The following information must be provided in order for us to proceed with our review. A) A drainage plan for the site shall be prepared by a Professional Engineer, in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Copy of the proposed landscape plan. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Finished grade elevations at the top and bottom of the 208 swale. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Spokane County Zone Change No. ZE 116-83C * Applicant shall dedicate 2 feet on Fourth Ave for right of way prior to any use of the property. C) The following improvements within adjacent Right of Way are required prior to the release of a building permit: 1. You must submit road and drainage plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following streets: a. 4th Ave. Typical Section #1, Minor Arterial All required construction (sidewalk/curbinglpavement) within the Public Road Right of Way is ta be completed prior to the release of a building permit or a financial guaranty in an amount estimated by the County Engineer to cover the cost of construction or improvements shall be filed with Lhe County Page 2 ` Engineer. As an alternative to the required road improvements the County will accept an RID/CRP agreement "Notice to Public No. 6" on the property. 3. Upon receipt of the deed our staff will prepare the right of way deed and/or RID/CRP agreement. 4. Approach permits must be obtained, after a site plan has been approved, and before the issuance of a building permit, from the County Engineering Department for any new or improved driveway approaches to the following streets: a. 4th Ave. D) The following items must be reviewed and approved prior to the Engineering Department releasing its portion of the permit: l. Site Plan 2. Site Drainage Plan 3. Road and Drainage Plans or R.I.D. Agreement 4. A parking and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. It is illegal to back out onto the Right of Way. E) Other Information: a. The Washington State Department of Transportation appears to be an agency of jurisdiction on this project and should therefore have their own signature block on the permit. F) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. G) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Project Description: This project consists of a new 8,200 sf office with employee and customer parking. The site is near the I-90 freeway at the intersection of Fourth and Fancher Road. See Attachment A for location. Methodology: The procedures as outlined in "Guidelines for Stormwater Management (GSM) as . published by Spokane County Engineers were followed. A 10-year return frequency is used since all drainage disposal is for the unmediate area only. Soils: Soils are classified as GvB Garrison gravel as indicated by the Soil Conservation Service's "Soil Survey, Spokane County Washington, 1968. See soils map Attachment B. The Garrison gravels are automatically accepted for drywell use by Spokane County, so an infiltration test was not conducted. Topographic Data: Currently the 0.77 acre site area is entirely covered by sparse field grass. The surface soil shows an abundance of cobbles, which is a reflection of the Garrison gravels below. The site is essentially level. There is a freeway embankment for I-90 on the north side of the property. The toe of this slope is generally about 20 feet north of the property line. This drainage analysis did not consider runoff from this etnbankment, since it is in the WSDOT Highway R.O.W. This area is within the Aquifer Sensitive Area. A site plan of the project showing the drainage basins is included as Attachment C. Rainfall Data: Data used is derived from Figure 2, page 6-3 of the Spokane County GSM. Mission Ave. • Spokane, WA 99201-2345 •(509) 328-3371 FAX (509) 328-8224 Method of Runoff Control: The runoff generated by the new pavement, sidewalks, roofs and landscaped areas will ~ sheet flow to grassed percolation areas (208 swales) except for the south one half of the roof area whicll will be collected in gutter, downspouts and roof leaders and piped directly to a Type A drywell. The roof will be steel sheeting. Runoff from the north Iialf will sheet tlow to the swale in I3asin l. The 208 swales are sized to conlaitl the first lh inch of runoff using a 6-inch maximum depth. Method of Disposal: Excess water not infiltrated by the swales will overflow into the drywells withi.n the swale areas, where it will be infiltrated into the gravelly soils. Spokane County accepts design infiltration rates of 0.3 cfs for Type A drywells. For runoff flowing to swales, these rates in conjunction with the Bowstring Method of detention basin design were used to determiile tlle size and number of drywells required. The drywell receiving runoff directly from the roofs was sized to handle the peak flow as determined by the Rational Method. Since this does not take into account any storage this should be conservative. This should compensate for some reduction in overall capacity due to the possible siltation of ttle drywells. - Peak Flow, Volume and Disposal Calculations: Time of concentration is assumed to be less than 5 minutes (worst case). A. Hydrology Calculations As this drainage basin is less than ten acres in size, the Rational Method was used to calculate the runoff, per tlie GSM. The calculation of the weighted runoff coefficients and peak runoff for each basin is included as Attachment D. B. Detention and Storage Capacity . As mentioned above, the swales are sized to contain the first 1/2 inch of runoff at a maximum 6 incll depth. The volume thus generated was checked against the volume required by the Bowstring Method for a 10-year storm with the largest volume beulg used for the swales. The results are summarized below. Project Description: This project consists of a new 8,200 sf otfice with employee and customer parking. The site is near the I-90 freeway at the intersection of Fourttl and Fancher Road. See Attachment A for location. Methodology: Tl1e procedures as outlined in "Guidelines for Stormwater Management (GSM) as published by Spokane County Engineers were followed. A 10-year return frequency is used since all drainage disposal is for the immediate area only. Soils: : Soils are classified as GnB Garrison gravel as indicated by the Soil Conservation Service's "Soil Survey, Spokane County Washington, 1968. See soils map Attachment B. The Garrison gravels are automatically accepted for drywell use by Spokane County, so arl infiltration test was not conducted. , Topographic Data: Currently the 0.77 acre site area is entirely covered by sparse field grass. The surface soil shows an abundance of cobbles, which is a reflection of the Garrison gravels below. The site is essentially level. There is a freeway embankment for I-90 on the north side of the property. The toe of this slope is generally about 20 feet north of the property line. This drainage analysis did not consider runoff from tllis embankment, siuce it is in the WSDOT Highway R.O. W. This area is within the Aquifer Sensitive Area. A site plan of the project showing the draulage basins is included as Attacbment C. Rainfall Data: Data used is derived from Figure 2, page 6-3 of the Spokane County GSM. Mission Ave. • Spokane, WA 99201-2345 •(509) 328-3371 FAX (509) 328-8224 - Method of Runoff Control: The runoff generated by the new pavemeut, sidewalks, roofs and landscaped areas will sheet flow to grassed percolation areas (208 swales) except for t11e south one half of the roof area which will be collected in gutter, downspouts and roof leaders and piped directly tv a Type A drywell. The roof will be steel sheeting. Runoff from the north half wiU sheet t7ow to the swale in 13asin 1. The 208 swales are sized to contain the first '/z iilch of runoff using a 6-inch maximum depth. . Nlethod of Disposal: Excess water not infiltrated by the swales will overflow into the drywells within the swale areas, where it will be infiltrated into the gravelly soils. Spokane County accepts design infiltration rates of 0.3 cfs for Type A drywells. For ruvoff flowing to swales, these rates in conjunction with the Bowstring Method of detention basin design were used to determine the size and number of drywells required. The drywell receiving runoff directly frocn the roofs was sized to handle the peak flow as determined by the Rational Method. Since this does not take into account any storage this should be conservative. This should compensate for some reduction in overall capacity due to the possible siltation of the drywells. , Peak FloNv, Volume and Disposal Calculations: Time of concentration is assumed to be less than 5 minutes (worst case). A. Hydrology Calculations As this drainage basin is less than ten acres in size, t11e Rational Method was used to calculate the runoff, per the GSM. The calculation of the weighted runoff coefficients and peak runoff for each basin is included as Attachment D. B. Detention and Storage Capacity As mentioned above, the swales are sized to contain the first 1/2 inch of runoff at a maximum 6 inch depth. The volume thus generated was checked against the volume required by the Bowstring Method for a 10-year storm with the largest volume being used for the swales. The results are summarized below. Black, is proposing to construct a 6,500 square foot structure. The proposed is for an undetermined use and no tenant has been identified as of yet. It is the owner's intent to secure a tenant prior to building. S Y OF DEPART'MIIN'TAL REQ . I. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is located in a B-3 zone. The proposed use is allowed in the zone. 2. The proposed is located on parcel number 23531-9106. 3. A copy of B-3 zone requirements, the zone change (ZE-116-83) require- ments, off street parking requirements, sign standards, landscaping requirements, and a sample copy of a promissory letter were given to the applicant. . 4." The zone change requires a four foot high fence would be required along the arterial (4th Avenue). 5. As per the zone change, only one approach will be allowed off of 4th Ave- nue. -1- . 6. A sight obscuring buffer would be required along the freeway, however, landscaping will suffice. 7. A five foot wide strip of Type III landscaping is required along the 4th Avenue road frontage. Please submit a landscaping plan for review and approv- al. 8. The applicant was informed that half of the landscaping may be located along the freeway right of way if permitted via agreement with the Department of Transportation. The Planning Department will need to approve the landscape proposal. 9. The progosed must conform to the current setback requirements. The zoning code requires the proposed to have a 35 foot front yard setback and a 15 foot rear yard setback. However, because the rear yard abuts a freeway, the zoning code requires a 25 foot wide strip of 'Iype II landscaping. Therefore, the rear yard setback must be a minimum of 25 feet. 10. In regard to a variance VE-2-84 granting relief to the required setbacks, it was determined by the Planning Department that the variance was for only a proposed mini-storage warehouse. Any other use would need to comply with the cunent setback requirements as specified. 11. It was noted that the Department of Transportation will be widening I-90, but it appears that this will be to the east of said property. The applicant confirmed that the proposed would not be affected by the I-90 project. 12. Since the property has limitations regarding it's size and shape, the applicant may an W~t to apply for a change of conditions for the original zone change. The chge of conditions could includes a vanance for setback relief, access to 4th Avenue, fencing, and landscaping al.ternatives. Contact the Planning Department regarding a Application for Acceptance and Design Review meeting. 13. The applicant inquirzd about rezoning the property to I-2. Tom Veljic informed the applicant that the uses in the I-2 zone would be very limited and advised the applicant that this may not be to his advantage in marketing the property. B. Permit Release Requirements 1. An estimate from a nursery including size, type, and quantity of landscaping along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. 2. Please submit a revised site plan describing the use of the building and the square footage of use, landscaping, and setbacks for review and approval. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirements 1. Comments were given to the applicant and the Division of Buildings by Bob Turner. -2- ~ . . . 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. 3. Applicant must comply with zone change ZE-116-83 conditions. 4. Two feet of right of way needs to dedicated on 4th Avenue. The applicant was informed that the 20 year plan is for 4th Avenue to be a 80 foot right of way. as a result, 8 additional feet is required for future set aside. 5. An RID/CRP Agreement, "Notice to Public No. 6," on 4th Avenue is required. Please submit a copy of the recorded property so that the agreement can be prepared for recording. 6. Only one entrance is allowed for the property. Therefore, a parking and circulation plan needs to be submitted. 7. An approach permit is required to be obtained for the driveway approach on 4th Avenue. 8. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of Engineering & Roads. B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. 2. Please submit a copy of the recorded property deed so that the RID/CRP agreement and right of way agreement can be prepared. 3. An approach permit shall be obtained for 4th Avenue. 4. Please submit a parking and circulation plan. 5. Please submit a copy of the Agreement to Pay Fees signed by the owner. III. Division of Utilities (456-3604) A. Discussion/Requirements 1. Proposed must connect to the existing sewer in 4th Avenue. The county interc,eptor must be connected to through a manhole only. 2. Please submit a sewer plan for review, a sewer connection agreement, and a sewer connection permit. By signing the sewer agreement, the applicant agree to: 1) pay a monthly charge, 2) pay General Facility charge, 3) not object to any future tJLID. 3. A utility map was given to the applicant during the meeting. IV. Air Pollution Control Authority (456-4727) A. Discussion/Requirements' -3- I 1. Written comments were submitted to the applicant. 2. Air gollution regulations require that dust emissions during demolition, construction, and excavation projects be controlled. 3. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. 4. All travelled surfaces (ingress, egress, parlcing areas, access roads) must be paved and kept clean. 5. Debris generated as a result of this project must be disposed of by means other than burning. V. Health District (456-6040) A. Discussion/Requirements 1. The water purveyor for the proposed is Water District #3 (536-0121). Please contact the water purveyor to review requirements for back flow preventers. 2. All construction debris shall be taken to a licensed landfill. 3. Please submit a critical materials list to the Division of Buildings for review. 4. Proposed must connect to the available sewer. 5. All waster water generated must be routed to the sewer. 6. Please identify the use of the proposed building. B. Permit Release Requirements 1. The Health District will release their portion of the building permit once it has been applied for. VI. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed has been calculated for 3,0(}0 G.P.M.. 2. Two fire hydrants are required. The existing fire hydrant near the Racquet Club will be adequate for one of the two required. The second fire hydrant must be located on the west side of the property by the west entrance to the property. The fire hydrant(s) shall be installed as per an approved water plan. Prior to the preparation of the water plan, the applicant shall contact Water District #3 at (536-0121) as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the fire district and water purveyor for approval prior to installation. The fire- hydrant(s) shall be installed pnor to occupancy. -4- 3. A minimum 6 inch water main is required to serve hydrants. It is suspected that the water main near the property is a 4 inch line. There is a 8 inch water main serving the Racquet Club located to the east of the site. Please call Water District #f3 (536-0121) to verify size of line. 4. A lock (Knox) box entry system for fire department personnel access is required to be installed. Forms for ordering were given to the applicant. The completed forms are to be returned to the fire district. VII. Division of Buildings (456-3675) A. Discussion/Requirements 1. The proposed building is being classified as Type VN construction. 2. The proposed shall meet the minimum requirement of the Regulations for Bamer-Free Facilities. Specifically, a ramp from the parlang lot to a primary entrance of the building shall be not steeper than one vertical to 12 horizontal in the direction of travel, nor one vertical to 48 horizontal transverse to the direc- tion of travel. 3. Please verify that the proposed meets the requirements of the Washington State Energy Code and the Indoor Air Quality Act. 4. If proposed is only constructed as a shell, perimeter insulation must be installed. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during the meeting and other items from the plan review letter needs to be submitted for review and approval. Applicant shall improve Fourth Avenue in a manner consistent with Spokane County TYPICAL roadway section No. 1 minimum paving width Access Standard. 4. Applicant shall submit for approval by the Spokane County Engineer road,'drainage, and access plans prior to the issuance of a building permit on the property. 5. The applicant shall submit for approval by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system plan and surface water disposal plan for the entire project prior to the issuance of any building permit on the property. 6. A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surfacing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 7. Air pollution regulations require that dust emissions during denolition, excavation and construction projects be controlled. This may require use of water sprays, tarps, sprinklers, or suspension of activity during certain weather conditions. Haul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from all other constructton related activities. , 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved surf aces. If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surf aces . 3. All travelled surfaces (ingress, egress, parking areas, access roads) must be paved and kept clean. 4. Some objectionable odors will likely result during the construction phase of the project and from motor vehicles using the site following completion of the project and from occupants of the proposed project. ' 5, All air pollution regulations must be met. h) 'STATE DEPARTMENT OF TRANSPORTATION 1. Reduction of the setback requirement is not supported by this Department. INTRODUCTION This matter having come before the Zoning Hearing Examiner Committee on May 1, 984, and the members of the Committee present being Kathleen M. Carstens, Chairperson, Kenneth Kennedy and Ronald L. McVicker. . B. PROPOSAL The sponsor, Paul Sleeth, is requesting approval of a zone reclassif ication, File No. ZE-116-83, Multiple Family Suburban to Commercial, f or the purpose of developing a Mini-Warehouse Facility; and a request for a Variance, VE-2-84, to allow a 25-foot setback to the south property line (4th Avenue) and a 15-f oot setback from the north prop2rty line (Interstate 90); whereas the Spiokane County Zoning Ordinance, Section 4.10-080-(d), requires a setback of 35-feet for each ydrd. C. FINDINGS OF FACT 1. That the existing land use in the area is residential, coinmercial, Racquet Club, Interstate 90, and vacant. 2. That the Comprehensive Plan designates this area as appropriate for Urban development. 3. That the existing zoning of the property described in the application is Multiple Family Suburban. 4. That the provisions of RCW 43.21C (The State E nvirorwiental Policy Act) have been complied with, and the Committee concurs with the Declaration of Non-Signif icance . 5. That the proper legal requirements for advertisement of the Agenda I tem have been f ulf illed . 6. That the land in this area is suitable for the proposed use, or uses within the proposed Zone Classification. 0 ZONE RECLASSIFICATION NO.: ZE-116-83 VARIANCE NO.: VE- 2-84 C. FINDINGS OF FACT (continued) 7, That the applicant has demonstrated that conditions have substantially changed since the original zoning of this area and accordingly, the proposed rezone is justified. 8. That the proposed use is compatible with existing uses in the area. 9. That the owners of adjacent lands expressed disapproval of the proposed use. 10. The Hearing Examiner Committee finds the proposed use to be in harmony with the general purpose and will not be otherwise detrimental to the public health, safety, and welfare. 11. The following are additional findings of fact considered by the Hearing Examiner Committee: a) That the Variance request is an issue to be decided by the Zoning Adjustor and not the Zoning Hearing Examiner Committee. D. CONDITIONS OR CONTINGENCIES APPLIED TO iHIS APPROVAL (All Conditions imposed by the Zoning Hearing Examiner Committee shall be binding on the "Applicant" which term shall include the owner or owners of the property, heirs, assigns, and successors.) a) COUNTY PLANNING DEPARTMENT 1. The Zoning Administrator shall approve a specific exterior lighting plan for the approved area priur to installation of such lighting. (Such plan shall confine illumination to the area with f ull consideration to adjace nt properties and Interstate 90.) 2. Approval by the Zoning Administrator uf a specific lightinb and signing plan for the described property prior to the release of any building permits. 3. A specific landscape plan, planting schedule and provisions for maintenance acceptable to the Spokane County Zoning Administrator shall be submitted with a perfor►nance bond for the project prior to release of building permits. Landscaping shall be installed and maintained such that sight distancz at access points are not obscured or impaired. 2 ZONE RECLASSIFICATION NO.: ZE-116-83 VARIANCE NO.: VE- 2-84 a) COUNTY PLANNING DEPARTMENT (contiunued) 4, The applicant shall develop subject property generally in accordance within the concept presented to the Hearing Exawiner Committee. Variations when appraved by the Zoning Administrator will be permitted, including, but not limited to the following changes: Building location, landscape plans, and general allowable uses of the permitted zone. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall . be mafntained. (It is noted that a site plan redesign will be necessary to accommodate f ire protection and access elements.) 5. Direct light f rom any exterior area lighting fixture shall not extend over the property boundary. b. The specific development plan will be submitted for Planning Department review and approval prior to issuance of building permits. 7. All current standards of the Commercial Zone, as amended, shall be complied with in the development of this site. 8. That the project is subject to Section 4.16A.050, the Aquifer Sensitive Area Overlay Zone of the Spokane County Zoning Ordinance, which sets f orth various measures for Aquifer protection; specifically, measures dealing with wastewater disposal, spill protection measures, and stormwater runoff. 9. A 6-foot sight-obscuring cyclone fence shall be provided along the suuth property line of this proposal to provide a buffer f or the existing residential use located immediately south of this site. 10. Applicant shall comply with '208' recommendations concerning stormwater runoff and provide necessary landscaping for runoff, 11. Any division of land for the purpose of sale, lease or transfer, shall comply with RCW 58-17 and the Spokane County Platting Ordinances prior to issuance of building permits. 12. That the provisions of SEPA's NOTICE OF ACTION pursuant to Chapter 43.21C.080 RCW and the Board of Spokane County Commissioners Resolution #77-1392 be initiated by the project applicant within thirty (30) days of final disposition of this application, and prior to any on-site improvements, or file appropriate documents to the effect that the NOTICE OF ACTION is ~ waived in accordance with Spokane County Commissioners' ~ ~ Resolution #82-0458 dated May 4, 1982. ~ 3 ZONE RECLASSIFICATTON NO.: ZE-116-83 VARIANCE NO.: VE- 2-84 a) COUNTY PLANNING DEPARTMENT (continued) 13. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guidelines (WAC 197-10) and the Spokane County Environmental Ordinance (SCEO), a proposed declaration of non-significance has been issued at least fifteen (15) days prior to this date; the off icial f ile, written comments and/or public testimony contain I inf ormation regarding assessment of the proposal's adverse impacts to the physical environment; a f inding is hereby made ' that no potentially signif icant adverse impacts upon the ~ physical environ ment are anticipated as a result of the project; and a final declaration of non-significance is hereby to be issued. 14. A landscape strip and provisions for maintenance shall be provided along the south property line. 15. A light-obscuring buffer shall be provided along the north and west property lines. 16. That only one public access point to be allowed at the far eastern end of the site. Second access point recommended by Department of Building and Safety to be only an emergency "crash gate", b) COUNTY ENGINEERING DEPARTMENT Prior To The Issuance Of A Building Pe rnit: 1. Applicant shall dedicate 2 feet on Fourth Avenue for riglzt-of-way prior to any use of the property. 2. Access permits for approaches to the County Road System shall be obtained f rom the Spokane County Engineer. ' 3. Applicant shall improve Fourth Avenue in a manner consistent with Spokane County TYPICAL roadway section No. 1 minimuw paving width Secondary Arterial Standard. ~ i 4. Applicant shall submit for approval by the Spokane County , E ngineer road, drainage, and access plans prior to the issuance ; of a building perinit on the property. I 4 ZONE RECLASSTFICATION NO.: ZE-116-83 VARIANCE NO.: VE- 2-84 b) COUNTY ENGINEERING DEPARTMENT (continued) 5. The applicant shall submit for approval by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system plan and surf ace water disposal plan f or the entire project prior to the issuance of any building permit on the property. 6. A parking plan and traffic circulation plan sha11 be submitted and approved by the Spokane County E ngineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surfacing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 7. The word "applicant" shall include the owner or owners of the property, his heirs, assigns, and successors. 8. To construct the road improvements stated herein, the applicant may, with the approval of the County Engineer, join in and be a willing participant in any petition or resolution which purpose is the formation of a Road Improvement District (RID) for said improvement pursuant to RCW 36.88, as amended. Spokane County will not participate in the cost of these improvements. 9. As an alternative method of constructing the road improvement stated herein, the applicant may, with the approval of the County E ngineer, accomplish the road improvements stated herein by joining and participating in a County Road Project (CRP) to the extent of the required road improvement. Spokane County will not participate in the cost of these improvements. 10. The construction of the road improvements stated herein shall be accomplished as approved by the Spokane County E ngineer. 11. All required improvements shall conf orm to the current State of ~ Washington Standard Specif ications for Road and Bridge Construction, and other-applicable County standards and/or adopted resolutions pertaining to Road Standards and Stormwater Management in effect at the date of construction, unless otherwise approved by the County E ngineer. Roadway standards, typical roadway sections and drainage plan requirements are found in Spokane Board of County Commissioners'Resolution No. 80-1592 as amended. c) COUNTY UTILITIES DEPARTMENT 1. Pursuant to Board of County Commissioners Resolution No. 80-0418, the use of on-site sewer disposal systems is hereby authorized. This authorization is conditioned on compliance with all rules and regulations of the Spokane County Hzalth District and is further conditioned and subject to specific application approval and issuance of permits by the Health District. 2. The owner(s) or Successor(s) in interest agree to authorize the County to place their name(s) on a petition for the formation of a ULID by petition method pursuant to RCW 36.94 which the petition includes the Owner(s) property and f urther not to object by the signing of a protest petition against the formation of a ULID by resolution method pursuant to RCW Chapter 36.94 which includes the Owner(s) property. PROVIDED, this condition shall not prohibit the Owner(s) or Successor(s) frow objection to any assessment(s) on the property as a result of improvements called for in conjunction with the formation of a ULID by either petition or resolution method under RCW Chapter 36.94. 3. Use of private wells and water systems is prohibited. 7. Disposal of sewage eff luent beneath paved surfaces is currently prohibited. e) COUNTY BUILDING AND SAFETY DEPARTMENT 1. The site is located in Fire District # 1. 2. The proposed site plan will require some revisions to provide for Fire Department access to all structures. The required fire flow for this proposed project is 2,500 g.p.m. Fire hydrants which meet the fire flow will be required to be installzd. These hydrants shall be placed so that no portion of the building exterior is more than 175 feet f rom the hydrant. E ach building constructed shall be accessible to Fire Department apparatus by way of access roadways with all-weather driving surface of not less than 20 feet of unobstructed width, with adequate roadway turning radius (20 feet inside and a minimum 45 feet outside) capable of supporting the imposed loads of fire apparatus and having a minimum of 13 feet, 6 inches vertical clearances. The development sha11 be provided with at least two points to the public street. The access locations shall be on approximate opposite ends of the development. Approved numbers j or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible f rom the street or road f ronting the property. Water Purveyor is Spokane Suburban Water Company, and they will supply the site with adequate water for domestic, fire and irrigation uses. g) COUNTY AIR POLLUTION CONTROL AUTHORITY 1. Air pollution regulations require that dust emissions during demolition, excavation and construction projects be controlled. This may require use of water sprays, tarps, sprinklers, or suspension of activity during certain weather conditions. Haul roads should be treated and emissions from the transfer of earthen material must bz controlled as well as emissions f rom all other construction related activities. 2. Measures must be taken to avoid tYie deposition of dirt and mud from unpaved surfaces. If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surf aces . 3. All travelled surf aces (ingress, egress, parking areas, access roads) must be paved and kept clean. 4. Some objectionable odors will likely result during the construction phase of the project and from motor vehicles using the site following completion of the project and from occupants of the proposed project. 5. These revisions are necessary because the building contractor did not follow the approved grading plan. The new plan is an adaptation to the as-built conditions. The site was re-surveyed and new drainage patterns were mapped. The swales and drywells have been redesigned to meet the criteria of the GSM.
