MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspal„ er in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 20th day of July, 2018, and ending on the 20th day of July, 2018, all dates inclusive, and that
such newspaper was regularly distributed to its subscribers during all of said period:

BOUNDARIES
FORKER DRAW ALLUVIAL FAN
The City of Spokane Valley hereby gives
notice of the City's intent to request FEMA
to revise the flood hazard Information for
the Forker Draw Alluvial Fan, generally
located just downstream of the intersection
of north Forker Road and north Progress
Road. The flood hazard revisions were
proposed as a Conditional Letter of Map
Revision (CLOMR) Case No. 17-10-0697R
based on the construction of flood -mitigation
facilities along the Forker Draw Alluvial Fan.
The flood mitigation -facilities were designed
and constructed by Simpson Engineers and
include an armored channel and retention
pond with infiltration drywells. With the flood -
mitigation facilities M place, a Letter of Map
Revision (LOMR) request has being submit-
ted to FEMA to officially revise the Forker
Draw Alluvial Fan floodplain boundaries.
The alluvial fan flood limits will be reduced
and Base Flood Depths and water surface
elevations will be established. Per the
Expended Appeals Process implemented
December 1, 2011, DHS -FEMA must pro-
vide a statutory 90 -day appeal period for
all map revisions that contain flood hazard
changes. This appeal period will begin
once FEMA publishes the request in the
Federal Register and any appeals must be
based on scientific or technical data. Maps
and detailed analysis of the revision can be
reviewed at the Spokane Valley City Hall
at 10210 E Sprague Ave. Spokane Valley,
WA 99200. Interested persons may contact
