MAY 20, 1991
CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Division of Buildings Code Compliance Coordinator,

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Pacific Gas Transmission is
proposing to remodel the interior of an office building formally
occupied by State Farm Insurance. Also included is the construction
of an entrance canopy and vestibule.
SUMMARY OF DEPARTMENTAL REpIIZREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The proposed is located in an I-2 Zone and the
proposed use is allowed in the zone.
2. Please submit a revised site plan illustrating the
width and type of existing landscaping.
3. Please submit the valuation of the existing building
and the valuation of the remodel (the valuation of the
remodel as indicated on the permit application is
$350,000). If the valuation of the remodeling is greater
than 50% of the valuation of the existing building
additional landscaping may be required.

4. The parking as illustrated on the site plan is
adequate.
5. Tom Veljic informed the applicant that Third Avenue is
designated as an arterial and will be widened from its
existing 60 feet to 80 feet in the future.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
existing landscaping.
2. Please submit the valuation of the existing building
and the valuation of the remodeling so that it can be
determined if additional landscaping will be required.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirement
1. Third Avenue is designated as an 80 foot arterial
therefore, 10 feet of future setaside will be required in
the future. Bob Turner advised the applicant to set the
landscaping back an additional 10 feet.
B. Permit Release Requirements
1. The Division of Engineering & Roads have released
their portion of the building permit.
III. Health District (456-6040)
A. Discussion/Requirements
1. A new leach bed was installed at the site in April of
1990. The leach bed has the capacity for 240 gallons of
sewage per day - maximum capacity for 16 persons per shift
per day. If the occupancy of the building exceeds 16
persons per day the system will need to be added onto.
The certificate of occupancy will stipulate that the
occupant load be a maximum of 16 persons.
B. Permit Release Requirements
1. The Health District released their portion of the
building permit with the condition that the occupant load
not exceed 16 persons per shift per day.

IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. The number of hydrants located near the site are
adequate.
2. The hydrant that is located on the northwest corner of
the property is to close to the fence. The fence will
need to be modified so that a three foot clearance is
maintained from the fence to the hydrant.
3. The building will be manned 24 hours a day therefore,
a Knox (lock) box entry system for fire department
personnel access will not be required.
V. Division of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on submitted plans by
Jun Mascardo.
2. The welding for the canopy must be done by an approved
fabricator otherwise special inspections on the welding
will be required. Please submit the name of the
fabricator so that it can be verified if the fabricator
has been approved by the County.
3. Draftstops may be required every 60 feet. Jun will
verify if the draftstops are required for drop ceiling
used as return air ductwork system.
4. The proposed drop ceilings must comply with UBC
Standard 47-18 part III.
5. An automatic shutoff is required to be installed on
the ductwork system because the CFM is over 2,000.
(Section 1009 UMC)
6. Back flow prevention devices for boilers are required
to be installed as per the requirements of the water
purveyor.
7. Please submit a critical materials list for review.

B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting to be
. submitted for review and approval.
APPLICANT'8 COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONB:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Division of Buildings who will
then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 10:40 a.m.

NOTE TO APPLICANT: Some time ago the County recognized the need to
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.
