The County ngineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
~ l. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
1. Spokane County Zone Change No. PE-1523-85.
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Right of Way dedication to reflect your plan which
shows 30 feet of right of way (our plans show only
25 feet of existing right of way).
2. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed.
3. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. 4th, Spokane County typical roadway section
No. 1, G-^" Standard.

All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
4. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the following streets:
a. 4th
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan, including a vicinity map.
2. Drainage plan as specified.

With regards to the above referenced minutes, Tom Veljic, Planning
Department requested the following changes be made:
I. Planning Department (456-2205)
A. Discussion Requirements
10. A five foot strip of Type I or II landscaping is
required on the $001t~i east corner of the property, a f ive
foot strip of Type III landscaping is required along the
south east property line, and a 20 foot strip of Type III
landscaping is required along road frontage. Please
submit a landscape proposal to the Planning Department for
review and approval.
12. The refuse area is to be surrounded by a f ive and one
half foot high fence.
B. Permit Release Requirements
.
1. An estimate from a nursery including size, type, and
quantity along with a promissory letter form the owner
stating the landscaping will be installed and that the
owner is reauestinq the Planninct DeDartment to waive
landscaping requirements for the property located to the
north and north east corner of the proposed shall be
submitted.

KNOW ALL MEN BY THESE PRESENTS, that

unto Spokane County, a political subdivision of the State of Washington, as

completed in two (2) years or less time unless said time period be extended at
the option of the Spokane County Engineer.
Upon failure of the Principal to comply with the requirements stated here-
in with:tn the time authorized, and upon delivery of written notice thereof by
Obligee to Surety, the Surety shall make satisfaction to Obligee to the extent
of this Bond.
The obligation of this Bond shall be kept in full force and effect until,
in the opinion of the Obli.gee, the requirements herein stated have been satis-
fied, in which event written release wi11 be given by the Obligee, the Obligee
having sole r.ight to grant such release. Sur.ety hereby waives all rights to

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
~ 1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable. .
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
1. Spokane County Zone Change No. PE-1523-85.
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Right of Way dedication to reflect your plan which
shows 30 feet of right of way (our plans show only
25 feet of existing right of way).
2. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed.
3. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. 4th, Spokane County typical roadway section
No. 1, C-oStandard.

All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
4. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the following streets:
a. 4th
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
l. Site Plan, including a vicinity map.
2. Drainage plan as specified.
3. Other information:
a. Future set-aside for 4th is 70 feet of right
„ of way, therefore an additional 5 feet of set
aside applies to the subject property.
b. A traffic and circulation plan.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Division of Buildings Code Compliance Coordinator,

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner is proposing the construction of
an 85 unit apartment complex. Al1 structures will be 2 or 2 1/2
stories. Also proposed are garages and carports.
SIIMMARY OF DEPARTMENTAL REOIIIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in a UR-22 Zone.
2. A copy of landscaping standards along with sign,
parking, and UR-22 zone requirements were given to the
applicant during the meeting. .
3. The proposed shall comply with the conditions of zone
change ZE-107-85 and PE-1523-85.
4. The carport located on Building E does not meet the
minimum setback requirements. - 1 -

5. A minimum of four bike racks are required, only three
are shown on the site plan.
6. Please designate on the revised site plan the
recreational vehicle parking areas. These parking stalls
must be screened.
7. A minimum of seven parking spaces are to be designated
for guest parking, please illustrate on revised site plan.
8. A minimum of 128 parking stalls are required for the
proposal, 172 stalls are illustrated on the site plan.
All parkinq stalls are to be located within 60 feet of a
landscape feature consisting of 32 square feet in area.
9. The Planning Department will waive the landscaping
requirements for the property located to the north and the
north east corner of the proposed. The landscaping
requirements are being waived because these subject
parcels will be a part of the total project once
completed.
10. A five foot strip of Type I or II landscaping is
required on the south east corner of the property, a five
foot strip of Type III landscaping is required along the
south property line, and a 20 foot strip of Type III
landscaping is required along road frontage. Please
submit a landscape proposal to the Planning Department for
review and approval.
11. Side yard setbacks shall be a minimum of five feet
per story and the rear yard setback shall be a minimum of
15 feet.
12. The refuse area is to be surrounded by a five foot
high fence.
13. The applicant was informed that 4th Avenue will
become a 70 foot arterial in the future and was advised to
set the buildings back an additional f ive feet to
accommodate for the additional right of way.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
landscaping, designated recreational vehicle and guest
parking areas, setbacks, and bike racks for review and approval.

r ~ . 2. An estimate from a nursery including size, type, and
quantity along with a promissory letter from the owner
stating the landscaping will be installed and that the
Planning Department is waiving landscaping requirements
for the property located to the north and north east
corner of the proposed shall be submitted.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the Division
of Buildings by Bob Turner.
2. Please submit a site/drainage plan for the site that
is in compliance with Spokane County Guidelines for
Stormwater Management. Also please include a vicinity map
on the revised plan.
3. The proposed shall comply with conditions of zone
change No. PE-1523-85.
4. An additional five feet of right of way dedication is
required on 4th Avenue. Please submit a copy of the
recorded property deed to the Division of Engineering &
Roads so that the right of way dedication agreement can be
prepared.
5. Please submit road and drainage plans prepared by an
engineer for. road improvements to 4th Avenue. Road
improvements shall meet Spokane County Typical Roadway
Section No. l, Access Standard requirements. All required
construction shall be completed prior to the issuance of
the building permit or a bond in an amount estimated by
the County Engineer to cover the cost of construction
shall be submitted. The applicant was advised to submit
the road and drainage plans as soon as possible so that
permit issuance would not be delayed.
6. Approach permits shall be obtained for new driveway
approaches along county right of way.
7. Submit a traffic and circulation plan for review and
approval.
8. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Division of Engineering & Roads.

executed.
B. Permit Release Requirements
1. Please submit a site/drainage plan as described above
for review and approval.
2. Please submit a copy of the Agreement to Pay Fees
signed by the owner.
3. Please submit a copy of the recorded property deed so
that the right of way dedication agreement can be
prepared.
4. Approach permits shall be obtained for new driveway
approaches to the county right of way.
5. Please submit road and drainage plans prepared by an
engineer for road improvements to 4th Avenue.
III. Health District (456-6040)
A. Discussion/Requirements
1. A septic tank may still be located on the subject
property. Please locate the tank and properly abandon it.
If the tank is located under the footprint of the proposed
compaction tests may be required by the Division of
Buildings. ,
2. Please submit a critical materials list to the
Division of Buildings for review.
3. All construction debris shall be taken to a licensed
landfill.
4. The water purveyor for the proposed is Vera Water and
Power District (924-3800). Please contact the water
purveyor to review requirements for back f low preventers.
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit.

IV. Division of Utilities (456-3604)
A. Discussion/Requirements
1. The property bordering on the east of Sullivan Road is
included in the Townsend ULID. The applicants were
informed that if they wish to become a part of the ULID it
will not be a problem at this time. Please contact Nancy
Koon for additional information regarding the ULID.
2. The applicant was informed that the General Facilities
Charge (GFC) for the proposal will be approximately
$30,000-35,000 and will be payable within two years.
3. Please submit plans and specifications for sewer
hoox-up.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only
by Ken Jeffrey.
2. Fire f low for the proposed is 3,500 g. p. m. The f ire
district is requiring that two additional hydrants be
installed. Credit will be given to two off site
hydrants as long as access is maintained.
3. The applicant asked if it would be possible to obtain
a certificate of occupancy prior to the completion of
landscaping and 208 drainage swales. The applicant was
informed that a temporary certif icate of occupancy could
be issued once all of the life safety issues have been
completed.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during the meeting and other items from
the plan review letter needs to be submitted for review
and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
. The applicant acknowledged that all comments/requirements were

understood and had no further questions at this time regarding
permit requirements.

1. That the proposal is to establish B-l, retail commercial use, on Lots 1
and 2 of the preliminary plat and multiple family,residential use on the
third parcel. - B-1 zoning would be on approximately 1.32 acres; UR-22
zoning on approximately 3.23 acres.
2. That the proposal is located in the Spokane Valley located adj acent to and
easterly of Sullivan Road and adjacent to and south of 4th Avenue, in
Section 24, Township 25N, Range 44 E.W.M., Spokane County, Washington.
3. That the item has been properly advertised in accordance with state and
local regulations.
4. That the Committee has considered and evaluated thQ information and
conditions contained in the Planning Report for this proposal.
' S. That the Comprehensive Plan designates this area as SUBURBAN and the
proposal appears generally consistent with the density and uses in the
area. The Committee notes the area is undergoing a change to urban
character.
6. That the Committee finds the proposalcompatible with existing uses in the

office buildings and some residential uses to the west.

notarized Waiver of Notice of Action with the Spokane County Planning
Department.
12. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Subdivision Administrator
shall be.submitted with a performance bond for the project prior to
release of building permits.
13. All current standards of the Urban Residential (UR-22) and 6-1 zone, as
amended, shall be complied with in the development of this site.
14. That a plan for water faciliti-es adequate for domestic*service and fire protection be approved by the water supplie r, fire protection distric t,
Spokane County Building & Safety Department and County health
authorities. The agencies will certify on the WATER PLAN, prior to the
filing of the final plat or any phase of the preliminary plat that the
plan is in conformance with their respective needs and regulations. The
. WATER PLAN and certification will be drafted on a transparency suitable
for reproduction. •
The purveyor will also certify that appropriate contractual arrangements
and schedule of improvements have been made with the plat sponsor for
construction of the water system in accordance with the approved WATER
PLAN. The time schedule will provide for completion of the water system
and inspection by the appropriate healtb authorities prior to application
for building permits within the final-plat. The arrangements or
agreements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily complete
the approved water system.
The plat sponsor shall also sign the WATER PLAN to confirm the
contractual arrangements or agreements.
The final plat dedication will contain the following statement: "the
public water system, pursuant the WATER PLAN approved by County and State
Health authorities, the local fire district, County Building & Safety
Department, and water purveyor, will be installed within this plat, and
the subdivider/sponsor will provide for individual domestic water service
as well as fire protection to each lot prior to sale of each lot and
prior to issuance of a building permit for each lot."

until certified by a Washington State licensed engineer "that the water
system has been installed pursuant the approved WATER PLAN for the Final

WATER PLAN as a schematic map showing the "As Built",water system.

Right-of-way and approval of the road system as indicated in the

2. That plans, profiles, and cross-sections as designed to County standards
showing proposed street centerline and curb grades be submitted to the

each final plat; road plans to be prepared under the direction of a

5. No construction work is to be performed within the existing or proposed

to be completed prior to issuance of a building permit or a bond in the
amount estimated by the County Engineer to cover the cost of construction
of improvements, construction certification, "As Built" plans, and

"that individual driveway access permits be required prior to issuance of

3. A'sewer connection to the Valley Sewerage System is to be constructed.
Plans and specifications for the sewer connection are to be reviewed and
approved by the Utilities Department prior to finalizing the plat.
BUILDING & SAFETY DEPARTMENT
l. Approved numbers or addresses shall be placed on all new and existing
buildings in such a position as to be plainly visible and legible f rom
the street or road f ronting the property. Said numbers shall constrast
with their background.
2. Trash enclosures shall not be located adjacent to combustible construc-
tion or underneath windows or nonprotected eaves.
3. Building permits will be required for each structure. -
4. A plan for emergency equipment access is required to be submitted prior
to any land development as approved by Fire District #1.
5. Fire hydrants which meet the fire flow are required to be installed prior
to any construction. These hydrants shall be placed so that no portion
~of the building exterior' is more than 175 feet from the hydrant. The
bottom of the lowest outlet of the hydrant shall be no less than 18
inches above grade. A water plan showing each fire hydrant (specifying
the gallons per minute for each fire hydrant) and'meeting the
requirements in Chapter 10.04 of the Uniform Fire Code is required prior
to construction of the water service. All required fire protection
facilities shall be installed and made serviceable prior to and during
.the time of construc tion.
