The County Engineering Deparfment has completed a preliminary review of the
above-referenced project. The following items must be received and accepted prior
to release of the building permit: [ ITEMS OF SPECIAL IMPORTANCE ARE IN BOLD PRINT j
1. The subject property is within the following special regulatory zones which may
affect the development plan:
* The urban PM 10 Non-Attainment Zone which requires dust-control surfacing
on vehicular parking areas and traveled ways. (See SCAPA Comments)
2. The track improvements as shown on the submitted sketch, do not generdte any
storm drainage treatment or disposal requirements per the Gvidelines for
Stormwater Management. A grading plan is needed with existing and final grade contours. The plan
should show temporary erosion control measures and how any track area runoff
will be retained on-site after construction.
3. An Approach Permit would be required for any new or altered dccess to Sullivan
Road or 24'" Avenue. No road access changes are identified on the sketch.
In summary, the following items must be received and approved prior to the
Engineering Deparfment releasing its porfion of the permit:
Drainage/Grading/TEC Plan

To The Spokane County Building and Planning Division:
We all are aware of the alarming increase in child and teen violence in the Spokane area.
According to a recent news report, gang activity in the Spokane area is at an a11-time high,
with 600 confirmed gang members, and the numbers are increasing each month. Our
community is changing rapidly, and with that rapid change comes challenges for which
solutions may sometimes seem elusive and impossible to implement.
We do understand, however, that just another community "activity" is not the answer to
the growing youth situation in our city. The answer lies in the value and worth we place
in our young people. This is why we, Grace Harvest Fellowship, would like to begin the
process of constructing what will eventually be one of the premier BMX bike tracks in the
region. We are implementing this as an outreach to the community, the youth, and their
families. We have designed this track with the intention of it being completely non-
commercial, non-profit, and safe. Any events would be scheduled during non-service
times, which means we would have more than adequate parking and no traffic concerns.
There would be no night activities or events in order to ensure neighbor f.riendliness.
Actual competitions would be held on Saturdays during the day. We would allow the
track to be opened a few times a week for approximately a 2-4 hour session, and the track
would be staffed with adult supervisors. If we were to have concessions, it would be
strictly used as a fund-raiser for our youth to further impact the youth of this city.
Our young people don't need "something to do," they need "someone to care enough to
invest their time in them." It's time to not only tell the youth of this city that we care, it's
time to show fihem. By staffing this track with proven supervisors and mentors who will
take tixne to speak and live before them moral values, we will impact the youth of this city
and take steps to see that Spokane does not become another Littleton, Colorado.
