Any balance on the account for this project not paid within 65 days of the invoice date may result in legai action or the initialion of other collection procedures, including referral to a collection agency. The applicalion requests a waiver of certain paving requirements pursuant to the Spokane County Zoning Code, Seclion 14.802.080, for a site located at 15112 East 32nd, Veradale, WA. The site is for a kindergartenlpreschooUdaycare. Buildings at the site exist, as well as a dirt/weed parking area. The proposed child care center can accom.modate 60 children and will employee 15 persons. In addition, there i;ill be traffic generated by delix~eries, etc. Recommendation SCAPCA prefers that all traveled surfaces be paved in Spokane County for the protection of the air shed. Portions of Spokane County do not meet the federal air quality health standard for fine particulate. The site lies on the Valley floor in a low area and is Nvithin the PM10 non-attainment area.. Increased air emissions would have an impact on air quality in the air shed. Historically, SCAPCA does not recommend tliat paNing waivers be granted in cases where the wa.iver is requested for areas of high traffic and general parking, unless an ea-traordinary circuinstance emsts.
