Based on my review of the information provided, I recommend that we allow the Valley Nazarene Church project to continue through the approval process without further traffic study. I make this recommendation based on the following: • The peak hours of operation of the church will not coincide with the weekday peak hours of the adjacent roadways. • Traffic attributable to the church during the weekday peak hours of the roadways is . expected to be negligible. • No school or daycare facilities will be in operation during the weekdays. Broadway 9 Spokane, WA 99201 R Dear Scoit Engelhard: In response to item # 5 of the pre-conference meeting notes (September 28, 1999) on behatf of Spokane Valley Nazarene Church I am submitting the following traffic distribu#ion letter. The proposed Nazarene church site is currerrtly part of a large vacant field. The total seating capacity is 850, which includes the baloony and wheelchair access seating. The building is 52,417 square feet with a parking lot capac+ty of 179 including handicapped acxess spaces. There will be a total of three (3) regularfy scheduled services. The services consist of two (2) Sunday services and one (1) Wednesday evening service. The first will begin with Sunday school at 9:30 a.m. and services from 11:00 a.m. until 12:00 p.m. (noon). The estimated attendance of this service is approximately 450 to 500 people. The second service is scheduled to run from 6:00 p.m. to 7:00 p.m. with an attendance of approximately 200 people. The Wednesday evening service will be 6:30 p.m. to 7:30 p.m. and will have approximately 200 people attending. There is no permanent full time daycare or school, other than the above-mentioned Sunday school, scheduled to take place in this facility. The church will be open Sunday through Friday and closed on Saturday. 7he regular business hours for the church will be 9:00 a.m. to 5:00 p.m. with the exception of the regularly scheduled services and any special events. There will be a full time staff of five (5) that will be working during regular business hours. The traffic that is generated during non-service business hours is negligible and will primarily use Sullivan north and ! or Sullivan south for amval and departure. The peak traffic hours will revolve around the service scheduie and will be attendance based. This traffic will also primarily use Sullivan north and / or Sullivan south as 20th Avenue is a local access street (non-arterial).
