The Scope of Work, (Exhibit A) of the Original Contract, is hereby amended to change Task 6 to the following: Consultant/Contractor shall analyze traffic operations and identify related issues, if any, of WSDOT's interim single-lane roundabout concept for the eastbound and westbound Barker Road/I-90 interchange, using Sidra and SimTraffic software to evaluate the corridor. The interim concept and traffic analysis findings will be summarized in a brief technical memorandum that can serve as an addendum to the IJR. If the findings of the traffic analysis performed in Task 6 indicate that there are more significant modifications needed to the interim concept for the Barker/I-90 interchange in order to achieve the desired LOS or other near-term outcomes, Fehr& Peers will develop and test up to three alternative concepts and then hold up to a 4-hour in-person workshop with WSDOT and the City of Spokane valley to present the traffic analysis findings of the original interim concept as well as potential alternatives. 2 • South Barker Corridor Study and 1-90 Interchange Concepts Scope of Work- REVISED June 1, 2018 This scope of work describes the specific tasks Fehr&Peers will undertake to analyze traffic demands and identify potential traffic improvement projects on the segment of Barker Road between Boone Avenue and 8th Avenue. The project will involve coordination with SRTC, WSDOT, and Spokane County to develop an understanding of future land use growth forecasts and complementary roadway improvement projects in the area.In addition to solidifying the conceptual roadway plans for Barker Road,this scope will also provide guidance to WSDOT about the Valley's preferred configuration for the 1-90 interchange with Barker Road. Task 1 —Kick-Off Meeting The first task in the project will be a kick-off meeting with Spokane Valley and other agencies(SRTC,WSDOT, Spokane County, etc.). The purpose of the kick-off meeting will be to discuss the key assumptions related to the project. The list of topics will be finalized before the meeting in collaboration with Spokane Valley Staff, but are likely to include: • Land use forecasts—agree to use SRTC, local jurisdiction, or a combination of the two • Transportation improvements—discuss which transportation improvements to assume in the area (1-90 interchange improvements at Barker, Henry Road overpass, expanded Harvard bridge, etc.) • Objectives of the study—outline and discuss the intended outcome of this study To prepare for the kick-off meeting, Fehr& Peers will work with Spokane Valley staff to develop an agenda and prepare preliminary maps and land use tables to discuss at the kick-off. Fehr & Peers will attend the kick-off meeting in-person with two staff in attendance. Deliverables—Meeting with City staff to discuss agenda,aerial map of study corridor for kick-off meeting,land use tables showing 2015 and 2040 land use forecasts per SRTC travel modes meeting summary memo. Task 2—Methods and Assumptions Memorandum Fehr & Peers will write a Methods and Assumptions memo that outlines the process, methods, and assumptions used to prepare the traffic analysis. This memo will summarize the study area/intersections, land use forecast assumptions,future network assumptions,and LOS analysis method.As part of this step, we will officially request a copy of the SRTC model and fill out the required form. Deliverable— Methods and assumptions memo; draft for review by project team followed by one round of updates to finalize the memo. The Methods and Assumptions is a first order of work. It must be approved prior to beginning subsequent tasks listed below. Barker Road South Corridor Study Exhibit A-1 Fehr&Peers 1 of 5 Scope of Work Task 3–Data Collection Based on the outcome of Task 1,we will collect traffic count data at seven intersections during the AM and PM peak periods to support the traffic operations analysis.AM peak hour counts will be collected between the 6:30-8:30 period and PM counts will be collected between the 4:30-6:30 period.See intersection list below—we will not collect counts at Mission Ave or Boone Ave since we have recent data from the Northeast Industrial Area PAO EIS. Deliverable–AM and PM peak hour traffic counts at seven intersections. Task 4–Existing Conditions Analysis In order to calibrate our traffic analysis results and provide a reference point by which to compare future conditions, Fehr & Peers will analyze AM and PM peak hour traffic operations at the following seven intersections using Synchro: 1. Barker Rd/Mission Ave 2. Barker Rd/Boone Ave 3. Barker Rd/I-90 Westbound Ramps 4. Barker Rd/I-90 Eastbound Ramps 5. Barker Rd/Broadway Ave 6. Barker Rd/Appleway Ave 7. Barker Rd/Sprague Ave 8. Barker Rd/4th Ave 9. Barker Rd/8th Ave It is assumed that Spokane Valley staff will provide traffic signal timing data. Intersection operations at Barker Rd/Mission Ave and Barker Rd/Boone Ave will be summarized from the prior analysis prepared for the Northeast Area PAO EIS. Deliverable–Existing conditions AM and PM peak hour intersection traffic operations results Task 5–Travel Demand Forecasts Fehr & Peers will use the Spokane Regional Transportation Council) (SRTC) regional travel demand forecasting model to develop the traffic forecasts for this project. Any land use/transportation network changes agree on in the Methods and Assumptions memo will be incorporated into the 2040 version of the model. AM and PM peak hour traffic volume forecasts will be developed. Note that if it is agreed that no changes are necessary from the modeling prepared for the most recent Northeast Area PAO EIS work,the cost of this task would be about half of what is listed in the budget table at the end of this scope. Barker Road South Corridor Study Exhibit A-1 Fehr&Peers 2 of 5 Scope of Work Task 6—Barker Road/I-90 Interchange Configuration Through this task, Fehr&Peers will analyze traffic operations and identify related issues,if any,of WSDOT's interim single-lane roundabout concept for the eastbound and westbound Barker Road/I-90 interchange. The interim concept for the Barker Road/1-90 Westbound intersection includes a diamond interchange with a single-lane roundabout close to the 1-90 alignment and assumes the existing 2-lane Barker Road Bridge over 1-90 remains in place. Cataldo would intersect Barker Road where it does today as a "T" intersection. Fehr & Peers will answer the following questions as part of the traffic analysis for the Barker/1-90 interim concepts provided by WSDOT: • How well would the single-lane roundabout concept work in 2020? • How long would the single-lane roundabout concept work in the future before the intersection would exceed WSDOT and City of Spokane Valley LOS thresholds? • Would the Cataldo and Boone intersections at Barker Road work as a side street stop and for how long? Fehr& Peers will use Sidra and SimTraffic software to evaluate the corridor. We will evaluate concepts for LOS as well as determine if there are likely to be impacts of queuing given the close proximity of the intersections. If there are simple modifications to WSDOT's concept that will improve operations or longevity of the concept, we will make those recommendations and will present the findings via Skype to WSDOT and City of Spokane.Valley.The interim concept and traffic analysis findings will be summarized in a brief technical memorandum that can serve as an addendum to the IJR. Deliverable—Presentation of findings and any recommendations for modification of the interim Barker/I-90 concept to WSDOT and City of Spokane Valley,brief technical memorandum summarizing concept and results that will serve as an addendum to the UR. Task 6.1 —Contingency- Barker Road/I-90 Interchange Configuration If the findings of the traffic analysis performed in Task 6 indicate that there are more significant modifications needed to the interim concept for the Barker/I-90 interchange in order to achieve the desired LOS or other near-term outcomes, Fehr& Peers will develop and test up to three alternative concepts.We will then hold up to a 4-hour in-person workshop with WSDOT and the City of Spokane Valley to present the traffic analysis findings of the original interim concept as well as potential alternatives. The workshop will provide an opportunity for WSDOT staff to review, comment, and further refine the concepts. Our analysis will consider the geometric/design feasibility of this alternative in addition to a basic sensitivity analysis of the operations using Sidra.If this option is strongly favored by the group,a more detailed VISSIM analysis would be needed,which would require additional budget beyond what is outlined in this scope of work.We will work with WSDOT and Spokane Valley if more complex modeling is required. Barker Road South Corridor Study Exhibit A-1 Fehr&Peers 3 of 5 Scope of Work Based on WSDOT input and an additional round of Spokane Valley review, a final preferred alternative will be identified.A brief memorandum will summarize the analysis results and selection process of the preferred alternative. Deliverable— Up to three concepts for 1-90 interchange area evaluated in near-term conditions. Workshop with WSDOT,preferred alternative conceptual drawing, memorandum summarizing results. Task 7—Future Year Traffic Operations Analysis and Recommendations Fehr & Peers will use Synchro and SIDRA software to evaluate AM and PM peak hour traffic operations under 2040 conditions for the seven additional intersections identified in Task 4 (again the results for Mission Ave and Boone Ave will be summarized from the earlier EIS analysis). Both traffic signals and roundabout operations will be evaluated at the ramp terminal intersections and at the Barker Rd/Sprague Ave intersection.' The results of Task 6 will be incorporated into the analysis so there is a complete record of intersection operations along the entire Barker Rd corridor. Through this analysis we will make recommendations about intersection controls (roundabouts vs traffic signals), lane geometries, potential safety improvements (addressing offset intersections, sight distance issues), and timing of improvements. It is anticipated that a "trigger year"or"trip growth threshold"will be identified in this task to aid Spokane Valley in understanding when a major project is required. Long-term evaluation of the Barker/I-90 Interchange area will be included in this task. Task 8—Cost Estimates and Fair Share Fehr&Peers will prepare planning-level cost estimates for the recommended improvement projects will be prepared. No cost estimates will be prepared for the 1-90 interchange elements(off-ramp reconfiguration, roundabouts,overpass work). However,the cost estimates for rerouting Cataldo Ave and Boone Ave in the interchange area will be evaluated. We will also run the SRTC model to determine the share of traffic using the Barker Rd corridor improvements from Spokane Valley, Spokane County, Liberty Lake, and other jurisdictions. This share data can be useful in determining potential mitigation fee payments to support the implementation of the capacity projects along the corridor. 'A general geometric review and simplified review of diverging diamond operations with a roundabout will be included. This scope does not include a more detailed analysis of diverging diamond interchanges with roundabout that would include VISSIM microsimulation. Fehr&Peers staff will have an in- person meeting to discuss the findings of the draft report and answer questions from Spokane Valley staff. Following one round of consolidated comments, Fehr&Peers will update and finalize the report. Deliverable — Report summarizing the entire project, including the earlier memos on methods and assumptions,existing conditions,and 1-90 interchange configurations.Meeting to discuss the draft report.Final report prepared after one round of comments.
