area south of the proposed storage buildings.
3UCounty Standard sidewalk must be constructed along the
frontage on Guthrie Drive. A bond or other financial surety must
be posted fo-r this work prior to permit release.
4. Note on the plans that a solid lid must be placed on the
drywell catching the runoff from the roofs.
5. A County Standard drywell detail must be shown on the plans.
The drainage'plans and calculations must be stamped, signed,
and dated by a Professional Engineer, licensed in the State of
Washington.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site shall be prepared by a
Professional Engineer, in compliance with Spokane County
"Guidelines for Stormwater Management". At a minimum the
plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
' 2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Copy of the proposed landscape plan.
5. A typical cross section of the 208 swale.
' 6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable. .
8. Finished grade elevations at the top and bottom of
the 208 swale.
B) The subject property is affected by the "Findings and
. Order" and the "Conditions of Approval" for the following
land use action:
Binding Site Plan No. BSP-8
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
. improvements. These must be prepared by an
engineer. Plans must be prepared for the following

Public Road Right of Way is to be completed prior to the release
of a buildin.g permit or a financial guaranty in an amount
estima.ted by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of a building
permit, from the County Engineering Department for any new or
improved driveway approaches to the following streets:
a. 32nd Avenue
b. Skyview
D) The following items must be reviewed and approved prior
to the Engineering Department releasing its portion of
the permit:
l. Site Plan 2. Site Drainage Plan
3. A parking and traffic circulation plan shall be
submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
- required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
. vehicles. It is-illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

'their submittal in accordance with the checklist descriptions.

SKYVI:EW STORA.GE EXPANSION
The project site is located at the northwest corner of 32 nd Avenue and S.R. No. 27 in
the Spokane Valley. An existing storage unit facility is just eastof this site and is to be
regraded and paved per attached plan.
For retention and disposal of the stormwater collected on the site, a"208" grassy ponding
area will be constructed in the northwest portion of the site.. The single on-site drainage
basin encompasses the paved portion of this expansion. The roofs which will be metal will
be piped directly to two new drywell which will have a connecting pipe betvveen them.
Surface runoff from the graded asphalt driveways will reach the pond via surface flow.
Outflow will be through a Type "A" drywell within the pond.
The soils at the site are Hardesty silt loam series, which are recognized by Spokane
County as having rapid permeability and an infiltration rate of 0.3 c.f.s. for Type "A"
drywetls. The drainage design and outflow calculations are based on the assumption that
the natural material at the location of the drainage facilities will provide outflow at the rate
of 0.3 c.f.s. through the dryweil and 0.36"/hr. through pond floor.
As per Spokane County requirements for "208" treatment, all on-site asphalt pavement
surfaces are included in the "208" ponding calculations. All new asphalt, will drain to a
proposed "208" pond located at the center area between driveway approaches from
Sprague Avenue. The ponding depth for treatment is 6". The ponding depth for storage
in excess of outflow is 8". Sufficient storage volume for a 10-year storm event, as per the
bowstring calculations, is provided within the first 8" of ponding.
