MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 19th day of October, 2018, and ending on the 26th day of October, 2018, all dates inclusive,
and that such newspaper was regularly distributed to its subscribers during all of said period:

Application/Description of Proposal:
CUP -2018-0002 — Conditional use permit
request to locate a residential treatment fa-
cility. A new 6,000 square feet detox center
will be constructed and the existing structure
will be demolished. Excavation of the site
will include the disturbance of a maximum
o12,500 cubic yards of cut and fill.
Location of Proposal: Parcel
No.45232.0207; addressed as 14108 E
3rd Ave; situated approximately 700 feet
east of the intersection of 3rd Ave and
Evergreen Rd; further located in the NW 14
of Section 23, Township 25 North, Range
44 East, Willamette Meridian, Spokane
County, Washington.
Property Owner/Applicant: Arger Ever-
green Boarding Home II LLC, 300 N Mullan
Rd, Spokane Valley, WA 99206
Environmental Determination: The City
issued a Determination of Non -Significance
(DNS) on September 21, 2018 pursuant to
the State Environmental Policy Act (SERA)
and Title 21 (Environmental Controls) of the
Spokane Valley Municipal Code (SVMC).
The lead agency has determined that this
proposal does not have a probable sig-
nificant adverse impact on the environment.
An Environmental Impact Statement (EIS) is
not required under ROW 43.21C.030(2)(c).
This decision was made after a thorough
review of the completed environmental
checklist and other information on file.
Approval Criteria: SVMC Title 19 (Zon-
ing Regulations), The 21 (Environmental
Controls), the City of Spokane Valley Street
Standards, the Spokane Regional Storm -
water Manual; and the Spokane Regional
health District regulations.
Hearing Process and Appeals: The
Hearing Examiner will conduct the hearing
pursuant to the rules of procedure adopted
in SVMC Title 18 (Boards and Authorities).
All interested persons may testily at the
public hearing and may submit written
comments and documents before or at
the hearing. Any appeal of the Hearing
Examinees decision will be based on the
record established before the Hearing
Examiner, pursuant to SVMC Title 17.90
(Appeals). All hearings will be conducted
in:facilities that are accessible to persons
with physical disabilities.
Staff Report and Inspection of File: A
staff report will be available for inspection
seven (7) calendar days before the hearing.
The staff report and application file may be
inspected at the Community and Public
Works Department. located at Spokane
Valley City Hall, 10210 E Sprague Ave,
between 8:00 am and 5.00 pm, Monday -
Friday, excluding holidays. Copies of
documents are available at a reasonable
