Also,Owner desires to determine the proportional share of future improvement costs that are caused by the extension and realignment of Bigelow Gulch/Forker Road (Spokane County project). NATURE OF WORK The ENGINEER will provide traffic volume collection, review of existing planning documents, level of service calculations, safety analysis, preliminary(30%) design, cost estimation, coordination with Spokane County and/or SRTC,and prepare a final supplemental planning document to the existing Sullivan Road Corridor Study. TASK 1—PROJECT MANAGEMENT 1.1 Project Reporting/Project Management The ENGINEER will maintain regular contact with OWNER's Project Manager and maintain regular coordination with CITY staff for this project. The ENGINEER's Project Manager will be responsible for: 1.1.1 Owner Communication: Maintaining regular contact with the OWNER through informal office visits(assumed at 3 visits)by the PM except where other visits are referenced under other tasks),telephone conversations,e-mail and faxes to keep the OWNER informed on the progress of this contract. 1.1.2 Project Setup/Maintenance:Setting up hard copy and electronic files. 1.1.3 Status Reports:Providing status reports and invoices for work performed each month for the duration of the project. 1.1.4 Project Schedule:The ENGINEER will develop, with input from the OWNER,an initial project schedule(included in this scope of work). ENGINEER will update the project schedule periodically(3 updates are assumed)to reflect completion and budget.Changes in scope or schedule will be monitored by ENGINEER and communicated to OWNER. Amendments to address out of scope work or schedule modifications will be negotiated prior to the start of the additional work or implementing the schedule revision. 1.1.5 General Project Management:Coordinate design team activities so that the work is completed on schedule, meets industry standard of care, and meets the OWNER's needs and expectations as defined in this scope of work. The project manager will provide overall project management for the ENGINEER's work elements, including coordination with the OWNER and subconsultants. 1.2 Kick-off Meeting A Project Kick-off Meeting will be conducted to provide the necessary basis for a successful project that satisfies the needs of the OWNER, ENGINEER,and community at large. The Project Kick-off Meeting agenda will include discussion of overall project needs, areas of responsibility, project scope, budget and commitments to decision making and schedule. TASK 1 Deliverable(s) • Project schedule • Project schedule updates(3 updates are assumed) • Project meeting agendas and minutes(assumes 3 meetings) • Monthly progress reports and invoices TASK 2—TRAFFIC STUDY SERVICES 2.1 Existing Conditions Analysis 2.1.1 SRTC/Welch Comer Model Review:Review the existing SRTC model to understand assumptions, anticipated growth, traffic volumes and constraints used in the analysis. Also, review the Welch Comer modifications done to the model to analyze the intersection of Sullivan and Wellesley. ENGINEER will review assumptions and decisions made within the model that calculates the expected increase on traffic on Sullivan due to the Spokane County project. Should changes to the model be needed or recommended, ENGINEER assumes two meetings with SRTC and WSDOT will be necessary. It is assumed the land use and growth projects conducted for the SRTC plan is sufficient for this analysis. 2.1.2 Existing Corridor Study Review: Review the existing Sullivan Road Corridor in-depth to understand assumptions, traffic count data, traffic analysis, and recommended improvements. 2.1.3 Traffic Volume Collection:idax Data Solutions will perform simultaneous video traffic counts at 10 intersections for three hours during morning and afternoon peak traffic times (see attached email). The peak hours shown in the existing Sullivan Road corridor study of approximately 7am and 5pm are assumed to be close enough to capture the current peak hour during a 3-hour count. 2.1.4 Crash Data Review:Review the existing crash data provided by the OWNER on October 1, 2018 to determine the accident details within the Sullivan Road Corridor project boundaries. Those crashes will be analyzed and summarized to show information such as: date of accident, time of day,injuries/fatalities,contributing factors, weather, etc. A useful metric of accidents/million vehicles will be determined, and locations of high accident frequency will be identified. 2.1.5 Model Construction: Build/produce an existing conditions traffic model based on new traffic data. LOS calculations at all intersections and at several segments of Sullivan Road will be completed for the existing conditions using the existing traffic collected by the ENGINEER. These will be compared to those LOS calculations conducted at the same locations in the original Sullivan Road Corridor Study. Differences will be documented. 2.2 Future Conditions Analysis 2.2.1 Model Construction(Future conditions):Using the existing data collected in the field, new and existing assumption data in the original corridor study, expected traffic growth, revise the existing conditions model to reflect increased traffic in the future. Calculate levels of service for all intersections and segments along Sullivan within the project boundaries. 2.2.2 Model Construction(Future conditions with Spokane County Project):Using the future conditions model created in the previous task, add the expected traffic anticipated from the Spokane County project. Calculate LOS for all intersections and segments. Identify project improvements that are required for concurrency with City standards. 2.2.3 Proportionate Share Analysis:Comparing the two future condition models(one with the Spokane County project and one without),determine the added percentage of traffic added to Sullivan Road. This data will be used in determining the cost of improvements that could be attributed to the County's project. 2.2.4 Crash Data Analysis:Utilize the existing crash data and the expected increase in traffic due to the Spokane County project to estimate/forecast what the expected increase in accidents may be. 2.3 Final Report:Produce a written report explaining all elements of the analysis and compiling all results and designs. TASK 2 Deliverable(s) • Analysis report and preliminary designs (with all appendices). It is assumed this document will serve as an addendum to the original Sullivan Road Corridor Study. • All traffic data, Level of Service calculations, and crash data analysis. TASK 3—PRELIMINARY DESIGN ENGINEER will perform a preliminary design(approx.)30%on both options proposed at the Trent/Sullivan intersection:traffic signals and roundabouts. ENGINEER will also provide preliminary designs on any recommended improvements. It is assumed the OWNER will provide the ENGINEER with a topographic and boundary survey suitable for the preliminary design work described in this scope. 3.1 Traffic Signals Preliminary Design:The ENGINEER will perform two traffic signal designs at the on/off ramps north and south of Trent(SR 290). Lane configuration and overall layout will be based on results and minimum acceptable Levels of Service. Signal design will include turn bay lengths, pole locations, controller locations,loop/camera locations, and conceptual wiring& phasing. Preliminary Design will also include structural analysis and bridge replacement/modification recommendations. It is assumed the OWNER will provide the ENGINEER with the road section thicknesses and materials. 3.2 Roundabouts Preliminary Design: Design two 2-lane roundabouts to function at an LOS acceptable to the OWNER based on new traffic data, growths, and traffic influenced from outside projects(Bigelow/Forker). Roundabout designs will include the following primary elements: center median island sizing, truck apron width, circulating roadway width, fastest path calculations,entrance/exit speed analysis, splitter island layout, geometric traffic calming elements, illumination, and stormwater. Preliminary Design will also include structural analysis and bridge replacement/modification recommendations. It is assumed the OWNER will provide the ENGINEER with the road section thicknesses and materials. 3.3 Coordination with Structural Engineer: Sargent Engineers will perform the necessary structural work required for the preliminary design (see attached scope of work). The ENGINEER will coordinate closely with Sargent to ensure reliable structural designs and recommendations are provided. 3.4 Other Intersection Design: Based on the outcome of the ENGINEER's analysis compared to the original Sullivan Road Corridor Study, ENGINEER will provide preliminary designs at any intersections that have recommended design changes. For this scope of work,it is assumed three additional intersections will require revised preliminary designs along with recommended improvements between Wellesley and Trent. 3.5 Cost Share Estimation:The ENGINEER will perform quantity calculations and cost estimates for the following improvements: 3.5.1 Traffic Signals at the Trent/Sullivan Intersection(based on 30%design). 3.5.2 Roundabouts at the Trent/Sullivan Intersection(based on 30%design). 3.5.3 All other proposed improvements recommended in the original report and any changes recommended through Welch Corner's analysis. 3.5.4 Utilizing the proportionate share determined previously, calculate the costs of each recommended improvement that could be attributed to the Spokane County project. Methodology will be explained in narrative form in the report. Actual costs will be summarized in table format. Raw estimates will be included in the appendix. TASK 3 Deliverable(s) • Electronic(ACAD)files for all traffic signal and roundabout designs. • A list of any applicable design assumptions. • Opinions of Probable Construction Cost(hard copy and Excel format) • Copy of Traffic Model SARGENT Sargent Engineers,Inc. 320 Ronlee Lane NW Olympia,Washington 98502-9241 Tel 360 867-9284 Fax 360 867-9318 www.sargentengineers.com October 4,2018 Mr. Matt Gillis, PE Welch Comer Engineers 350 E. Kathleen Avenue Coeur d'Alene, ID 83815 RE: Sullivan Road at Trent Study Project No.: A18100.00 Dear Mr.Gillis: You have asked us to provide you with our structural input on the corridor modifications being suggested for the intersection of Sullivan Road and Trent Avenue(SR 290)in the City of Spokane Valley. The following proposal is intended to help you understand the work that needs to be completed as well as what it would cost for us to complete the proposed work. SCOPE OF WORK We will provide structural engineering support to Welch Comer for the Sullivan Road Corridor study being developed. Our support will include providing preliminary structural design, drawings, and budgetary level cost estimates for a few different modifications proposed to the Sullivan Road and Trent Avenue intersection. Our preliminary drawings would likely be a single sheet per structure and may include a rough layout plan and section view of the proposed bridge structures. We will also provide input on standard WSDOT wall types recommended for any proposed retaining wall structures if those are needed. We are assuming that a maximum of four(4)different options for the bridge structures will be developed, with three(3) bridge options for the Trent Avenue overpass and one(1)option for the BNSF crossing just south of Trent Avenue. The budgetary level cost estimates would likely be based off WSDOT square foot costs with minor modifications based on the complexity of the proposed bridge and wall structures, our knowledge of bridge and wall costs, the current bidding environment, etc. The deliverable for this project will likely be a brief memo addressed to you with our input on bridge and wall types, and bridge and wall costs, along with the above mentioned preliminary drawings. ENGINEERING BUDGET We estimate a maximum engineering services fee of$20,000 to complete the above scope of work. Please let me know if you have any questions.Thank you for this opportunity to be of service to you.
