Your drainage report and plan submitted on JuIy 12"' have 6een reviewed. These items
are in ouerall compliance with the `GSM' and are acceptable for constnaction and
pertalitting purposes.
The only ini#.ial question I had was regarding the raof runoff, The roof and rnecharrical
plans indicate rnetal roofing and sheltered & curbed HVAC urdts that are isolated from the
stormwater system. Therefore, the direct discharge vf the downspouts to the drywells is -
satisfactary.
Iwill avvait any owner initiated pian reuisians, otherwise the County Engin~ers can release
their partion Qf the building permit at any tirne. Per current policy, arecord drawing of
the drainage system wil] be required for this cornmercial development prior to issuance of

The Development Services Deparfment has completed a preliminary review of the
above-referenced project. The following items must be received and accepted prior
to release of the building permit: [ ITEMS OF SPECIAL IMPORTANCE ARE IN BOLD PRINT ~
1. An 'Agreement to Pay Fees' must be completed and received by the County
Engineers prior to review of the civil plans & project. (See yellow form enclosed)
2. A site drainage plan & report shall be prepared by a Professioncl Civil Engineer
pursuant to the Spokane County `Guidelines for Sformwcter Monaaement'.
The contdct regarding the road & storm drainage plan review and acceptance
is Gary Nyberg of Development Services at 477-7257.
(See attached blue forms for minimum plan requirements)
Record or "As-Built" drawings must be prepared by the Sponsor's Surveyor or
Construction Engineer, as outlined in the Spokane County `Stondards for Rodd
dnd Sewer Construction' for any on-sife drainage improvements or off-site road
& drainage improvements. Drawing cerfification must be made prior to
issuance of the Cerfificate of Occupancy by the Division of Building & Planning.
PLEASE NOTE: Soil Conservation Service(SCS) maps of this vicinity indicate
'Garrison' complex soils, which are very deep, gravelly lodm soils that are pre-
approved by the County Engineers for subsurface disposal of stormwater by
stdndard '208' swales and drywells.
3. The subject property is affected by the "Decision" and the "Conditions of
Approval" for the following land use action:
* Spokane County Zoning Change No. ZE-41-92
* Hillview Estates Replat No. 2 (PE-1 677-92)
Specifically, direct access to Clinton Road from lot 10 is prohibited by the plat.

4. The subject properfy is within the following special regulatory zones which may
affect the development plan: .
* The Aqvifer Sensitive Arec(ASA) which requires treatment of stormwater runoff
by '208' grassy swales from developed surfaces subject to contaminants.
* The urban PM 10 Non-Attornment Zone which requires dust-control surfacing
on vehicular parking areas and traveled ways. (See SCAPA Comments)
5. An Approach Permit must be obtained at the permit center for the new and
abandoned access points to 32^d Avenue. The permit contoct is Sylvia Lightfoot
at 477-7151. . ~
The corner clearance for the western access point should be 150' minimum to ~
reduce arten 'al conflicts from left-turns off 32^d into the property with leff-turns off ~
~
Clinton on to 32nd. The second existing curb-cut from the corner is satisfactory.
6. Parking and traffic circulation patterns shall be shown on the site plan along wit
the appropriate pavement marking and signage, for approval by the Spokane
County Engineer. The arrangement of parking stalls, turning radii, and travel
clearances shall be in accordance with standard traffic engineering practices,
zoning regulations, and fire code. Back•up maneuvers to/from a County arterial
are prohibited, and parking shall comply with RCW 46.61 `Rules of the Rood'.
7. Utility Condition: Permittee is responsible for arranging for all necessary utility
adjustments, relocations, or improvements as required for completion of the
project, including completion of the required road improvements. The
developer needs to contact the purveyors of each affected utility regarding
private service, utility improvements, and any relocation or adjustment costs.
8. Additional Road Information:
The County Arterial Road Plan identifies this segment of 32^d Avenue as a
Principal Arferrol. The existing right-of-way width plus 10' acquisition strip
dedicated on the plat are adequate for existing and expected road needs.

Engineers releasing their porfion of the permit: .

PROPOSAL

1. The property is generally located in the Spokarle Valley on the northeast corner of the
intersection of 32nd Avenue aiid Clinton StreeL in the southeast 1/4 of Section 27,
7'ownship 25 N., Range 44 EWM, Spo~:ane County, Washingtoll.
2. The cornmittee adopts the Planning Department Report as a pim oF thiS record. The
Planninb Depar~tment has recommendeci that the proposed plat/rezone be approved as
conditioned.
3. The existinb ]and use(s) in the area are four-plexes and ~~partments to the west, four-
plexes to the north, mini-warehouses and a convenience store to the east and farniland
ro the South.
4. The proposed use is compatible with existin~ uses i~~ the ai-ea.
5. The Comprehensive Plan designates this site as Urban. The Urban category is for the
purpose of developin~ a"city-li~:e" environment, including rzsidential densiiies of I
to'17 units per acre, or 12.32 units per acre for this proposai.

Recrional $usiness (B-3) on January 1, 1991 pursuant to the Program to Implement
the .Spokane County Zoning Code. Pursuant to RCW 58.17.195 the proposal does
conforrn to the requirements of the existiiig/proposed 'Urban Residential-22 (UR-22)
zone (reclassifcation) and the existinor Regional Business (B-3) zoned lots (10 and
11), must confonn to the requirements of the Regional Business (B-3) zone aiid
conditions of 7E-3-80, whichever is more restrictive.

complied with and a Detemiination of Nonsignificance was issued. The Cotilmittee,
after independent revie.w, hereby adopts the DNS.
10. The legal requirenients for public norice have been fulfilled.
11. The owners o,f adjacent lands expressed zpproval of the proposed use.
12. The applieant has demonstrated that conditions have substantially chanaed since thc
- original zoning of this area and accordingly, the proposeci zone reclassif cation is
jusafied. Specifically, changed conclirions include a Comprehensive Plan 1aund use
designation of the site as Urban a year after being approved for commercial zoning,
which isn't compatible with the Urban cale~ory.
13. The proposed use will not be detriniental to the public health, safety, morals or
welfarz especially in light of the conditions recommended by the reviewing a~er~cies.
14. The subdivision proposal is grenerally consistent with RCV✓ 58.17 and the County
s«bdivision regulations, prornoting the nublic hcalth, safety and general welfare in
accordance with standards established by the state aiid Spokane Couzity. The

Project Description
The site is located at E. 13220 32ad in the Spokane Valley. The proposed project is a
commercial building (strip mall) and related parking, landscaping and site improvements.
Drainage Analysis
Please reference the Site/Drainage Plan and Drainage Basin Map.
The soil on site is Garrison soil, per the SCS soils map (attached), which is pre-approved
for the use of drywells in Spokane County.
The site will be divided into five (5) drainage basins; Basin A thru Basin E(see the basin
map on the following page). Runoff from Basins A, B and C will drain to "208" bio-
filtration swa(es with drywell overflows. Runoff from the building roofs (Basins D and E)
will be tightlined to drywells on the North side of the building.
The calculations for the "208" swales and drywell sizing follow.

DRAINAGE REPORT
Project Description
The site is located at E. 13220 32IId in the Spokane Valley. The proposed project is a
commercial building (strip mall) and related parking, landscaping and site improvements.
Drainage Analysis
Please reference the Site/Drainage Plan and Drainage Basin Map.
The soil on site is Garrison soil, per the SCS soils map (attached), which is pre-approved
for the use of drywells in Spokane County.
The site will be divided into five (5) drainage basins; Basin A thru Basin E(see the basin
map on the following page). Runoff from Basins A, B and C will drain to "208" bio-
filtration swales with drywell overflows. Runoff from the building roofs (Basins D and E)
will be tightlined to drywells on the North side of the building.
The calculations for the "208" swales and drywell sizing follow.
