CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT DESCRIPTION:
Proposed is the construction of five two-story 8-plex apartment
complexes, currently part of a Planned Unit Development, in a
cul-de-sac along 8th Avenue. There will be below-ground parking
- one parking stall for each unit, additional parking will be
available along the street.
The owners would like to obtain the permit and begin construction
as soon as possible in order to avoid the cold weather - possibly
considering an early start permit.
SUMMARY OF DEPARTMENTAL REQUIREMEN'rS :
I. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been•completed and items needing
correction have been discussed with the architect.
B. Permit Release Requirements
1. Plan revisions or an addendum with corrections
need to be submitted prior to release of the
permit.

2. Compliance with requirements of Fire District No. ,
1 shall be met prior to release of the permit.
(See Item II below)
II. Fire District No. 1(928-1700)
A. Discussion/Requirements
I.
l. Along this area of 8th Avenue there have been some
water problems. Areas to the east of 8th Avenue
have, however, a good fire flow.
2. The water supplier for the area needs to be
identif ied and f ire f low verif ied .

3. Two fire hydrants need to be installed and shall
be capable of providing 1,500 g.p.m. One hydrant
is to be located at 8th Street and the other on
the site.
4. Fire truck access does meet all requirements, but
is still somewhat limited. After discussion with
the applicant at the meeting, it was determined
that, if necessary, the trucks could use the 208
area which is directly adjacent to the driveway -
there is no curbing and elevations are minimal,
currently being at a radio of 4:1. The applicant
had previously discussed this matter with Clyde
Wisenor who indicated truck access with the
driveway and using the 208 area, if necessary,
would be adequate.
III. Engineering (456-3600)
A. Discussion/Requirements
l. A copy of comments were given to the applicant and
Building and Safety by Gary Nelson.
2. The road plans have been submitted and the bond
. issued.
3. The Engineer's Office would be able to issue a
release for an early start (footings/foundations
only) if the drainage plan shows adequate
elevations for drainage.

B. Permit Release Requirements
1. Conditions of the preliminary plat need to be met
prior to release of the permit.
IV. Health District (456-3600) .
A. Discussion/Requirements
l. There was discussion between the applicant and Daryl Way as to what type of sewage disposal there
would be. The applicant indicated they are
anticipating putting in public sewer and are going
to put it in th;emselves ann get reimbursed as part
of a ULID being formed. He is talking with Jim
Legat, Utilities, regarding the options.
2. Types of refuse were also discussed. The
applicant stated the large trash containers will
be available at each building and will contact a
disposal company for regular service.
B. Permit Release Requirements
l. The Health District is ready to release the
permit.
V. Planning Department (456-2205)
A. Discussion/Requirements
1. Setbacks along the front yard and all perimeters
in accordance with the Planned Unit Development
requirements shall be 30 feet from the property
line.
2. Should the applicant decide to abandon plans for a
Planned Unit Development and only follow
requirements for the Multi Family Suburban Zone,
the setbacks will be as follows:
a. Front Yard - 30' from property line.
b. Side Yard - 20' from property line, with an -
additional 5' for each story of building over
one story.
c. Rear Yard - 25' from property line.
A variance for construction may be possible,
however is somewhat time-consuming. No "phasing"
would be allowed.

~ 3. A three foot fence shall be installed at the front ,
yard of the property.
B. Permit Release Requirements
l. Conditions of the preliminary plat must be met
prior to release of the permit.

2. A revised site plan must be submitted indicating
required setbacks.
VI. Utilities (456-3604)
A. Permit Release Requirements

A sewer plan needs to be submitted, along with a
1bond and Developer Connection Agreement.
REQUIRED ACTIONS (County):
1. John Pederson, Planning Department, to talk with Doug Adams
and will get back with the contact person with regards to the
owner signing a Hold Harmless Agreement in order for construction
to begin privr to finalization of the plat.
ADJO . There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems which may arise. Also, should there be any changes from
what appears in the minutes, we should be notified within one day
of your receipt of these minutes.
Revised plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safety who will then distribute accordingly to each department.
The meeting was adjourned at approximately 10:30 a.m.

the above referenced proposal. The drainage plan for the preiiminary
plaE of Esther's Replat PE-I390 will be reviewed as the plat finalization
pracess praceeds. This will be considered as the drainage plan for the

with the "condition5 of Approval" of the preliminary plat.
