Hearing Process and Appeals: The Hear- ing Examiner will conduct the hearing pur- suant to the rules of procedure adopted in SVMC Title 18 (Boards and Authorities). All interested persons may testify at the public hearing and may submit written comments and documents before or at the hearing. Any appeal of the Hearino Examiner's deci- sion will be based on the record established before the Hearing Examiner, pursuant to SVMC 17.90 (Appeals). Environmental Determination: A Determi- nation of Non Significance was made pursu- ant to WAC 197-11-355 using the optional DNS process.
