The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required under ROW
43.21C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
Determination:ThisMDNS is issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 days from
the date issued.
Mitigation: An Inadvertent Discovery Plan
(IDP) shall be provided to the City by a
qualilled professional; or the applicant may
choose to utilize the template provided by
Me City of Spokane Valley. The IDP shall
be submitted to the City prior to grading
and shall be kept on site during all land
disturbance activity. Should any cultural,
archaeological, or historically significant
artifacts be discovered on site during grad-
ing then all activity shall cease and acultural
resource survey shall be completed.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days atter the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and army
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
