This project is located in Sections 3 and 4, Township 24 N, Range 44 EWM. The Project is generally described as bounded by Thorpe Road on the North, Sioux Road on the South, Cree Road on the East and Dishman-Mica Road on the West (see Figure 1). B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): flat, rolling, hilly, steep slopes, mountainous, other The project site is generally hilly with a general slope from South to North and generally located in County road right-of-ways. b. What is the steepest slope on the site (approximate percent slope)? Fifteen percent (15%). c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Hetrogeneous metamorphic rock and gravel flood deposits, and loess. :\sewer\dns-sepa\sepa-Painted Hills, Ph 1 2 d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. e. Describe the purpose, type, and approximate quantities of any filling or gading proposed. Indicate source of fill. The project will include excavation and backfilling of trenches for installation of the sewer pipe. Final grades to remain the same as existing. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. g. No. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? Impervious surfaces will be removed and replaced in their original configuration over the pipeline alignment. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: The trench will be backfilled and resurfaced immediately following placement of pipe to avoid erosion potential. Standard erosion control management practices will be used as necessary. 2. Air a. What types of emissions to the air would result from the proposed (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Short-term operation of heavy equipment and additional traffic in the work areas during construction will produce some dust and engine emissions. However, construction activities will be of short duration and temporary. Dust and emissions generated during construction will be controlled in a variety of methods (see Item 2.C). b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No. c. Proposed measures to reduce or control emissions or other impacts to air, if any: The contractor will be responsible for implementing appropriate measures during construction to reduce dust and exhaust emissions in compliance with current State and Spokane County Air Pollution Control Authority regulations. Typical measures that could be employed include: :\sewer\dns-sepa\sepa-Painted Hills, Ph 1 3 • Keeping construction vehicles and equipment well maintained. • Applying tarps to soil stockpiles during high wind conditions. • Applying water to excavated and graded areas. 3. Water a. Surface: 1. Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Yes, Chester Creek. 2. Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. While the majority of the construction will be within existing roadways, piping will be jacked and bored beneath the Chester Creek at the location of the Thorpe Road Bridge crossing. At the completion of construction, the area will be returned to pre-existing conditions with no changes to any contours or increases to any hard surfaces. The areas adjacent to Chester Creek, where work may occur, has been disturbed in past years from ditching and other utility work. 3. Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None. 4. Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No. 5. Does the proposal lie within a 100 -year floodplain? If so, note location on the site plan. Yes, the construction within the Thorpe Road right-of-way is within the 100 -year floodpain (see Figure 2). At the completion of construction, the area will be returned to pre-existing conditions with no changes to any contours or increases to any hard surfaces. 6. Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. This project will eliminate existing septic tanks that discharge domestic sewage into the Spokane Rathdrum Aquifer. c. Water Runoff (including storm water): 1. Sincerely, Kate McCaslin Page 1 Pat Harper Spokane County Engineers Office Spokane, Washington Re: Developer Agreement Alternate Off Street Parking Pat, RECEIVED MAY 0 5 2000 SPOKANE COUNTY ENGINEER As owner of Painted Hills Golf Course, I am willing and able to sign an agreement with Spokane County committing to replacing the proposed parking layout at my own expense if Spokane County should widen or need the use of the 12+/- feet of right of way presently incorporated within the parking area. The alternate location would be immediately north of the presently proposed parking area, shifting the presently proposed parking 12+/- feet north. We will change the location of the starter shack to allow for this expansion. The purpose for the presently proposed parking plan is to minimize the amount of impermeable area within the flood plain. This layout reduces the impact on the flood plain by more than 4000 square feet since no approach and turn around area is required. This design plan is exactly similar to the angle parking, for instance, of the county park at 8th and Park Road. The traffic load is clearly triple (if not more) on Park Road where an unpaved parking strip is located. Also, a parking strip area was developed by Spokane County on 7th Avenue at the same location. I have been and am still trying to be a responsible developer meeting the requirements of not only today, but also trying to anticipate the needs of the future. That is one reason why I have volunteered the grassy weir overflow to be constructed at the east end of the proposed "208" drainage swale. It is not a requirement, but it is something that is clearly needed to help reduce the impact on periodic flooding within the Thorpe Road drainage area.
