Determination: This MONS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from
the date issued.

Mitigation Measure:
1. The developer shall pay to the City of
Spokane Valley a voluntary mitigation fee
of 16,944.50 for Sprague Avenue/Barker
Road improvements to mitigate impacts to
the Barker Road corridor prior lothe record-
ing of the final plat.
Appeal: An appeal of this determination
shall be submitted to the Community 8
'Public Works Department within fourteen
(14) calendar days after the revised issued
date. The appeal must be written and spe-
cific factual objections made to the City's
threshold determination. Appeals shall be
conducted in conformance with Spokane
Valley Municipal Code (SVMC) 17.90 Ap-
peals, and any required fees pursuant 10
the City's adopted Fee Schedule shall be
paid at the time of appeal submittal. Pur-
suant to WAC 197-11-680, appeals shall
be limited to a review of a final threshold
determination.
