CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 125 bed
skilled care facility. The east half of the site will be developed
at this time and remaining west half of the property will be
developed in one to two years.
The proposed site was the subject of a Pre-Application Conference
August 18, 1987. The proposal at that time was for a retirement
center. The project was voided August 17, 1989.
SUMMARY OF DEPARTMENTAL REQIIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed must comply with the conditions of Zone
Change ZE 26A-87. A copy of the conditions were given to
the applicant.
2. Parking as shown on the site plan is adequate, 32
spaces are shown and required.

3. Please submit a specific landscape plan for the entire
site. The landscaping for the east half of the property
is to be installed at this time. The landscaping for the
west half of the property is to be installed when
developed.
4. All parking spaces are to be located within 60 feet of
a landscape feature consisting of 32 square feet in area.
5. The proposed is located over the Aquifer Sensitive
Area. Please submit a critical material list to Building
and Safety for review.
6. A Certificate of Exemption is must be obtained for the
entire site.
B. Permit Release Requirements
1. Please submit a detailed landscape plan conforming to
Zone Change ZE 26A-87.
2. An estimate from a nursery including size, type, and
quantity along with a promissory letter/bond from the
owner stating the landscaping will be installed shall be
submitted. A letter of credit may be submitted in lieu of
the bond.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. A copy of Zone Change ZE 26A-87 requirements were
given to the applicant during the meeting.
2. Please submit a drainage plan conforming to the
minimum requirements of Spokane County Guidelines for
Stormwater Management.
2. Approach permits are required for driveway approaches
along county right of way.
3. Right of way dedication for the proposed site is 30
feet from the property line on 4th Avenue and 32 feet from
the property line on Adams.
4. The reserve area for future right of way dedication
requires five additional feet on 4th Avenue and eight
additional feet on Adams Road.

5. Road improvements are required along 4th Avenue and
Adams Road. Adams Road may be improved when the portion
of property fronting on the road is developed. A bond or
letter of credit may be submitted for any portion of the
roads not being improved.
6. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
2. Please submit the Agreement to Pay Fees signed by the
owner.
3. Please submit road plans for the road improvements of
4th Avenue and Adams Road.
III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed will be connected to the public sewer
systemo
2. The proposed is under the licensing and jurisdiction
of the State Department of Health.
3. Please submit a critical materials listing to Building
and Safety for review.
4. The water purveyor for the proposed is Vera Water and
Power District (456-8000).
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements 1. A letter was given to the applicant and Building and
Safety by Clyde Wisenor.
2. Fire flow for the proposed is 4000 g.p.m.

3. Six fire hydrants are required for the proposed.
Hydrant locations shall be as per an approved water plan.
The hydrants shall be installed prior to occupancy.
4. The sprinkler siamese is to be located on 4th Avenue
near the entrance.
5. Central monitoring is required for the proposed.
6. A lock (Knox) box entry system for fire department
personnel access shall be installed.
7. Access around the proposed building is adequate.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the preliminary
site plan and a letter was given to the applicant by Tom
Postlewait.
2. The proposed must meet the minimum requirements of the ,
Regulations for Barrier-Free Facilities.
3. Please submit details of the proposed two hour area
separation walls and parapets for review.
4. Please submit a critical materials list to Building
and Safety for review.
5. Please verify corridor and door widths.
6. Special inspections are required on concrete with a
design strength of over 2,500 p.s.i., structural welding,
and high-strength bolting. Please indicate the name of
the testing laboratory and submit copies of the reports to
Building and Safety.
7. Tom Postlewait stated that a Fast Track may be
possible for the proposed project. A Fast Track requires
permit release from all departments except Building and
Safety. B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.

FINDINGS OF FACT. CQN .L 1SIONS AND n$pE$
INTRODUCTION
This matter has come before the Hearing Examiner Committee on February 22, 1990.
The members of the Committee present are Ron Odell, Chaiiperson, and Jane Myers.
PROPOSAL
The sponsor, Spokane Care Venture I, Partnership, requests approval of a Change of
Conditions to existing Urban Residential-12 (UR-12) Zoning, File No. ZE-26A-87,
for the purpose of substituting a previous approval for 112 retirement housing units
by a 125 bed skilled care facility, and a 56 unit retirement housing building.
FINDINGS OF FACT AND CONCLUSIONS '
1. The property is generally located in the Spokane Valley, on the southeast corner of
Adams Road and 4th Avenue, in Section 23, Township 25 N., Range 44 EWM,
Spokane County, Washington.
2. The committee adopts the Planning Department Report as a part of this record.
3. The existing land uses in the area are single family, duplex, Adams Elementary
School, large lot, vacant, church, and multiple family use.
4. The Comprehensive Plan designates this site as Urban. The Urban category supports
a variety of residential uses and densities, supporting generally higher density
residential use along arterials and heavily traveled roads.
5. The Arterial Road Plan designates both 4th Avenue and Adams Road as arterials,
with a recommended right of way width of 70' and SO' respectively. "Future
acquisition areas" have been required for the reservation of the needed future riglit of
way.
6. -The existing zoning of the property described in the application is Urban Residential-
12 (UR-12), previously established in 1987. . 7. The provisions of RCW 43.21C ('The State Environmental Policy Act) have been
complied with and a Deternunation of Nonsignificance was issued.
8. The legal requirements for public notice have been fulfilled.
9. One owner of adjacent land expressed concern about access to Adams Elementa.ry
School by school children. The proposal includes provisions for sidewalks on both
4th Avenue and Adams Road.
10. The proposed use is compatible with existing uses in the area.
11. The proposed change of condition from the previously approved 115~unit retirement
apartment complex to a 125 bed skilled care facility and 56 unit retirement housing

building is consistent with existing uses and past zoning and site plan approval on the
site.
12. The applicant's site plan demonstrates confonnance with zoning requirements and the
original intent of zoning the property to Urban Residenrial-12 (UR-12) as modified
by the Planning Department report and conditions of approval.
13. The proposed use will not be detrimental to the public health, safety, morals or
welfare.
14. The Committee additionally finds the proposal, as presented and explained by project
representatives, will be a benefit to the community, while also being aesthetic and
compatible with surrounding land uses.
CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
1. All Conditions imposed by the Hearing Examiner Committee shall be binding on the "Applicant", which term shall include the owner or owners of the property, heirs,
assigns, and successors-in-interest. 2. The following Cond.idons of Approval apply to the real property described below:
TRACT 137, all in Vera, in the County of Spokane and State of Washington as per
map thereof recorded in Book "O" of Plats, page 30, in the office of the County
Auditor of said county.
COUNTY PLANNING DEPARTMENT
1. All current standards of the Urban Residential-12 (UR-12) Zone, as amended, shall
be complied with in the development of this site.
2. The project is subject to Section 14.706, the Aquifer Sensitive Area Overlay Zone
of the ZONIIVG CODE FOR SPOKANE COUNTY, which sets forth various
measures for Aquifer protection; specifically, measures dealing with wastewater
disposal, spill protection measures, and stormwater runoff.
3. The present proposal is not detailed enough to determine whether or not the use of
or materials stored on the site are in compliance with Chapter 4.16A (Aquifer .
Sensitive Area Overlay Zone) of the SPOKANE COUNTY ZONIlVG
ORDINANCE. Accordingly, as a condition of approval, the sponsor/applicant
shall be required-to file with the Spokane County Auditor, within thirty (30) days of the signing of Findings and 4rder of the final decision in this matter, a"Notice to
the Public" which shall provide in material as follows:

g. The Spokane County Planning Department shall prepare and record with the
Spokane County Auditor a"Title Nodce" noting that the property in question is
subject to a variety of special conditions imposed as a result of approval of a
land use action. This "Title Norice" shall serve as official public notice
regarding conditions of approval affecting the property in question. The "Title
Notice" shall be recorded within fifteen (15) days of final disposition of the
approved land use action and shall only be extinguished by the Spokane County
Planning Departrnent. The "Title Notice" shall generally provide as follows:
The parcel of property legally described as (legal description and tax
parcel number) is the subject of a land use action, imposing a
variety of special development conditions, by a Spokane County
Hearing Body or Administrative Official on (date) and as maybe
amended, altered or supplemented by official action or as already changed.
File No. (Planning Department File Number) is available for inspection
and copying in the Spokane County Planning Department.
9. A specific landscape plan, planting schedule and provisions for maintenance
acceptable to the Planning Director/designee shall be submitted with a performance
bond for the project prior to release of building pennits. Landscaping shall be
installed and maintained such that sight distance at access points is not obscured or
impaired. Landscaping shall be 20' Type III along 4th Avenue and Adams Road.
Landscaping shall include 10' Type III along the south and east property line or as
determined by the Planning Department.
- 10. Prior to building pernut release for the retirement building a deed restriction shall be
filed against the property used for the retirement building and required property
limiting use of the site to rerirement/elderly housing. The purpose of this restriction
relates to different parlang space requirements for retirement/elderly housing versus
standard apartments.
COUNTY ENGINEER'S OFFICE
Prior To The Issuance Of A BuildinQ Permit Qr Use Of The Propertv As Provosed: .
1. Access pernuts for approaches to the County Road System shall be obtained from
the Spokane County Engineer. - y7#,4VF,-.
2. Applicant shall submit for approval by the Spokane Courity Eng-ineer road,
drainage, and access plans. ~~41h,,s
3. The applicant shall submit for approval by the Spokane County Engineer and the
Spokane County Health District a detailed combined on-site sewage system *plan
and surface water disposal plan for the entire project or any portion thereof, if the
development is to be phased.
4. A parking plan and traffic circulation plan shall be submitted and approved by the
Spokane Counry Engineer. The design, location, and arrangement of parking stalls
shall be in accordance with standard traffic engineering practices. Paving or
surfacing as approved by the County Engineer, will be required for any portion of
the project which is to be occupied or traveled by vehicles.

5. The construction of the road improvements stated herein shall be accomplished as
approved by the Spokane County Engineer.
6. The County Engineer has designated Typical Roadway Secrion Number One,
Collector Street Standard for the improvement of 4th Avenue, which is to be
constructed within the proposed development. This will require the installation of
12 to 14 feet of asphalt, curb and sidewalk.
7. The County Engineer has designated Typical Roadway Section Number One,
Secondary Arterial Standard for the improvement of Adams Road, which is to be
constructed within the proposed development. This will require the installation of
12 to 14 feet of asphalt, curb and sidewalk. A special roadway section which
separates the sidewalk from the curb may be required along Adams Road. This is
because of the location of power lines adjacent to the site.
8. All required improvements shall conform to the cun-ent State of Washington
Standard Specifications for Road and Bridge Construcrion, and other applicable
County standards andlor adopted resolutions pertaining to Road Standards and
Stormwater Management in effect at the date of construction, unless othervvise
approved by the County Engineer. ,
9. The proposed plat shall be improved to the standards set forth in Spokane County
Board of Commissioners Resolution No. 80-1592, as amended and are applicable
to this proposal.
10. No construction work is to be performed within the exisring or proposed public
right-of-way until a pernut has been issued by the County Engineer. All work is
subject to inspection and approval by the County Engineer.
11. All required construction within the existing or proposed public right of way is to
be completed prior to the release of a building permit or a bond in the amount
estimated by the County Engineer to cover the cost of construction of improvements
shall be filed with the County Engineer.
12. The County Arterial Road Plan identifies Fourth Avenue as a Collector Arterial.
The existing right of way width of 50 ft. is not consistent with that specified in the
Plan. In order to implement the Arterial Road Plan it is recommended that a strip of
property 5 ft. in width along the 4th Avenue frontage be set aside in reserve. This
property may be acquired by Spokane County at the time when Arterial
Improvements are made to 4th Avenue.
13. The Counry Arterial Road Plan identifies Adams Road as a Minor Arterial. The
existing right of way width of 62 ft. is not consistent with that specified in the Plan.
In order to implement the Arterial Road Plan it is recommended that a strip of
property 8 ft. in width along the Adams Road froniage be set aside in reserve. This
property may be acquired by Spokane County at the time when Arterial
Improvements are made to Adams Road.
COUNTY UTILITIES DEPARTMENT
~ Connection to the Valley Sewer System is allowed under the following conditions:

1. Submitting sewer design plans.
2. Providing proper construction security.
3. Obtaining proper permits.
4. Executing a sewer extension agreement with the County.
COUNTY HEALTH DISTRICT
1. A public sewer system will be made available for the project and individual service
will be provideri prior to building perrnit approval. If connection to the Valley
Sewer System is not feasible according to the Spokane County Utilities, a
community on-site sewage disposal system could be allowed subject to specific
application approval and issuance of pernuts by the Health Officer, and/or the
Department of Health, or the Department of Ecology, depending on specific daily
sewage flow rates which wi.ll dictate which agency or agencies have jurisdiction
COUNTY BUILDING AND SAFETY DEPARTMENT
1. The applicant shall contact the Departrnent of Building and Safety at the earliest
possible stage of design/development in order to be informed of Code requirements
administered/enforced by the department, e.g., State Build.ing Code Act regularions
such as requirements for fire hydrant/flow, fire apparatus access roads, street
address assignment, barrier-free regulations, energy code regulations, and general
coordination with other aspects of project implementation.
2. Requirements of Fire District No. 1 need to be satisfied during the building permit
process.
FIRE PROTECTION DISTRICT NO. 1
1. No new conditions from the original ZE-26-87 are needed.
2. Fire access to be approved prior to building pernut release by Fire District No. 1.
3. Fire flows for and apparatus required.by the proposed development shall be
reviewed and approved prior to building permit release by Fire District No. 1.

DR..A.INAGF REPORT FOR ROADWAY IMPROVEMENTS TO 4TH AND ADAMS ROAD
PROJECT DESCRIPTION:
The scope of this project is to widen Adams Road to 22 feet
east of centerline and Fourth Avenue 20 feet south of
centerline, install curb, sidewalk and three catch basins.
This will add approximately 11' and 9' respectively to each
cross section.
METHODOLOGY:
The entire improvement area was divided into three natural
occurring basins including the area from centerline of
street to back of sidewalk.
SOILS:
The soil is primarily "Garrison" type as defined on the SCS
map as GgA. This is a gravely loam soil that drains quickly
and easily accepts storm runoff.
TOPOGRAPHIC DATA: (See map, street profile plans)
Adams Road slopes at an approximate grade of 2.23% to the
south and .32% to the north forming a natural basin. Forth
Avenue is relatively flat with a slope of approximately
.24$.
DEMOGRAPHIC DATA:
The property adjacent to these proposed roadway improvements
is currently a vacant field with immediate plans for a hign
density retirement apartment complex. The surrounding areas
are single family residential with the exception of Adams
Elementary School directly south and adjacent to the
project.

Data used is in accordance with sheet 6 of 7(Spokane
Rainfall Intensity Duration Frequency curves.) A 10 year
return frequency event is used, which is more conservative
that the normal 5 year return.
METHODS OF RUNOFF CONTROL:
Control will be gravity flow from centerline to curb line
then along curb line to catch basins.
METHODS OF DISPOSAL: Disposal will be by Type "B" County Standard catch basins.
PEAK FLOW VOLUME AND DISPOSAL CALCULATIONS:
a. Hydrology Computations:
Runoff computations were made using the Rational Method with
a worst case of 5 minutes.
b. Inlet Capacities:
? Drywell inlet capacities are calculated to be 1.6 CFS for a

readily accepts storm flows of 1.0 CFS for a County Standard

REMARKS:
The above described system of stormwater control will

Avenue.

the Catholic Bishop of Spokane, a Corporation, of the County of Spokane, in the
State of Washington, in consideration of the benefits and other valuable
consideration, and the sum of One and no/100---Dollars ($1.00), paid them by the

t Prior To The Issuance Of A Building Permit:
STANDARD:

~1. Appl icant shal l dedicate 7 feet on Adams Road for right-of-way
and slope easements as necessary prior to any use of the
property.
2. Applicant shall dedicate 10 feet on Fourth Avenue and a 20 foot
radius on Fourth Avenue and Adams Road for right-of-way prior to
any use of the property. .
3. Access permits for approaches to the County Road System shall be
obtained from the Spokane County Engineer.
4. Applicant shall submit for approval by the Spokane County
Engineer road,,.~ainage, and access plans.
. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire project or any portion thereof, if the
development is to be phased.
. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer. The design,
location, and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving '
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or traveled by vehicles.
7. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.
8. The County Engineer has designated Typical Roadway Section
Number One, Collector Street standard for the improvement of
Fourth Avenue, which is adjacent to the proposed development.
This will require the addition of 12 to 14 feet of asphalt, curb
and sidewalk along the frontage of the development.
9. The County Engineer has designated Typical Roadway Section
Number One, Secondary Arterial standard for the improvement of ~
Adams Road which is adjacent to the proposed development. This
will require the addition of approximately 12 to 14 feet of
asphalt, curb, and sidewalk along the frontage of the
development. A special Roadway Section which separates the
sidewalk from the curb may be required along Adams Road. This
is because of the location of power lines adjacent to the site.

Dear Sir:
Funds in the amount of $49,000 are being held in a special non-interest
bearing account in the name of Spokane Care Venture I(developer/borrower),
et ux, for the purpose of assuring completion of installation of roadway
surfacing, including grading and gravel, storm drainage and monuments in
E. 14820 4th, Cliffh1nr (development) in accordance with the drawings and
specifications as submitted to and approved by the County of Spokane
Engineer's Office on Sept. 17 , 19 90 . No funds will be disbursed
from this account without the prior written authorization of the Spokane
County Engineer. This set aside of funds will not be revoked without
the consent of the County Engineer.
In the event that the completion and acceptance of the above-named improve-
ments for maintenance by the County of Spokane are not accomplished within
a period of one year from the date of this agreement, all funds remaining
in the account will be forfeited to the County of Spokane upon written
reguest by the Spokane County Engineer's Office to Pacific First Bank
(mortgage company). It is understood and agreed that upon the forfeiture
of the funds to the County of Spokane, that the County of Spokane will
then undertake completion of the subdivision to be accomplished within the
twelve (12) months from the date of the forfeiture of funds. It is further
understood and agreed that in the event of any shortage of funds to complete
improvements, the County of Spokane may have recourse against Spokane Care
Venture I (developer/borrower) named above.

- PURPOSE
The purpose of this report is to submit, for approval, the calculations, assumptions,
and final design of the "208" drainage swales and drywells for the proposed Cliff Manor,
. ~ located at South East corner of Fourth Street and Adams Road, Spokane, Washington.
Calculations have been made in accordance with the Spokane County "Guidelines for Storm
~ Water Management".
EXISTING FACILITIES
Currently, the site is not developed and consists of all field grasses. At present, all
runoff flows to low points on and off the site.
' METHODOLOGY
The Rational Method was used for storm water runoff, since the site was under 10
, acres.
The time of concentration was calculated by use of the following formula:
Tc = C,Ln( 6)/S"
, where L is the length of the principal channel in feet, "n" is the weighted friction factor of
the surfaces, S is the average slope of the principal channel, Ct is the basin property
coefficient. A Ct value of .15 for overland flow was used in this study. Since the length
of the principle channel in any basin is short all Tc values are calculated to equal less than
5 minutes. Therefore, a Tc value of 5 minutes was used in the calculations which is all that
is necessary in a 5 minute increment calculation.
Runoff coefficients, C, were calculated by weighing the surface coefficients of each
' area with the area that the surface comprised. The two runoff coefficients used were 0.9
for pavement and roofs, and 0.30 for earth surfaces. For example: Drainage Area I had
6,894 square feet of paved and roofed surfaces (C = 0.9) and 24,576 square feet of earth (C-
' 0.30). By multiplying each area by the coefficient of that area, adding them together and
then dividing by the total area of 31,470 square feet, a C value of 0.431 is obtained.
"208" ponding requirements were obtained for each drainage area by the formula:

where A imp. is the area of the impervious surfaces. This calculates the volume of runoff
from the first 1/2 inch of rainfall on impervious surfaces which theoretically contains ninety
percent of the contaminants camed by runoff.

The "Bowstring" method for detention basin design was used with the above
, information to determine whether a Type A or B drywell was required. Type A or B
drywells were assumed to infiltrate 0.3 cfs and 1.0 cfs, respectively. The spreadsheets in the
- calculations section of thi's report show the type of drywell (outflow) used to limit required
:storage to less than required "208" ponding volume. The maximum required storage
volume is computed using a different drywell type (outflow) until it is less than the required
, "208" ponding volume.
CALCULATIONS
iIn the following pages, the calculations described above are shown for the various
~ drainage areas. The design "208" swale ponding volumes are also shown. These volumes
were calculated by taking the area of the swale multiplied by its depth, 0.5'. Location, area,
and elevation are shown on the attached plans.

- PIJRPOSE
The purpose of this report is to submit, for approval, the calculations, assumptions,
, and final design of the "208" drainage swales and drywells for the proposed Cliff Manor,
located at South East corner of Fourth Street and Adams Road, Spokane, Washington.
Calculations have been made in accordance with the Spokane County "Guidelines for Storm
Water Management".
EXISTING FACILITIES
Currently, the site is not developed and consists of all field grasses. At present, all
runoff flows to low points on and off the site. „
MET'HODOLOGY
-
The Rational Method was used for storm water runoff, since the site was under 10
acres.
The time of concentration was calculated by use of the following formula:
,
- Tc = C,Ln(.6)/S"
where L is the length of the principal channel in feet, "n" is the weighted friction factor of
the surfaces, S is the average slope of the principal channel, Ct is the basin property
; coefficient. A C, value of .15 for overland flow was used in this study. Since the length
of the principle channel in any basin is short all Tc values are calculated to equal less than
5 minutes. Therefore, a Tc value of 5 minutes was used in the calculations which is all that
. is necessary in a 5 minute increment calculation.
Runoff coefficients, C, were calculated by weighing the surface coefficients of each
area with the area that the surface comprised. The two runoff coefficients used were 0.9
_ for pavement and roofs, and 0.30 for earth surfaces. For example: Drainage Area I had
6,894 square feet of paved and roofed surfaces (C=0.9) and 24,576 square feet of earth (C-
0.30). By multiplying each area by the coefficient of that area, adding them together and
then dividing by the total area of 31,470 square feet, a weighted C value of 0.431 is
obtained.
"208" ponding requirements were obtained for each drainage area by the formula:
Vgpa = 1/2 inch x 1/12 ft./inch x A imp
where A imp. is the area of the impervious surfaces. This calculates the volume of runoff
from the first 1/2 inch of rainfall on impervious surfaces.

The "Bowstring" method for detention basin design was used with the above
~ information to determine whether a Type A or B drywell was required. Type A or B
- drywells were assumed to infiltrate 0.3 cfs and 1.0 cfs, respectively. The spreadsheets in the
calculations section of this report show the type of drywell (outflow) used to limit required
; storage to less than required "208" ponding volume. The maximum required storage
volume is computed using a different drywell type (outflow) until it is less than the required
, "208" ponding volume.
, CALCULATIONS
.
In the following pages, the calculations described above are shown for the various
drainage areas. The design "208" swale ponding volumes are also shown. These volumes ~
were calculated by taking the area of the swale multiplied by its depth, 0.5'. Location, area,
and elevation are shown on the attached plans.
