COMMUNITY AND TRAFFIC STUDY SCOPING MEETING
FOR THE PROPOSED PAINTED HILLS PLANNED
RESIDENTIAL DEVELOPMENT (PRD)
Notice is hereby given that a Community and Traffic Scoping Meeting will be held on
March 3, 2015 from 6:00 PM to 7:OOPM at Chester Elementary located at 3525 S.
Pines Road, Spokane Valley, WA 99206 in the Library. The purpose of this meeting is
for discussing the proposed project and SCOPING a Traffic Study for Painted Hills
PRD a proposed Preliminary Plat.
Proposed Project: The project proposal involves subdividing approximately 100
acres into single family attached and detached residential Tots, multi -family units, and
mixed use with retail space and residential units combined, totaling about 578 units.
Existing structures will be retained in a commercial use area. Proposal includes
approximately 30% park/open space areas.
Proposed Project Location: The property is located in Section 33 & 34, Township
25 North, Range 44 East, and Section 4 Township 24, Range 44 East, W.M., Spokane
County, WA.
Purpose of Traffic Meeting: This meeting is being held to fulfill the requirements
of the City of Spokane Valley and Spokane County to provide a community and traffic
scoping meeting for the above referenced project. The purpose of the meeting is to
give an opportunity for the public to learn about the proposal, ask questions, and to
exchange ideas about the proposal. This traffic scoping process is a conversation with
the Community to discuss existing or potential traffic issues that currently exist or that
may exist as a result of this project. Items such as appropriate land use, other pending
Land Use decisions, plats or ancillary issues can be discussed at this meeting. Once
this meeting is complete, a final scoping meeting will be held with the City of Spokane
Valley and Spokane County to finalize the scope of this traffic study.

This memorandum is intended to establish the number of trips generated by land uses for the
proposed Painted Hills planned unit development. The proposed development includes a 52 unit
attached Cottage Lots, 206 Single Family Residential Lots, 42 Estate Lots, 228 Apartment Units,
and commercial development (4.26 ± ac), with a total square footage of 26,400 sf (26.4 KSF).
The ITE Trip Generation Land Use Code (LUC) for each land use is listed below in Table 1.

with 4 trips entering the site, and 19 trips exiting the site. In the PM peak hour the project is
anticipated to generate 28 trips; with 19 trips entering the site, and 9 trips exiting the site. The

per day.
For the single family units, Land Use Code #210, Single Family Residential, was used. The trips
generated by the single family lots are shown in Table 3.

generate 153 new trips, with 38 new trips entering the site, and 115 new trips exiting the site. In
the PM peak hour the project is anticipated to generate 196 new trips; with 124 new trips
entering the site, and 72 new trips exiting the site. The Single Family Residential Lots are
anticipated to have an Average Daily Trips (ADT) of 1,962 trips to/from the site per day.
For the Estate lots, Land Use Code #210, Single Family Residential, was used. The trips
generated by the cottage lots are shown in Table 4.

with 8 trips entering the site, and 24 trips exiting the site. In the PM peak hour the project is
anticipated to generate 42 trips; with 26 trips entering the site, and 16 trips exiting the site. The
Estate Lots are anticipated to have an Average Daily Trips (ADT) of 400 trips to/from the site
per day.

For the commercial development Land Use Code #820, Shopping Center was used. The trips
generated by the commercial development are shown in Table 7.

As shown in Table 6, in the AM peak hour the Shopping Center is anticipated to generate 26
driveway trips, with 16 driveway trips entering the site, and 10 driveway trips exiting the site. In
the PM peak hour the project is anticipated to generate a maximum of 99 driveway trips; with 48
driveway trips entering the site, and 51 driveway trips exiting the site. The Commercial
Development is anticipated to have an Average Daily Trips (ADT) of 1,128 trips to/from the site
per day.
Internal Trips — as shown in Table 7, are internal/shared trips between the retail and residential
(Single Family and multi -family) land uses, In the AM peak hour the shopping center land use is
anticipated to share 3 trips in the AM peak hour, with 2 trips entering the shopping center and 1
trip exiting the shopping center. In the PM peak hour the shopping center land use is anticipated
to share 20 trips, with 8 trips entering and 12 trips exiting.
Pass By Trips - as shown in Table 7, are anticipated from Dishman-Mica Road in the AM peak
hour the shopping center is anticipated to generate 8 pass -by trips, with 5 pass -by trips entering
the site and 3 pass -by trips exiting the site. In the PM peak hour the shopping center is
anticipated to generate 27 pass -by trips, with 13 pass -by trips entering the site and 14 pass -by
trips exiting the site.

FOR THE PROPOSED PAINTED HILLS PLANNED
RESIDENTIAL DEVELOPMENT (PRD)
Notice is hereby given that a Community and Traffic Scoping Meeting will be held on
February 18, 2015 from 6:00 PM to 7:00PM at Chester Elementary located at 3525
S. Pines Road, Spokane Valley, WA 99206 in the Library. The purpose of this
meeting is for discussing the proposed project and SCOPING a Traffic Study for
Painted Hills PRD a proposed Preliminary Plat.
Proposed Project: The project proposal involves subdividing approximately 100
acres into single family attached and detached residential Tots, multi -family units, and
mixed use with retail space and residential units combined, totaling about 578 units.
Existing structures will be retained in a commercial use area. Proposal includes
approximately 30% park/open space areas.
Proposed Project Location: The property is located in Section 33 & 34, Township
25 North, Range 44 East, and Section 4 Township 24, Range 44 East, W.M., Spokane
County, WA.
Purpose of Traffic Meeting: This meeting is being held to fulfill the requirements
of the City of Spokane Valley and Spokane County to provide a community and traffic
scoping meeting for the above referenced project. The purpose of the meeting is to
give an opportunity for the public to learn about the proposal, ask questions, and to
exchange ideas about the proposal. This traffic scoping process is a conversation with
the Community to discuss existing or potential traffic issues that currently exist or that
may exist as a result of this project. Items such as appropriate land use, other pending
Land Use decisions, plats or ancillary issues can be discussed at this meeting. Once
this meeting is complete, a final scoping meeting will be held with the City of Spokane
Valley and Spokane County to finalize the scope of this traffic study.
