The road improvements consist of 9 fect width of new asphalt extending 242 feet with 100 foot
tapers on both ends. The existing roadway docs not conform to the current minimum standard of
an 0,8% grade. A 0.5% grade is needed in arder to match the existing grade, therefore I
recommend an approval af this design deviation.

The County Engineering Department has completed a review of
the above referenced project. The following informata.on must be
provided in order for us to proceed with our review.
A) For any new irnpervious surface area a drainage plan
for the site shall be prepared in compliance with
' Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Fa.na.shed grade elevations for structures to be
constructed on site.
4. Finished grade elevata.ons at the top and battom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "F'indings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No.ZE-36-91
C) The following improvements within adjacent Right of Way
are required prior to the release of a builda.ng permit:
l. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the fo].lowing
streets:
a. Fourth Avenue, Typical Roadway Section #1,
Collector Arterial Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building perrnit or a financial guaranty in an amount
estimated by the County Engineer to covex' the cost of
construction or improvements shall be fi].ed with the County
Engineer. Requa.red plans are to be submitted prior to esta.mating
the amount of the financial guaranty or permit re].ease.
2. Applicant shall dedicate 10 feet on Fourth Avenue
for Right of way.

3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineera.ng
Department for any new or improved driveway
approaches to the following streets:
a.Fourth Avenue
NOTE: Access to the proposed South valley Arterial
shall be prohibited until such ta.me as specifically
authorized by the Spokane County Engineer.
D) Insufficient informata.on was submitted with the proposaJ..
we are unable to proceed with our review. We will need
the following before we can proceed:
l. Drainage plan as specified.
2. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, wi].l be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. The County Arterial Road Plan identifies the
South Valley Arterial as a Principal arterial. The existing
right-of-way width of 100 feet is not consistent with that
specified in the Plan. In order to a.mplement the Arterial Road
Plan, in addition to the required right-of-way dedication, a
strip of pzoperty 30 feet in wa.dth along the South Valley
Arterial frontage shall be set aside in reserve. This property
may be acquired by Spokane County at the time arterial
improvements are made to the South Valley Arterial.
c. The County Arterial Road Plan identifies the
Fourth Avenue as a Collector arterial. The exa.sting right-of-way
width of 40 feet is not consistent with that specified in the
Plan. In order to implement the Arterial Road Plan, in addition
to the required right-of-way dedication, a strip of property 5
feet in width along Fourth Avenue frontage shall be set asi.de in
reserve. This property may be acquired by Spokane County at the
time arterial improvements are made to Fourth Avenue.
S) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
. representative must complete and sign Spokane County
Engineers "Agreernent to Pay Fees". This document must be
returned to the County Fsngineers Office. Plan reva.ew will

not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to rneet the checklist shall be
checked off by the applicant or their representative. Subma.ttals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Bui].ding Permit.

velocity has undermined the channel integrity.

Roadway Drainage:
1) Required 208 swale areas must be located outside of the set-
aside area.✓
2) An "R" value test will need to be conducted or a coring the road
to determine the existing base in order to determine the required
depth of base material.
3) The road plans are not consistent caith the Typical Roadway
Section Number One, Collector Arterial Standard. A design
deviation is required for any designs that do not reflect the
standards.
4) The taper is a lOd foot minimum, the 75 foot taper shown is not
acceptable.
5) Note that the roadway will be sawcut and matched with existing.

The road improvements consist of 9 feet width of new asphalt extending 242 feet with 100 foot
tapers on both ends. The existing roaciway does not conform to the current minimum standard of
an 0.8% grade A 0 37% grade is needeci in order to match the existing grade, therefore T
reconunend approval on condition that the curb$# be staked by a profcssional land surveyor.
They also have requested a deviation to clrop below the cross slope minimum -4.5% grade at

"Oa" Review Comments:
Site Drainage:
1) Drawing indicates inlet elevations and details. Inlet calculations are included in the
Engineer's calculation packet. The prior submittal also included this information.
2) Swale calculations are included in the Engineer's calculation packet as they were in
the prior submittal.
3) Both exist. and proposed spot elevations are shown on the Drawing.
4) Owner/Applicant to provide a property deed for the R/W.
5) Drywell information for swale °A" is shown on the Drawing.
6) Swale sections have been modified to show these conditions.
7) These calculations are included in the Engineer's calculation packet. The
requirements for some calculations have been waved as per conversations between
the Engineer and the Plans Review Engineer.
Roadway Drainage:
1) The roadway drainage swale has been moved so ihat it is completely outside of the
set-aside area.
.;,2} An "R" value test or a road coring is being performed by the Owner/Applicant to
determine the required base. This information will be included with the Engineer's
Road Plan.
3) The Engineer's Road Plan reflects Typical Roadway Section No. 1 requirements.

Minimum Requirements Checklist:

, METHOD OF MANAGEMENT
' The proposed apartment complex is situated on 4th Avenue just
west of Howdish Road on the north side of the street. The
improvement of 4th Avenue to a 20 foot roadway width north of the
centerline is proposed; as well as concrete curb and gutter.
Stormwater generated from stated improvements will be directed
towards two sidwalk inlet structures and carried into two seperate swales. One type -"A" drywell is needed as well as one concrete
inlet structure with 10"-Pye-pipe connecting to drywell. On-site
stormwater will be treated and contained on-site per submitted
drainage plan.

Reclassification File No. ZE-38-91, from [jrban Residential-3.5 (UR-3.5) to Urban
Residential-22 (UR-22).
FINDINGS OF FACT AND CO\`CLUSIOvS
1. The property is generally located 170 feet west af Bowdish Road between Foiu-th
Avenue and .he abandoned Milwaukee Road Rail Road right of way in the northeast
1/4 of Section 21, Township 25 ti., Range 44 EWM, Spokane County, Washington.
2. The committee adopts the Planning Departmenc Repan as a part of this record-
3. The existing land use(s) in the area are single family dwellings, muldple facnily
dwellings, and undeveloped parcels.
4. The Comprehensive Plan designates this sice as Urban. The Urban category is for tlle
purpose of residenual development, including densities of 1 to 11 dwelling units per
acre, or 13.63 dwelling units per acre for this proposal.
5. T`he tlnerial Road Plan designates 4th Avenue as a Cotlector Arcerial, with a
recamrnended right of way tividth of 70 feet and also designaces the ald NIilwaukee
road cailroad right of way as a Principal Arterial with a recommended right of way
widch of 160 feet.
6. The existing zoniilg of the property described in the application is Urban Residential-
3.5 (UR-3.5), previausly escablished in 1991.
7. The provisions of RCW 43.21C (The State Envuonment.al Poiicy Act) have been
. campiied with and a I7etennination oE Nonsigiiificance was issued.
8. The tegal requirements for public notice nave been fulfdled.
9. The ownerS of adjacent lands expressed disapproval of the prapased use, and
objected to increased a-affic and noise generated by the propasal, irnpacts to ad}acenc
single family dwellings, and potential impacts upon propeny values. _

11. The proposed zoning does implement and conforui to the Comprehensive Plan.
12. The appiicant has demonstrated that conditions have substanCially changed since the
original zoning of this area and accorduigly, the proposed zone reclassification is
justified.
13. The proposed use will noc be detrimentai to the public health, safecy, inorals or
welfare.
14. The Committee addidonally finds/concludes:
a. That the proposed use, as conditioned to require additional landscaping along the
east and west property lines, and with a maximum build.ing height of 34 feec,
provides a design which micigates visual and aesthetic impacts upon the adjacent
properties, and implements the specific goals, objecdves, and decision guidelLnes
of the Urban Comprehensive Plan category.
CONDITIOVS OR C0NTINGENCIES APPLXED TO THIS APPROVAL
1. All Conditions unposed by the Hearing Examiner Commitcee shall be binding on the
"Appiicant," which term shall include the owner or owners of the propercy, heirs,
assigns, and successors-in-interest.
2. The following Conditions of Approval apply to the real property described helow:
The West 141.73 feet of che East 311.73 feet of Tract 176, Opportunity,
according to plat recorded in Volume K of plats, p. 20, in Spokane County,
Washington, exccpt che right of way 100 ft. wide conveyed ro the Idaho and
Western Railroad Company.
HEARING EXANITNER COMMX'I'TEE
1. That the unpaved (gravel) cul-de-sac (with 50 foot radius), as shown on the
proposed site plan, is a turn around area for emergency vehicles only, ai1d shall not
he used for requi.red or extra off-street parlang, or for outdoor storage of
recreational vehicles or ocher uses.
SPOKA\tE COUNTY PLANNING DEPARTMENT C0NDITIONS
1. The proposal shall comply wich the Urban Residential-22 ([JR-22) zone as
amended with the following limitaaons. The proposal sha11 be restricted to a 34
Eoot height limit and no more than 24 units on the site, also landscaping along the .
east and west property line shall be 10 feet wide with a 6 foot high fence where
permicted.
2. The applicant shall develop subject property generally in. accordance within the
concept presented to the Heaxing Body. Variadons, when approved by the
Planning Director/designee, may be permitted, including, but not limited to building
locacion, landscage plans and general allowable uses of che permitted zone. All

variauons must conform to rcgaladons set forth in the Spokane County Zoning
Code, and the original intent of che development plans shall be maintained.
3. Approval is required by the Planning Director/designee of a specific lighdng and
signing plan for the described property prior to the release of any building pennits.
4. A spccific landscape plan, plandng schedule and provisions for maintenance
acceptable ro the Planning Director/designee shall be submitteti with a performance
bond for the project prior to release of builcling pernuts. Landscaping shall be
iilstailed and maintained so thaz sioht distance at access points is not obscured or
impaired.
5. Direct light from any exterior area lighring fixture shall not extend over the propeny
boundary.
6. The Spokane County Planning Department shall prepare and record with the
County Auditor a Title Nocice specifying a future land acquisidon area for road
right-of-way and utilities. The reserve,d future acquisidon area Title Notice shall be
released, in full or in pan, by the Planning DepartmenG The notice should be
recorded within the same rime frame as an appeal and shall provide the following:
a. At leas[ 5 feec of reserved future acquisidon area for road right-of-way and
udlides, in addition to the exisdng andlor newly dedicated right-of-way along
4th Avenue.
b. At least 30 feet of reserved future acquisiaon area for road right-of-way and
utilities, in addidon to the exisdng and/or newly dedicated right-of-way along
South Valley Arterial.
c. Future building and other setbacks required by the Sgokane County Zoning
Code shall be measured from Ehe reserved future acquisidon area.
d. No required landscaping, parking, '208' areas, drainfield or allowed signs
should be located within the future acquisition area for road right-of-way and
utilides. If any of the above improvements are made within this area, they
shall be relocated at the appiicant's expense when roadway improvements are
made.
e. The future acquisition area, until acquired, shall be private properry and may
be used as allowed in the zone, except that any improvements (such as
landscaping, paridng, surface d.rainage, drainfield, signs or others) shall be
considered interim uses.
SPOKANE COL9NTY DIVISIO\T 0F ENGIiVEERLNiG AND ROADS
Prior to issuance of a building pennit or ac che request of the County Engineer in conjuncdon
with a County Road i'roject/EZoad Improvement Diserict, whichever acdon comes first:
1. Applicant shall dedicate 10 feet on Fourth Avenue for right-oE'-way.

2. Access germits for approaches to the county road system shall be obtained from the
Spokane County Engineer.
3. The applicant shall submit for approval by the Spokane County Engineer road,
drainage and access plans.
4. The applicant shall submit for approval by the Spokane County Engineer and the
Spokane County Health District a detailed combined on-site sewage system plan
and surface water disposal plan for the entire project, or portion thereof, if tlie
devclopment is to be phased.
5. A pazking plan and traffic circulation plan shall be submitted and approved by the
Spokane County Engineer. The design, locadon and arrangement of parking stalls
shail be in accordance with standard traffic engineering practices. Paving or
surfacing as approved by the County Engineer, will be required for any portion of
the project which is to be occupied or traveled by vehicles.
7. The consa-uction of the road improvements stated herein shall be accomplished as
approved by the Spokane County Engineer.
3. The County Engineer has designated Typical Roadway Secdon Number One,
Collector Arterial standaard for the irnprovecnent of Fourch Avenue, which is
adjacent to the proposed tievelopment. Th.is will require the addirion of
approximately 10-12 feec of asphalt along the frontage of the developmenG 1fie
construction of curbing and sidewal,k is also requued.
9. All requireri improvements shall conform to the current State of Washirtgton
Standard Specifieadons for Road and Bridge Gonstrucuon and ocher applicable
County standards and/or adopted resoludons pertaizung to Road Scandards and
Stormwater Management in effect at the date of construcrion, unless otherwise
approved by the Counry Engineer.
10. Applicant shall construct a paved and delineated approach(es) to meet the existing
pavement on Fourth Avenue.
11. Access to Proposed South Vailey Arterial shall be prohibited undl such time as
specifically authorized by the Spokane County Engineer.
12. Roadway standards, typical raadway sections and drainage ptait requirements are
found in Spokane Board of Counry Cominissioners Resokution No. 30-1592 as
anended and are applicsble to this proposal.
13. This subd.ivision or dcvelopment proposal is located within a drainage basin which
has been identi.fied by the Spokane County Engineef s office as having stormwater
. runoff problems. Since this plat or development proposal is affected by or is a
contributor to stormwater flows, propercy owners should participate in the planning
and implementarion of a future basinwide stormwa[er management system. The
following statement shall be placed in the plat dedicadon:
"The owner(s) or successor(s) in interest agree to join in any County-approved
stormwater management proaram and to pay such rates and charges as may be fixed
