letter and determined the following. The subject property is currently zoned Urban Residential-3.5 (UR-3.5) and the UR-3.5 zone allows public utility facilities as a permitted use subject to Section 14.616.210(B)2 of the Spokane County Zoning Code. E.cpansion of the existing substation will require compliance with the development standards of the UR-3.5 zone with respect to building height, setbacks and the fencing standards specified by Chapter 14.810 of the Zoning Code. In addition, the site must be landscaped as specified by Chapter 14.806 of the Zoning Code. Expansion of the existing substation may also require adjustment of the present property configuration to aggregate various WWP ownership/parcels into a singular parcel. Parcel aggregation can be accomplished through the Certificate of Exemption process similar to the previous exemption issued for a portion of the site (see attached copy of CE-448-98A). For your assistance I have enclosed copies of the cited sections of the Zoning Code and a copy of your letter will be forwarded to Jeff Forry, Senior Building Technician, to schedule a pre-application conference. More specific information about the SEPA process and building permit requirements will be provided at the pre-application or pre-construction stage. We plan to expand the substation as shown on the vicinity map, No. E-35053, Sh. 2 of 3. Construction on the site will proceed in at least three major phases. Phase One will be the creation of a 115kV switching station with six 115kV transmission lines. Completion date is estimated to be October 1999. Phase Two will include tying together various transmission lines, reconstruction of some, and the addition oE a 230/I15kV autotransforrner. Tentative completion date is October 2002. Phase Three construction activities are the rebuild and integration of the existing 115/13kV distribution substation. Tentative completion date is October 2007. WWP currently has several 115kV transmission lines in the vicinity of our Eighth & F'ancher Switching Station and our 1Vinth & Central Substation, as you can see from the attached aerial photograph. We plan to rebuild and consolidate those two stations into an expanded vinth & Central Substation. Only minor transmission line construction is needed to re-route the existing 115kV cransmission lines into che expanded substation. WWP will ask for the vacation of 9~' Avenue between Dickey Street and Eastern Road to accommodate the expansion An abbreviated public involvement process wi[h area residents is planned. WWP is currently working with Mr. And Mrs. Babcock who live adjacent to WWP-owned property. We will ask for approval of grading, fencing, approach and panelhouse plans by the County. The panelhouse, as with all of our substations, will be an unmanned control building. We are proposing a 30 foot landscaping border. The site will have a gravel groundcover and appropriate oil containment. Please review the attaehed drawings and this letter, and (et me know if you think anything will be required from a zoning or use standpoint, or by way of a SEPA review. This access point is at gth and Dickey Streets, and is the current access point to the existing substation, and will facilitate future Power Transformer installation. This access point already has a paved apron, and an existing curb running south along Dickey Street. As discussed previously, Avista Utilities will have the missing type `A' curb on Dickey Street between 8th Avenue and 91~hAvenue installed by a County-approved contractor.
