Re: Law Enforcement Interlocal Agreement— WSTC Grant for Promotional Pay
Dear County Commissioners and Sheriff Knezovich,
The City of Spokane Valley (City) does hereby provide authorization to Spokane County
(County) and the Spokane County Sheriff's Office to increase the classification of Deputy Todd
Miller to corporal while continuing to serve in the same position in the Spokane Valley Police
Department (SVPD) dedicated Traffic Unit. This authorization is a temporary adjustment to a
dedicated Spokane Valley position in the Interlocal Agreement for Law Enforcement Services as
Provided by the Spokane County Sheriffs Office to the City of Spokane Valley (Law
Enforcement Agreement), executed September 5, 2017.
Deputy Miller works in the Spokane Valley Police Department's dedicated Traffic Unit, and is
recognized as one of the most skilled and proficient officer's in the state at identifying, testing,
and processing impaired drivers. Deputy Miller is next in line to be promoted to a Detective
position. Because of his proficiency in processing impaired driving cases, and in recognition of
Deputy Miller's expertise and the impact it has on traffic safety in the community, the
Washington Traffic Safety Commission (WTSC) has agreed to fund the pay difference between
the deputy salary and a corporal salary (equal to a detective). Deputy Miller has agreed to
temporarily forgo a promotion to detective, and instead accept a classification as corporal but
remain in a dedicated SVPD deputy position, continuing to serve on the Traffic Unit.
The funding from WTSC will be for the period of 10/1/18 through 9/30/19. Should the WTSC
not renew the funding for a subsequent year, then Corporal Miller will be assigned to the first
available detective opening. Should a detective spot not be available at the time the WTSC
funding ends, the City agrees to pay the additional corporal salary until such time that Deputy
Miller transfers to a detective position. Should the WTSC fund the corporal salary for additional
years, the terms of this letter agreement shall continue to be in force until such time as Deputy
Miller moves to a detective opening or leaves his Traffic Unit position.
When Deputy Miller transfers to a detective position or otherwise leaves the Traffic Unit, the
opening on the Traffic Unit shall be filled by a deputy and will remain as a deputy classification.

Enforcement Officer Project.
FISCAL IMPACT: One hundred and twenty-seven thousand, nine hundred and fifty-six dollars and
fourteen cents ($127,956.14)for personnel costs of a new position dedicated DUI Enforcement Officer
assigned to unincorporated Spokane County, promotion personnel costs via contract for the existing
DUI Enforcement Officer assigned to the City of Spokane Valley, training/travel costs, and indirect
costs.

County,Washington(hereinafter sometimes referred to as the"Board"or"Board of County Commissioners")has the care
of county property and the management of County funds and business;and
WHEREAS, on or about October 25, 2018, the Spokane County Sheriffs Office was awarded funds in the
amount of$127,956.14 (one hundred and twenty-seven thousand, nine hundred and fifty-six dollars and fourteen
cents), including $4,730.00 (four thousand, seven hundred and thirty dollars) to be provided to the City of Spokane
Valley via contract, from the Washington Traffic Safety Commission for Spokane County Sheriff's Office 2018-2019
Dedicated DUI Enforcement Officer Project;and
WHEREAS, the Board of County Commissioners has adopted a Financial Assistance Policy under Resolution
Nos. 12-1017 and 13-0219(the"Policy"). Based on the Policy,the Spokane County Grants Administrator or designee has
recommended that the Board of County Commissioners accept the award for Spokane County Sheriff's Office 2018-2019
Dedicated DUI Enforcement Officer Project.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of County Commissioners of Spokane
County, Washington, pursuant to the provisions of the County's Financial Assistance Policy adopted under Resolution
Nos. 12-1017 and 13-0219,that:
(1) the Board does hereby accept the award in the amount of$127,956.14 (one hundred and twenty-seven
thousand, nine hundred and fifty-six dollars and fourteen cents), including $4,730.00 (four thousand,
seven hundred and thirty dollars) to be provided to the City of Spokane Valley via contract, from the
Washington Traffic Safety Commission for the Spokane County Sheriffs Office 2018-2019 Dedicated DUI
Enforcement Officer Project;and
(2) either the Chairman of the Board, majority of the Board, Chief Executive Officer, Chief Operations
Officer,Chief Budget Officer or the elected official of the office receiving the award, is hereby authorized
to execute, at other than an open meeting, any and all documents to implement this award as well as any
subsequent amendments after review by the
Spokane County Grants Administrator or designee.
