Mitigation Measures:
1. All travel surfaces and storage areas shall
be paved to minimize dust emissions.
2. The applicant shall complete a Dust
Management Plan in accordance withSpo-
kane Regional Clean Air Agency (SRCAA) •
Regulation 1, Section 6.05 requirements. A
copy of the plan shall be submitted to Spo-
kane Valley Community and Public Works
Department prior to operation.
3. The applicant shall submit an Inadver-
tent Discovery Plan to the Spokane Valley
Community and Public Works Department
prior to the Issuance of the Engineered
Grading Permit.
4. The applicant shall submit a site plan
in compliance with the requirements of
Spokane Valley Municipal Code (SVMC)
Chapter 19.75 Transitional regulations and
SVMC Chapter 22.70.070(D) Screening
regulations for review and approval to the
Community and Public Works Department
prior to Issuance of the Engineered Grading
Permit. The applicant shall demonstrate
that the Transitional regulations will be met,
and the landscaping is installed prior to the •
City's Project Codification process pursuant
to the Spokane Valley Street Standards
Chapter 9.13 Project Certification. All land-
scaping & screening shall be in a healthy
condition when planted and maintained in
a hea6hy condition with necessary irriga-
tion and maintenance to ensure a clean
and weed -free appearance during the Ilte
of the project.
Appeal: An appeal of this determination
shall be submitted to the Spokane Valley
Community & Public Works Department
within fourteen (14) calendar days after the
date issued. The appeal must be written
and specific factual objections made tt
City's threshold determination. Appeals
shall be conducted id conformance with
SVMC 17.90 Appeals, and any required
lees pursuant to the City's adopted Fee
Schedule shall be paid at the time of appeal
submittal. Pursuant to WAC 197-11-680,
appeals shall be limited to a review of a •
final threshold determination.
