CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a
nine hole 3,400 yard golf course with a 2,000 square foot clubhouse
on a five acre section two feet above the flood plain.
Approximately three percent of the property will be graded and two
bridges for golf cart use will be constructed. The applicant has
started the process of petitioning for Thorpe Road to be changed to
45th.
II. Construction Schedule - Will start May 1 on storage building,
clubhouse and parking lot.
SUMMARY OF DEPARTMENTAL REQUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. It was noted that this proposal was approved for a
conditional use permit (CUE -26-85) on November 4, 1985.
Some of the conditions in the conditional use (CUE -26-85)
are as follows:

a) A specific landscape plan specifying the
location, size, height of plants including
sprinkler system for the high activity area.
b) Sign requirements are to be specified as per
Section 4.27.120f of the zoning ordinance.
c) The applicant shall obtain a flood plain
permit from Engineers.
d) At the initial phase the parking lot shall
have 65 paved and (strippe stalls.
e) Be in compliance with the ASA overlay zone.
f) A final site development plan for the golf
course, including the description of lighting,
fencing, gates, water hazard ridges and signs shall
be submitted for approval."'-"

2. Tom Mosher clarified condition of number 5 regarding
club house activities.
3. Tom Mosher discussed the conditions of the mitigated
determination of non -significance. That prior to any
further grading work, the conditions of the threshold
determination shall be completed including obtaining the
flood plain development permit pursuant to the Flood Plain
Management Program administered by County Engineer's
Office.
B. Permit Release Requirements
1. The proposal shall comply with the conditions of the
conditional use permit (CUE -26-85). That a final site
plan be submitted for review and approval. The site plan
is to include lighting fencing, landscaping, property
dimensions, parking and other items identified as a
condition of the conditional use permit.
II. Engineering (456-3600)
A. Discussion/Requirements
1. Comments relating to a drainage plans was given to
the applicant and Building and Safety by Bob McCann.
2. Your contact person at the Engineer's Office will be
Cary Nelson. It was requested that the applicant contact
Gary to find out his time schedule for review of the
proposal.
3. It was stated that the project must comply with
the Engineer's conditions of the conditional use permit.

4. It was stated that a drainage plan for the parking
lot and clubhouse site must be submitted for review and
approval.
5. It was stated an approach permit must be obtained
for driveway approaches to Thorpe Road.
B. Permit Release Requirements
1. A drainage plan for the site which has been prepared
in compliance with Spokane County "Guidelines for
Stormwater Management" must be submitted.
2. A RID/CRP agreement for Thorpe Road
'must be recorded. The applicant stated that it is
their desire to enter an agreement from the west end of
the bridge to the intersection. This request may be
accomplished through a request for a design deviation.
III. Health District (456-6040)
A. Discussion/Requirements
1. It was stated that a permit for the on site sewage
disposal system will be required.
2. The proposal is in an ASA overlay zone, thus an'
agreement must be signed to allow access to septic tanks
on an annual bases for the purpose of sampling to check
for the presence of critical materials. The cost of the
sample retrieval and laboratory analysis will be the
responsibility of the owner.
3. Sizing of the septic system will be based on the
peak flow from the building which can be determined from
comparative water use figures from similar facilities.
EPA standards require 50 gallons per seat per day. If
system design exceeds 3500 gallons per day, the Department
of Social and Health Services will have jurisdiction for
review and approval.
4. It was stated that the proposal must comply with
the Environmental Health conditions of the conditional
use permit (CUE -26-85).
5. It was noted that the water will be connected to
Spokane Suburban and the project will not be using the on
site well.
6. It was noted that the storage building with a
restroom will be pumped to the system serving the
clubhouse.
7. The on site sewage system shall maintain a 3 foot
grade separation from the flood plain.
B. Permit Release Requirements
1. An application for a sewage disposal permit needs to
be submitted plus water usage data in order that the
system may be sized.
IV. Utilities Department (456-3604)

A. Discussion/Requirements
1. The utilities Department was not present and did
not have any comments.
Building and Safety (456-3675)
A. Discussion/Requirements
1. A letter with comments relating to the preliminary
plan review for the proposal were given to the
applicant by Ken Jeffrey. It was noted there are no -
plans for the structure available at this time.
B. Permit Release Requirements
1. Two complete sets of construction plans and an
addendum addressing the items discussed in the plan review
letter are required to be submitted for review and
approval.
VI. Fire District 1 (928-4262)
A. Discussion/Requirements
1. Access for emergency equipment including turn
arounds was discussed.
2. Fire flow requirements are to be determined.
3. It was apparently determined that the construction
site is located within the fire district's boundary which
is adjacent to Fire District 8.

B. Permit Release Requirements
1. Fire district will need a copy of the site plan for
review including fire flow figures.
APPLICANT'S COMMENTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To plans as required by any or all of the above -listed departments
shall be submitted in sets of 7 to Building and Safety who will then
distribute accordingly to each department.
ADJOURNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.

Note that the new parking encroaches t e critical area
set back by a total of 300 square feet. This encroachment is
mitigated by intensive planting of aspen and cottonless
cottonwood trees from the north end of the parking area to the
bridge improvement in Thorpe Road, comprising over 30 trees
and 600 to 800 square foot buffer. This encroachment area
currently and as improved will drain onto Painted Hills Golf
Course property.
