Sullivan Wellesley Intersection Improve-
ment Project
Proposal Description: The proposal
includes installation of a traffic signal,
pavement widening, and storm drainage
improvements atthe intersection of Sullivan
Road and Wellesley Avenue. The project
will be constructed by Spokane County in
conjunction with the Bigelow Gulch -Phase
6 Construction Project.
Proposal Location: The site is the im-
proved intersection of Sullivan Rd. and
Wellesley Ave.; located in Section 1, Town-
ship 25 North, Range 44 East, Willamette
Meridian, Spokane County, Washington.

The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required underRCW
43.21C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
Determination: This DNS is issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 days from
the date issued.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
