Re: CAD/RMS capital purchase
Dear County Commissioners and Sheriff Knezovich,
The City of Spokane Valley (City) does hereby provide authorization to Spokane County
(County) to bill the City for the Computer Aided Dispatch (CAD)/Report Management System
(RMS). This authorization is provided under the authority of Section 6.5 of the Interlocal
Agreement for Law Enforcement Services as Provided by the Spokane County Sheriffs Office
to the City of Spokane Valley (Law Enforcement Agreement), executed September 5, 2017.
This letter of authorization regarding billing for CAD/RMS specifically replaces the prior letter
of authorization previously executed by these Parties on October 20, 2015, the terms of which
shall be void and unenforceable upon the execution of this letter of authorization.
The terms of this authorization are as follows:
1. Only purchase and implementation costs, as well as repair costs necessary to keep the
system operational, shall be billed as capital costs to the City (maintenance and support
cost are non-capital items that will continue to be billed on an annual basis through the
underlying Law Enforcement Agreement).
2. Replacement costs shall not be billed to the City without additional authorization.
Enhancement costs shall be governed by the Law Enforcement Agreement, Section 11.3,
Additional Technology.
3. The City shall be granted usage of the CAD/RMS for as long as the system is utilized by
the County, contingent upon the City remaining current on all maintenance, support, and
repair costs, as defined by an ongoing interlocal agreement for law enforcement services
between the County and the City.
4. Reserves accumulated in the City of Spokane's Fund 1510 (or equivalent if changed) shall
be used to offset purchase and implementation costs of the system.
5. The City will not subsidize the costs of current and future users of the system and the
City's costs shall be allocated using the same basis as all other participating jurisdictions.
The City shall be consulted as to the allocation methodology used for future users.

After announcing and holding an executive session, the Board reconvened in open session at
approximately 3:23 p.m., at which time a motion was made by Commissioner Kuney, seconded by
Commissioner French and passed by 3-0 vote to:
Move to approve the signing of a Letter of Authorization between Spokane County the City of
Spokane Valley outlining the terms and conditions for the capital purchase of the Computer Aided
Dispatch/Report Management System (CAD/RMS)and maintenance thereof.
