Please submit seven (7) sets of revised site, drainage, arrd landscape plans plus two (2) complele. sels of construction drawings to
the Department of Buildings for acknowldgement and distribution to all the appropricue agencies. In order for all agencies
to expeditiously process your project, it is important that subrnittafs include all necessary drawings and documents to ensure
that review of your project is cornpleted in the least amount of tirne. Documents should include: building address and legal
description of property.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must.contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell iniets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE 64-84
Final Plat PE 1464-84
C) The following improvements within adj acent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Fourth Ave, Collector Arterial standard
NOTE: Road plans where developed under PE-1464-84 and need
to be submitted for approval.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are'to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2. Approach perrnits must be obtained, after a site
plan has been approved, and befare the issuance of
a building perrnit, f rom the County Engineering
DeparGment far any new or improued dri-vetaay

a. A parking and traffic circulation plan shall
be subrnitted and approved by the Spokane County Engineer. The
design, locatian and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinancea will be required far
any portion of the project which is to be occupied or traveled by
vehicles.It is iilegal ta back out onto the Right of Way.
c. The County Arterial Road Plan identzfies 4th
Avenue as a Collector Arterial. The existin~ ~~ght-of-way width
of 60 feet is rLot consistenC with that specified in the Plan. Irz
order to implement the Arterial Road Plan, in addition to the
required right-of-way dedication, a strip of property 5feet in
width along the 4th Ave. frvntage shall be set aside in reserve.
This praperty may be acquired by Spokane County at the time
arterial imp~ovements are made to 4th Avenue.
E) i3ti~~ty Candition. Pe,rmittee is respansible for arranging
for all necessaz`y utility adjustments ar re1ocation as
reqtzired for compietion of the irnprovement.
F) The owner ❑f the praperty ar the authorized
representative must complete and sign Spo}cane County

returned ta the County Engineers Df f ice . Plan review wili
not be campleted until this document is executed. This
document is attached to these comments. Please return

Engineers Department_

The County Engineering Department has completed a review of
the above referenced project. The following items must be
addressed prior to acceptance of the road plans:
1. Provide asphalt tapers inbound to and outbound from the site,
per M.U.T.C.D. standards for shoulder tapers.
2. State on the plans who will be moving the three power poles
that currently sit within the County R/W.
3. The station for the east drywell is called out as 6+03.36 on
the plan view and 6+03.63 on the profile. Please correct this
typo.
4. On the typical section, the curb and gutter should be noted as
Type B, instead of Type A.
5. The widths shown on the typical section for the asphalt,
sidewalk, and R/W add up to only 281. Please correct this to
show a total of 30'.
6. The centerline offsets for the drywell grates should be 18.5'
to the street-side face of the grate, or 19.25' to the centerline
of the grate. The plans show the offset as 19' left of
centerline. Please clarify this.

Bill,
The justification presented in the design deviation is not relevant to the proposed deviation. The
design engineer proposes to reduce either the width of the sidewalk or the width of the street to
prevent a chain link fence from being moved. I recommend denial of the design deviation based
on the proximity of existing improvements which will need to be matched in the future. ,

That the individuals and parties named herein as having an interest in the above described property or project
agree to the following:
1. Reimburse Spokane County for project review and inspection fees as specified in Chapter
9.14 of the Spokane County Code. The fees will be based on actual salary costs incurred
by Spokane County for project reviews and / or inspections plus a ten percent administrative charge, and will be billed monthly as accrued. Any billing amounts due,
including any expenses incurred in the collection of an overdue account, must be paid
prior to the County's acceptance of the project for filing. If a project is approved and/or
filed with a balance still owing, the unpaid balance shall be paid within 30 days of the
invoice date.
2. The undersigned agrees that these fees are due and payable upon receipt of the billilig as
specified above.
3. Any invoices not paid within 30 days of the invoice date will be considered delinquent.
If any outstanding balance on the account for this project is not paid within 30 days of
the invoice date, ilo further reviews of the project documents will be conducted until the
entire account balance is paid. Any balance on the account for this project not paid
within 65 days of the invoice date may result in legal action or tlie initiation of other
collection procedures, including referral to a collection agency. Tlie Sponsor will be
liable for any and all expenses incurred by the County for the collection of overciue
accounts.

A. INTRODUCTION
This matter having come bef ore the Spokane County Subdivision Hearing
Examiner Committee on June 21, 1984 and the members of the Committee '
present being Richard Skalstad, Chairperson, Lynn Tennican and Jerry
Williams.
B. PROPOSAL
The sponsor, Ralph Guthrie, is requesting approval of a Preliminary Plat
of PE-1464-84, TEDROW ADDITION, and Zone Change ZE-64-84, Agricultural
Suburban to R-1 and MFS, to divide 4 acres into 3-1ots being two lots
adjacent 4th Avenue for the existing single-family dwelling(s), and the
multiple-family lot will be adjacent the vacated Railroad Right-of-Way of
3+ acres for S multiple-family structures and change the existing zoning
from Agricultural Suburban to R-1 and MFS, and there being present, the
following applicant or representative: '

C. FINDINGS OF FACT
1. That the proposal and inf orm,ation presented in the STAFF REPORT was
considered.
2. That the Comprehensive Plan designates this area as URBAN at
"Commercial Transition".
3. That the proposal is within the Priority Sewer Service Area (PSSA)
boundary. That L ot 3 will require a single sewer pipe to 4th Avenue
as required pursuant the provisions for "double plumbing" for Lot 3. '
4. That the owners of adjacent lands ex pressed disapproval of this
proposed use, as the density too higti, increased traffic on 4th
Avenue, inadequate parking, land-use compatibility, adjacent animal .
keeping, traffic patterns, crime rate, property taxes, pedestrian
saf ety, existing single-family area, change of lifestyle, f encing, .
and others.
5. That the proposal is adjacent an established single-family neighbor-
hood with undeveloped lands adjacent the abandoned railroad right-of-
way, which is the "Commercial transition" boundary.
6. That 4th Avenue is currently developed at less than the "Collector
Arterial" standards for which it is designated and the original
proposal of 50 families on Lot 3 would have significant impact on the
existing 4th Avenue traffic. . `

7. That 1.5 parking spaces per dwelling unit of the original SO unit
proposal did not provide f or guest parking,(which should be provided
while maintaining the no parking provisions on the private driveway).
• 8. That the character of the area would be substantially changed with 50
dwelling units on Lot 3 and should be reduced to "somewhere between
. MFS and R-2 densities". '
9. That the matter was continued to allow the sponsor time to submit a
redesign to lessen the density to make the proposal more compatible
with the existing residential area.
10. That the proposal does comply with the purpose and intent of the
Comprehensive Plan decision guidelines for "fill-in" development and
compatible land uses, as revised and as conditioned.
11. That the sponsor did submit a Redesign on June 22, 1984 to the County
Planning Department which reduced the dwelling units on Lot 3 from SO
to 40 or a 20% reduction.
12. That the redesign of Lot 3, as conditioned, does reduce the traffic
onto 4th Avenue by 20%. does provide for a more compatible land-use
transition from single-family to the south and the restricted
industrial to the north by providiag 5 apartments with only 10%
building coverage and 90% open area, does provide 15 additional
'parking spaces for guest parking above the required 1.5 per dwelling
unit, and does provide for 6 ft. fenciag around Lot 3.
13. That Lot 3(with 131,717 sq. ft.) would allow 12 duplex es or 24
dwelling units with the existing Agricultural Suburban zoning or with
R-2 zoning and would allow f or 66 dwelling units with MFS Zoning;
therefore, the revised proposal of 40 dwelling units does fall
between MFS and R-2 densities.
14. That the abandoaed railroad right-of-way is not designated as a
public roadway and 4th Avenue is designated as a"Collector Arterial"
that will be improved to said arterial standards when the traff ic
increases to warrant the improvemeats.
15. That the provisions of ftCW 43.21C (The State Environmental Policy
Act) have been complied with.
16. That the proper legal requirements for advertisement of Agenda Item
have been fulfilled.

17. That the Hearing Examiner Committee finds the redesigned proposal as
conditioned is not detrimental to the general purpose or otherwise
harmful to the public health, safety, and welfare.
18. That additi onal access to Bowdish or Uni on was considered as an
. issue raised by testimony but was not a condition of approval; that
the committee encouraged adjacent property owners to work with the
sponsor for such access via a"Change-of-Condition" hearing. (Note:
only sponsor can file for Change-of-Condition hearing).
D. SPECIAL CONDITIONS OR CONTINGENCIES APPLICABLE TO THIS DECISION
Those conditions as listed in the June 21, 1984 STAFF REPORT, and as
amend ed :
COUNTY PLANNING DEPARTMENT CONDITIONS
1. (amend to read) That the Final Plat be designed as indicated on the
preliminary plat of record and/or attached sheets as noted. The plot
plan entitled "Revised-Plot Plan 6-22-84" is hereby approved as part
of said preliminary plat.
3. (amend to read) That the preliminary plat be given conditional
approval for three (3) years to July 1, 1987. The applicant may
request an Extention-of -Time by submitting a written request
f orty-five (45) days prior to the above expiration date. Such
.applications should demonstrate the progress made toward finalizing
this preliminary plat. If an Extension-of-Time is not requested in a
timely manner or said Extension is not granted, then the preliminary
plat is NULL & VOID.
17. (amend to read) That a 6 foot sight obscuring f ence shall be
installed along the north side of Lots 1 and 2 and the driveway lot
line to within SO to 60 feet of 4th Avenue and on the east, north and
west sides of Lot 3.
24a. (add) That the final plat dedication shall include: "Warning,
agricultural pursuits on adjacent lands with Agricultural Suburban
Zoning are allowed limited animal keeping that may cause odors,
noises and other animal related problems".

and conclusions, and further considering that forthcoming public
testimony would not identify unanticipated and unresolvable problems, does RECO~MND A.PPROVAL. This recommendation of approval is, in
part, based on the following recommended "conditions of approval",
and theref ore staff additionally recommends that the following -

The purveyor will also certify that appropriate contractual
arrangements or agreements have been made with the plat sponsor
for construction of the water system in said final plat, in •
accordance with the approved WATER PLAN and in accordance with a
time schedule. The time schedule will provide, in any case, for
completion of the water system and inspection by the appropriate
health authorities prior to•application for building permits
within said final plat. The arrangements or agreements will
include a provision holding Spokane County and the purveyor
harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily
complete the approved water system.
The final plat dedication will contain the following statement:
"the public water system, pursuant the WATER PLAN approved by
County and State Health authorities, the local fire district,
County Building & Safety Department, and water purveyor, will be
installed within this plat, and the subdivider/sponsor will
provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot and prior to
issuance of a building per.mit for each lot."
10. That no building permit will be issued for any lot within the
Final Plat until certified by a Washington State licensed
engineer "that the water system has been installed pursuant the
approved WATER PLAiN for the Final Plat", signed and stamped by
said engineer. The certification may be in the form of a letter
but is preferred to be certified on a copy of said WATER PLAiN as
a schematic map showing the "As Built" water system.
11. That a current certificate of title be furnished the Planning
Department prior to the f iling of the f inal plat.
12. That the following statement be placed in the final plat
dedication: "no more than one dwelling be placed on Lor 1 and 2
nor shall any lot be further subdivided for the purpose of
creating additional lots, separate ownerships, or building sites
without first filing a replat."
13. Upon filing the final plat the zone change shall be finalized
and the existing Agricultural Suburban zone classification shall
be changed to R-1 for Lot 1 and 2 and MFS for Lot 3.

~ 25. That conditional approval of the plat is given subject to
dedication of Right-of-Way and approval of the road system as
indicated in the preliminary plat of record, as approved by the
County Engineer.
26. That plans, profiles, and cross-sections as designed to•County
standards showing proposed street centerline and curb grades be
submitted to the County Engineer for approval prior to
construction and/or the f iling of each final plat; road plans to
be prepared under the direction of a licensed Professional Civil
Engineer.
27. That drainage plans and design calculations showing the
alignment of drainage facilities be submitted to the County
Engineer f or approval prior to construction and/or the filing of
each final plat. Drainage plans to be prepared under the
direction of a licensed Professional Civil Engineer.
28. Construction within the proposed public streets and easements
shall be performed under the direct supervision of a licensed
engineer/surveyor, who shall furnish the County Engineer with
"As Built" plans and a certificate in writing that all
improvements were installed to the lines and grades shown oa the
approved construction plans and that all disturbed monuments
have been replaced.
29. No construction work is to be performed within the existing or
proposed public right-of-way until a permit has been issued by
the County Engineer, All work is subject to inspection and
approval by the County Engineer.

~IWARNING: Spokane County has no responsibility to build,
~a improve, maintain, or otherwise service the private roads
contained within or providing service to the property described in this plat. By accepting this plat or subsequently by
allowing a building permit to be issued on property on a private
road, Spokane County assumes no obligation of any kind or nature
whatsoever to establish, examine, survey, construct, alter,
repair, improve, maintain, provide drainage or snow removal on a
~lprivate road. This requirement is and shall run with the land
\ aand shall be binding upon the owner, their heirs, successors or
assigns including the obligation to participate in the
maintenance of the private road as provided herein.
41. That prior to issuance of a building permit on Lot 3 f or MFS
uses, the applicant shall:
a. obtain from the County Engineer access permits for an
approach to the County Road System, and
b. submit for approval by the Spokane County Engineer road,
drainage, and access plans prior to the issuance of a
building permit on the property.
c. submit for approval by the Spokane County E ngineer and the
Spokane County Health District a'detailed combined on-site
sewage system plan and surface water disposal plan for the
entire project prior to the issuance of any building permit
on the property. .
d, submit a parking plan and traffic circulation plan for
approval by the Spokane County Engineer and County
Subdivision Administrator prior to the issuance of a
building permit on the property. The design, location, and
arrangement of parking stalls shall be in accordance with
standard traffic engineering practices. Paving or
surfacing as approved by the County Engineer, wi.ll be
required for any portioa of the project which is to be
occupied or travelled by vehicles.
e. Note that all required improvements shall conf orm to the
current State of Washington Standard Specifications for
Road and Bridge Construction, and other applicable county
standards and/or adopted resolutions pertaining to Road
Standards and Stormwater ;Ianagement in effect at the date

48. The dedicatory language of the plat will state that: "Subject to
specific application approval and issuance of permits by the
Health Officer, the use of an individual on-site sewage system
may be authorized." "
49. A combined surface water and sewage disposal detailed plan shall
be approved by the County Engineer and the Spokane County Health
District prior to the issuaftce of any building permit for this
project.
50, Prior to filing the final plat, the sponsor shall demonstrate to
the satisfaction of the Spokane County Health District that
suitable sites for an on-site sewage disposal systems are
available on Lot 3 and demonstrate that the existing sewage
systems of Lots 1 and 2 are wholly located within the boundaries
of each lot.
51. That prior to filing the "detailed site development plan" shall
be submitted for review and approval which is to include the
combination surface water plan and sewage disposal plan,

52. That the WATER PLAN shall show the location of each fire hydrant
or fire prevention facility and must comply with Chapter 10,04
of the Spokane County Uniform Fire Code Ordinance, as amended.

each fire hydrant at residual pressure.of no less than 20 p.s.i.
(a minimum pressure).
54. That the Water Purveyor and Fire District shall sign the WATER
PLAN prior to County Building & Safety Department's review.
55. That the "detailed site development plan" shall be reviewed and
receive approval for emergency vehicle access and fire
protection prior to filing the Final Plat.
56. Compliance with storage of flammable or critical materials must
conform to Chapter 10.04 of Spokane County Uniform Fire Code
Ordinance and Chapter 4,16A of the Spokane County Zoning
