The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required under RCW
43.210.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This Information is avail-
able to the public on request.
Determination: This MONS is issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 days horn
the date issued.

Mitigation Measures:
1. The following documents shall be sub-
mitted to the City of Spokane Valley Senior
Engineer for review and approval:
a. Ablest plan, that includes a road closure
plan for Carnahan Road, shall be submitted
a minimum of 72 hours (3 business days)
before any scheduled blasting occurs; and
b. A pre -blast notification letter and distribu-
tion plan shall be submitted at least one
week prior to any blasting activities.
2. All blasting operations shall comply with
WAC 296-52.
3. Give 48 hour notice of the time and place
of blasting operations to the following utility
companies; Avista, City of Spokane Sewer
and Water, Comcast, Century Link, and
Yellowstone Pipeline.
4. Notify the Spokane Valley Fire Depart-
ment at (509) 928-1700 no less than
48 hours prior to commencing blasting
operations.
5. Contact Spokane Valley. Fire Department
dispatch at (509) 532-8900 belore and im-
mediately after blasting occurs.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
'objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuanttothe City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
