The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in cornpliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan anust contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total i.napervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the uFi.ndings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE 22-63
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These niust be prepared by an
engineer. Plans must be prepared for the following
streets:
a. 1st. Ave. Typical Roadway Section #1
b. Bradley Rd. Typical Roadway Section #1
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be eompleted prior to the
release of a building permit or a financial guaranty in an arnount
estimated by the County Engineer to cover the cost of
construction or iatprovements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

the County will accept an RID/CRP agreement
wNotice to Public No. 6" on the property.
3. Please subrnit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
right of way deed and/or the RID/CRP agreement.
4. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, f=om the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. 1st Ave.
b. Bradley Rd
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
l. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be subonnitted and approved by the Spokane County Engineer. The
design, location axid arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
b. The County Comprehensive Plan identifies
the South Valley Arterial as a Principal Arterial controlled
access high capacity facility. In order to implement the Arterial
Road Plan right of way would be necessary. At this location the
SVA width is proposed between 1st and 2nd. This is not a
condition of yaur permit, the County Engineers office is only
disclosing to you a future need. Spokane County is willing to
purchase this property to have adequate right of way to intplement
these arterial intprovea►ents.
E) Utility Condition: Pezmi.ttee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must conplete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these concmnents. Please return
the completed Agreement to your contact person at the
Engineers Departinent.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.

checked off by the applicant or- tlleir representat_ive. Submittals
which do not conform to the above reqtiirements will be returned '
for further items with no review being accomplished. This will
prolong the review process. If,changes occur in the requirements
for the project because of further conversations with Spokane
; County representatives, please attach a note explaining the
agreed upon change in requirements. W'hen the applicants'
' submittal is finally approved, the Engineers departntent will
release their portion of the Buildi.ng Permit.

The following is a list of minimum standard items used in reviewing plans for
building permits. Without these minimum requirements the Spokane County
Engineees Department is not able to perform a review of the project. The
project wiil be retumed to the applicant or held without further review until the
minimum items and this checklist have been submitted.

plans wi11 contnue. It is an agreement between an interested party
(owner,agent, etc.) and Spokane County to reimburse the County for accrued
cost in reviewing the plans.

a Road Improvement District Agreement. This is an agreement to not protest
the formation of a Road improvement District. This document is nequired in
Iieu of making necessary roadway improvements. A deed is also necessary
if right-of-way is required.

Architect stamp must include a signature. Professional Engineer stamps

0 0 All traveled surtaces are required to be paved unless a paving
waiver has been granted.
A ❑ 13 A traffic circulabon plan is required for this project This plan may
be incorporated into the site plan unless specifically requested to be
separate.

surfaces (pavement, roofs, etc.) within the Aquifer Sensitive Area. Show the
quantity of impervious area, volume required and provided, swale area
required and provided A total of 3,000 square feet or less of new impervious
area including the building, if the roof is asphaitic, wili not be required to go
to a '208' swale.
13 ❑ Provide a copy of roof detail sheet or state construction of roof.
Metal roof runoff does not have to go to a swale, while asphaltic or buiit-up
roof runoff is required to be handled by a swale. If HVAC equipment is
proposed to be located on the roof then the roof area needs to be included
in swale calculations unless the HVAC unit is hydraulically isolated.

ADDITIONAL REQUIREMENTS FOR SUBMTITALS
0❑ Certain locations within Spokane County require special testing to
determine suitability of soil for drainage. Provide a detailed soil/site report
from a licensed geotechnical engineer.
013 Calcufations proving the adequate performance of grates, pipes,
inlets, ditches, etc. need to be submitted if applicable. All design shall be
done tn accordance with Spokane County Guidelines for Stormwater
Management (latest edition)
E3 ❑ Show typical cross-sections for the required swales The swales
Z4 must be sodded and side slopes should nat be steeper than 2:1 for up to 12"
in depth. For swales with greater depths use 3:1. The top of the swale
should be a minimum 4 in. above the drywell lid.

❑ ❑ Provide drywell grate elevations.
The County requires a Spokane County Type 4 grate and cover
for drywelis in 208 swales. Specify on the drawings this type of lid.
This list is not inclusive of all of the requirements needed but instead is the
minimum required to initiate review. Additional submittais and information
may be required by conditions of approval, standards, and other agreements
to secure final department approval. Other items that may be required couid
include the following:
D C] A fetter from SCAPCA is required for projects r~equesting a
paveme waiver. The letter is obtained by this department after a written
request is received from the applicant. A pavement waiver is required when
a portion of a site is not paved when otherwise required to do so. May be
submitted on second submittal if necessary.
nt A reciprocal use agreement is required for this praject. It is an
agreem between the owners of two or more parcels granting reciprocal
use between the properties. Situations that require this agreement include,
(but ane not limited to), ingress/egress, parking or drainage across praperty
iines. This agreement is a legal document between the parties. For more
information on this agceement contact your land-use attomey. May be
submitted on second submittal if necessary.
❑ 0 Approach Permits are required on all new approaches as well as
all approaches that will be altered. Contact Sylvia Lightfoot at the County
Engineer's Department. Approach permits for county roads will not be issued
until a site plan is approved.
0 17 A landscape plan is required to ensure there is no conflict with
swale area.
A bond or some other form of financial surety approved by
Spokane County needs to be submitted for proposals that require
improvements within the adjacent right-of-way. To expedite your request for
a building permit the County has 3 pre-approved bond formats. lf you chose
to use a different format a member of the County's legal staff will have to
review it which wi11 likely result in a delay.
❑ ~ Complete road and drainage plans for the project which will include
a myl signed by the owner.
