The Developrnent Services Deparfment has carnpleted a prelRmirrary reuiewr of the
above-referenced project. The fallowing items rnust be received and accepted prior
to release of the building permit: [ ITEJIAS DF SPECfAL IMPORTANCE ARE IN 64LD PRINT ]
1. An 'Agreement tv Pay Fees' must be completedand received by the County
Engineers prior to review of the civil plans & project. The County Engineers staff
time is nat included in fhe building or grading permit fee schedules.

2. A site drainage plan L repar# shal[ be prepared by a Professionai Civil Engineer
pursuant #a fhe Spokan~ County `GuideJines for Stormwafer N1vnacement'.

is Gary Nyberg of Development Seruices at 477-7257.
Record or "As-Buili" drawings must be prepared by the Sponsor's Surveyor or
Constructivn Engineer, as autlined in the Spokane County `Standards for Road
an d Sewer Corrsfiructron' for any on-site drainage irnprovem ents vr aff-site raad
& drainage imprvvements. Drawing cerfifica1$on rnust be made p(ior to
issuance of the Cer#ificate of Occu,pancy by the Buifding department.
This site wi-thin the Spokane 11alley is pre-appraved for aconventional
drainage systern composed of grgssy swcires L drywells.
The scope of this project is considlered "substantiai improvemen#'°, The r~-
de►relo,pment s#atus makes the current sfarmwa#er guidelines apply to the
enfire site not just the new cans#rucfion area. A design deviation approval wili
be required to waive the '208' swale treatment requirement not takjng place of
the existing drywells in the pavement areas. The typjcal condition of approval
far this si#uation is tv retro-fit the drywelEs with asolid fid and stubbing it into a
new catch basin with grate and oil-water separator.

3. A temporary erosion control plan is required along with the grading plan.
4. The subject properfy is within the following special regulatory zones which may
affect the development plan:
* The Aqvifer Sensifive Areo(ASA) which requires treatment of stormwater runoff
by grassy swales from developed surfaces subject to contaminants.
* The urban PM 10 Non-Attainment Zone which requires dust-control surfacing
on vehicular parking areas and traveled woys. (See SCAPA Comments)
5. The following County road must be improved to the standard half-road section:
McKinnon - add 6' sidewalk with corner curb-ramps
(this segment of 3,d Avenue is the I-90 frontage road within the state highway right-
of-way and not regulated by the County Engineers)
6. An Aqproach Permit must be obtained at the permit center for any new,
altered, or abandoned access points to Mckinnon Rodd.
Right-of-Way permitting is required for storm drainage or other utility work within
the County rights-of-way. The permit contact is Sylvia Lightfoot at 477-7175.
7. Pdrking and traffic circulation patterns shall be shown on the site plan along with
the appropriate pavement marking and signage, for approval by the Spokane
County Engineer. The arrangement of parking stalls, turning radii, and travel
clearances shall be in accordance with standard traffic engineering practices,
zoning regulations, and fire code.
8. Utility Condition: Permittee is responsible for arranging for all necessary utility
adjustments, relocations, or improvements as required for completion of the
project, including completion of the required road and drainage improvements.
The developer needs to contact the purveyors of each affected utility
regarding private service, utility improvements, and any relocation and
adjustment costs.
In summary, the following items must be received and approved prior to the County
Engineers making their department release of the building permit:
