Dear Robin:
This letter is in response to Spokane County's 12/4/98 letter on our phased
expansion on WWP's Ninth & Central Substation located at 6102 East 8tn
Avenue. This expansion project will improve reliability, allow for quicker
service restoration, and allow for future load growth. WWP has budgeted for
stage One & Two development and has future development planned as
detailed below:
Stages One & Two Development (Budgeted)
• Construction of a six terminal 115 kV Switching Station
• Integration of the four existing 115 kV transmission lines
(Beacon #1, Sunset, Third & Hatch, Opportunity)
• Construction of a 115 kV transmission line to the existing substation
• Construction of an additional 115 kV transmission line (Beacon #2)
• Landscaping
Future Development (Not Currentlv Budgeted)
• Construction of a new two transformer 115/13 kV distribution substation
(will replace existing 115/13 kV distribution substation)
• Construction of a 230 kV Station, including two transmission lines and a
230/115 kV Autotransformer.

substation yard is not expected to significantly increase the r-uno#f' fram the site,"
WYNP agrees vvith this statement since the four to six inehes of non-campacted
1.arge crushed rock coverYng the new site wil'l act as a large drywell and should
contain a1l storm water drainage an site.
Suill-Control and Aoui,fer Proteetion
In Stage One and Tvo development, only Gas Ci-rcuit Breakers (GCBs) will be
installed. These GGBs use SF6 gas and n❑ oil c4ntainrxient is necessary-
Yn future developxnent, ail cantai,nment will be needed for installation of any
power transformers. This oYl containment system wili be sirn. ilar ta the ane used

Landscauing
T'he Preliminary Landscape P1an is shnwn an E-35053 sht 04. WWP distributed
this drawing as part af the notificatian prvcess ta area residents (see attached
copy). A new seven foot high chain lin'k fence with cedar slats (rustake) w-ill be
instalTed and replace the existin,g six foot high chain link fence.
Access
Access to th,e expanded substation will be frorn the North side flf the praperty
along Eighth Avenue and from the So~th side of the praperty alang Tenth
Avenue.

Traffic
Traffic to the site is expected to increase during the construction period. Major
traffic activity will occur during the grading, and during installation of the
control house and Gas Circuit Breakers. Once construction is complete, traffic
will return to pre-construction levels, which will include monthly inspections,
and occasional trips for operational switching and maintenance.
Control House
A 35 foot by 40 foot metal control house will be installed on a concrete
foundation in the Southeast corner of the expanded site. The control house will
have heating and air conditioning, and will be insulated. The control house will
not be manned during normal operation. A small bathroom will be roughed-in
but not connected until the County's sewer system is installed in the area (2003).
Additional details on the control house will be forwarded when the manufacturer
is chosen and the foundation is designed.
Road Improvements & ROW Dedication
WWP will have the missing type `A' curb on Dickey Road between Sth Avenue
and 9th Avenue installed by a County-approved contractor. WWP will also
install the 35' radius gravel cul-de-sac at the end of lOth Avenue near the South
access road for the expanded substation. If needed, WWP can post a bond to
guarantee that these improvements will be done.
WWP will dedicate 20 feet of additional Right-of-Way (ROW) for the widening of
gtn Avenue. I have already revised the landscaping along the Northern side of
the expanded substation to accommodate the road widening.

RE: Ninth & Central Substation Expansion Project
Dear Area Resident:
Washington Water Power Company (WWP) would like to inform you about a
substation expansion proj ect that will be occurring in your neighborhood.
The old Ninth & Central Substation along Dickey Street will be expanded to include
the proposed 115 kV Switching Station Site. The new substation will be landscaped
and use "rustake" fencing, which should screen out most of the visual impact. I've
included the Preliminary Landscape Plan and two photos of a smaller substation
landscaped in a similar manner.
This expansion project is one of several projects that WWP is undertaking since the
devastating Ice Storm in 1996. The new substation will improve reliability, allow
for quicker service restoration, and allow for future growth in your neighborhood.
In the upcoming months, you will notice construction activities around the substation. We will try to limit our construction activities to normal working hours
of 8 AM to 5 PM.
Depending on construction crew availability, work will proceed along the following
approximate timeline: • Winter 1998/99: Grading of the 115 kV Switching Station Site
• Spring/Summer 1999: Rustake fencing, foundation & steel work
• FalUWinter 1999: Electrical Equipment Installation
• Spring/Summer 2000: 115 kV Switching Station Completion and Landscaping

1. Reimburse Spokane County for project review and inspectioil fees as -specifiecl it1 Chaptcr 9.14 uf
the Spokane County Code. The fees will be based on actual salary costs incurred by Spokane
County for project reviews and / or inspections plus a ten percent administrative charge, aI7d will be bil(ed montlily as accrued. Any billing a►nounts clue, including any expenses incurred in the
collection of an overciue account, must be paid prior to the County's acceptance of-the project for •
filing. If a project is approved and/or filed with a balance still owing, the unpaid balance shall be
paid within 30 days of the invoice date. '

RE: RECONSTRUCTION OF WWP NTNTH & CENTRAL SUBSTATION
I received your October 22, 1998 letter in which you describe proposed expansion of the eYisting WWP
substation located at Ninth and Dickey in the Spokane Valley. In response to your letter and specific
questions, staff has reviewed the site plan attached to your'letter and determined the following. The
subject property is currently zoned Urban Residential-3.5 (UR-3.5) and the UR-3.5 zone allows public
utility facilities as a permitted use subject to Section 14.616.210(B)2 of the Spokane County Zoning Code.
E.cpansion of the existing substation will require compliance with the development standards of the UR-3.5
zone with respect to building height, setbacks and the fencing standards specified by Chapter 14.810 of the
Zoning Code. In addition, the site must be landscaped as specified by Chapter 14.806 of the Zoning Code.
Expansion of the existing substation may also require adjustment of the present property configuration to
aggregate various WWP ownership/parcels into a singular parcel. Parcel aggregation can be accomplished
through the Certificate of Exemption process similar to the previous exemption issued for a portion of the
site (see attached copy of CE-448-98A).
For your assistance I have enclosed copies of the cited sections of the Zoning Code and a copy of your
letter will be forwarded to Jeff Forry, Senior Building Technician, to schedule a pre-application
conference. More specific information about the SEPA process and building permit requirements will be
provided at the pre-application or pre-construction stage.

Dear John:
Washington Water Power (WWP) has an existing substation, which we call our vinth & Central Sutistation,
located between 9`h and 10`h Avenues and along Dickey Street. We plan to expand the substation as shown
on the vicinity map, No. E-35053, Sh. 2 of 3.
Construction on the site will proceed in at least three major phases. Phase One will be the creation of a
115kV switching station with six 115kV transmission lines. Completion date is estimated to be October
1999. Phase Two will include tying together various transmission lines, reconstruction of some, and the
addition oE a 230/I15kV autotransforrner. Tentative completion date is October 2002. Phase Three
construction activities are the rebuild and integration of the existing 115/13kV distribution substation.
Tentative completion date is October 2007.
WWP currently has several 115kV transmission lines in the vicinity of our Eighth & F'ancher Switching
Station and our 1Vinth & Central Substation, as you can see from the attached aerial photograph. We plan to
rebuild and consolidate those two stations into an expanded vinth & Central Substation. Only minor
transmission line construction is needed to re-route the existing 115kV cransmission lines into che expanded
substation. WWP will ask for the vacation of 9~' Avenue between Dickey Street and Eastern Road to
accommodate the expansion
An abbreviated public involvement process wi[h area residents is planned. WWP is currently working with
Mr. And Mrs. Babcock who live adjacent to WWP-owned property.
We will ask for approval of grading, fencing, approach and panelhouse plans by the County. The
panelhouse, as with all of our substations, will be an unmanned control building. We are proposing a 30
foot landscaping border. The site will have a gravel groundcover and appropriate oil containment.
Please review the attaehed drawings and this letter, and (et me know if you think anything will be required
from a zoning or use standpoint, or by way of a SEPA review. I would like to arrange for a pre-application
conference soon, and would like your assistanee in coordinating that with the appropriate County

My preliminary comments along with the County road standards and stormwater
guidelines have been generally incorporated into the preliminary plans stamped December
221 1998. The grading plan will be acceptable upon making the following minor revisions:
l. Include the applicable standard construction notes per the attached Exhibit B; plus
show the TEC measures you mentioned on the plan.
2. The new approach on 8`" Avenue should be paved with asphalt at least to the new.
right-of-way line; and increase both compaction levels to 92% for the new cul-de-sac.
Please submit (3) copies of the revised Grading Plan (sht. 97) for acceptance and project
release by the County Engineers. The previousty mentioned right-of-way dedication and performance surety for the road
improvements will be made conditions of issuance for the control house building permit,

The County Engineering Department has completed a preliminary review of the above-
referenced project. The following items must be received and approved prior to
release of the building permit: [ ITEMS OF SPECIAL IMPORTANCE ARE IN BOLD PRINT ]
1. An 'Agreement to Pay Fees' must be completed and received by the County
Engineers prior to review of the civil plans & project. (See yellow form enclosed)
2. A site drainage plan and report shall be prepared by a Professional Engineer,
pursuant to the County `Guidelines for Stormwater Management'. (See
attached blue form `Checklist' for minimum plan and submittal requirements)
The non-compacted ballast surfacing of the substation yard is not expected to
significantly increase the runoff from the site. Spill-control and isolation will be
required for the extensive electrical equipment regarding aquifer contamination.
PLEASE NOTE: Soil Conservation Service(SCS) maps of this vicinity indicate
'Springdale' complex soils which are pre-approved by the County Engineers for
standard drywell use. The map indication should be confirmed by on-site
exploration prior to the drainage plan design.
3. A grading plan prepared by a licensed civil engineer is required for grading
volumes in excess of 5,000 cubic yards pursuant to Chapter 33 of the Uniform
Building Code(UBC).
4. A temporary erosion and sediment control plan(TESCP) is required for site
disturbances in excess of 1 acre. Spokane County has adopted by reference
Chapter 5, Volume 2 of the Stormwater Manaaement Manual for the Puaet
Sound Basrn by the state Department of Ecology(DOE) for regulation and
guidelines for erosion control measures.

! 5. The subject property is affected by the "Findings and Order" and the
"Conditions of Approval" for the following land use action:

There are no known engineering conditions or requirements from the above
actions which are applicable to this project.

affect the development plan:

from developed surfaces by grassy swales or other means prior to discharge.
* The urban PM 10 Non-Attainment Zone which requires dust-control surfacing on
vehicular parking areas and traveled ways.

prepared for improvements to the following County roads:

Arterial and 100' R-O-W width required with only 60' existing)
8. Additional Road Information: 9th Avenue between Dickey and Eastern is
presumed by the County to be "ancient" right-of-way formerly vacated by
operation of state law, as it was dedicated by the Plat of Central Park Addifiion
c. 1890. Development and private use of this properfy is allowable, however
WWP may want to clear title to the former right-of-way through Superior Court
"qviet title" action. Please contact Verril Smale, Engineering Administrator, at
477-3600 Ext. #406 regarding road requirements for this project.

Enclosed are three copies of the Grading Plan, E-35491 sheet 97 revision 4, for
your review and approval. This revision consists of:
• Revision of the gravel cul-de-sac near the South Access Road.
• Addition of the West Access Road.
The revision of the gravel cul-de-sac was discussed with you by Bill McInerney, and
will avoid a possible problem with a neighbor's garage located south of the cul-de-sac.
Avista Utilities would also like to add a West Access Road. This access point is at
gth and Dickey Streets, and is the current access point to the existing substation,
and will facilitate future Power Transformer installation. This access point already
has a paved apron, and an existing curb running south along Dickey Street.
As discussed previously, Avista Utilities will have the missing type `A' curb on Dickey
Street between 8th Avenue and 91~hAvenue installed by a County-approved contractor.
If these revisions are acceptable, please stamp one copy and rEturn it to me. I will
forward the approved drawing to Bill McInerney at the site. Should you have any
