M E M O R A N D U M DATE: June 24, 2000 TO: Jeff Forry, Division of Building and Code Enforcement FROM: Brenda Sims and Virginia Darrell, P.E.; Stormwater Utility RE: 00003019 - MDNS for Ponderosa Estates (Ponderosa Properties) CC: WA Sta.te Department of Ecology, Bill Hemmings, File We support the mitigating measures offered by the applicant for this project with the following additional comments: In conjunction with the water line installation: As mentioned in our previous comments, clay soils, standing water, rock outcrops, and in some locations, excessively soggy soils were observed on the site. The applicant's engineer should take high groundwater into account in road design and construction as well as utility trench design and construction. Groundwater should not be re-directed by the utility trench. The applicant should provide information on how the trench will be constructed to avoid re-directing groundwater from the site. The Division of Engineering should review this submittal. In conjunction with the issuance of a grading permit: ✓ The final wetland report, including delineation, should be provided to the Washington State Department of Ecology as well as the Spokane County Stormwater Utility for review prior to issuance of a grading permit. ✓ Drainage easements for the natural drainageways must be sized according to the requirements in the Guidelines for Stormwater Management (GSM), as amended. The easements should be recorded on the plat and include maintenance requirements prior to the issuance of a grading permit. ✓ The applicant has agreed to submit revised culvert sizing and details for review and approval. Because of the significant drainage issues in this area, the Division of Engineering should review this submittal. In conjunction with the issuance of building permits: ✓ The applicant has agreed to submit a Wildlife Management Plan for all parcels being served by the proposed road. The proposed road extends northward to connect to what appears to be another private road. The plan should identify future road connections and take into account traffic and growth related issues as well as measures to mitigate the impacts. ✓ Title notices should be filed on those properties affected by the wetlands prior to the issuance of any building permits or if any of the parcels are sold, whichever occurs sooner. The title notice should identify the location of the wetland and required buffer, as well as any maintenance requirements for the wetland and requirements as presented in the Wildlife Habitat Plan. ✓ As this property is further developed, the applicant should be aware of requirements in the GSM that include provisions for the protection of natural drainage ways. There are significant natural drainage ways located on this project site. As this property is further developed, hydrologic and hydrogeologic impacts to the neighboring wetlands will have to be analyzed.
