Senske telephoned this morning to discuss my comments and appeal. He later hand -delivered a written response. Based upon both the conversation and letter dazed March 21, 2000, I withdraw my appeal to the DNS. I do this for two reasons: 1. Mr. Senke is obligated to participate in and not oppose a Road Improvement District for Thorpe Rd. 2. Mr. Senske does not oppose the construction of 40t Ave. across his property in the approximate location designated in the Arterial Road Plan, subject to relocation of his amenities. As stated in my comments, I am concerned about the lack of arterial connection south of Midilome Subdivision. Mr. Senske's position as to Thorpe Rd. improvements and location of a minor arterial at 40th Ave recognizes the need for improvement of the transportation system in this area of the Valley and facilitates change necessary for safe residential streets. Broadway Ave. Spokane, Wa 99260-0170 Attn: Tammie Williams Re: Response to DNS comments RECEIVED MAR 2 1 2000 SPOKANE COUNTY ENGINEER The county, in recognition of the needs of the traffic demands of the community surrounding Midilome, required in 1988 that Painted Hills Golf Course agree to participate in and not oppose an eventual road improvement district(RID) for Thorpe Road. An agreement to that effect was signed about April of 1988(copy not in my files). The traffic problems within and surrounding Midilome subdivision are more related to the traffic movements from and within Midilome and its residents, not from theadjacent golf course. The original plans for Midilome included 40th at the south end of the project. That plan was vacated by the developers in 1989 (approximate) when they saw that a golf course was being built adjacent to their ownership. Traffic generated from and within Midilome is between 4480 trips per day and 5600 trips per day. If our golf course had been developable into single family residences as anticipated within the Urban 3.5 land use designation, it would have created over 3445 trips per day while the existing golf course creates less than 345 trips per day. The Painted Hills golf course is served on three sides by various designations of arterials, Dishman-Mica being the highest designation and within 125 feet of the entrance to the golf course. Thorpe Road serves the entrance to the course, while Madison Road feeds Thorpe Road from the East. The county records for June 1999 for these three arterials indicates the following trip counts: Dishman-Mica Road 5945 trips / day Thorpe Road 1842 trips / day Madison Road 2107 trips / day From empirical observation over a 12 year period, it appears that 60% of the traffic generated to and from Painted Hills Golf Course is from the West off Dishman-Mica Road with 40% from the East off Madison Road. Chester Creek Par 3 Traffic Impacts: No traffic design data is available forapar 3 golf course. From experience, it is clear that �gP-------- a regulation 9 generates substantially less traffic than a regulation 18. Further, from interviews with the two existing par 3 golf courses in Spokane, it is clear that a par 3 will generate substantially less traffic than a regulation 9. Over the past 10 years Painted Hills Golf Course has generated rounds of play as shown on the attachment labeled "PHGC Rounds Played." Our expectations at Chester Creek Par 3 are shown on the attachment labeled "Chester Creek Par 3." An estimate of traffic generation and its distribution East and West to Madison Road and Dishman-Mica Road is shown on attachment labeled "Traffic Generation Chester Creek Par 3." (Please note that for simplicity and a worse case, it was assumed that all traffic on the two north -south arterials was to and from the north.) The peak traffic increases shown, 93.6 per day towards Dishman-Mica and 62.4 towards Madison Road, do not represent any substantial increase in existing daily trip counts for any of the three roads. Keeping in mind that few trips are during the peak flow periods of 7-9 a.m. and 4-6 p.m., the impact is even less significant. As a mitigating measure to the concerns of the neighbors to the north, Painted Hills Golf Course would not oppose the construction of 40`" avenue by Spokane County from Bowdish to Madison Road. Further, we would reiterate our present obligation to participate in and not oppose an RID for Thorpe Road improvement pursuant to the conditional use permit for the existing Painted Hills Golf Course. Neither the National Golf Foundation nor the Golf Course Owners Association of America, both of which I belong and support, have any statistics about play or traffic generation from a Par 3 course. I am submitting the attached empirical data from Painted Hills Golf Course, 1991 through 1999 (see attachment). The plays generated at a Regulation 9 hole golf course, such as Painted Hills Golf Course, will be substantially greater than those generated by a 9 hole par 3 from not only my experience but also based on comments from the two existing par 3 courses in Spokane. For fmancial purposes, and to be realistic, I used 10,000 plays as an optimum capacity. I have yet to hit any projected figures that I have proposed to date for Painted Hills Golf Course. I have estimated on the high side by as much as 20%. Attached is the estimated use of the Par 3 course, by month of year, by hour of the day, and an estimated breakdown of means of transportation, walking, single car occupancy and multiple occupancy car. The distribution of traffic can only be estimated based on 12 years of observations. It is my best estimate that 60+% of traffic to Painted Hills Golf Course is generated off Dishman-Mica Road with 40% from Madison Road to the East. For simplicity, it is assumed that all traffic generated on Madison Road and Dishman-Mica Road is from the North. The traffic generated on Dishman-Mica Road and Madison Road peaks in June at 84 and 56 trips per day, respectively, with peak evening rush hour of 12 and 8 trips per hour, respectively. The present traffic trips per day on Dishman-Mica and Madison Roads are 5945 and 2107, respectively with Thorpe Road carrying 1842 trips per day according to figures collected by Spokane County in June of 1999. The additional trips per day do not represent a limiting, factor in the capacities of these existing roads based on empirical observations of the past 12 years. The Urban 3.5 designation for this area within the comprehensive plan, anticipated a daily traffic generation of nearly 245 trips per day from the land being used for the par 3. Together with the land of Painted Hills Golf Course, the daily trips generated within the golf course area, according the Urban 3.5 designation, could have amounted to nearly 3445 trip per day while less than 345 presently occurs. It should be further noted that Painted Hills Golf Course has executed an agreement with Spokane County to participate in a Road Improvement District for Thorpe Road between Madison Road and Dishman-Mica Road. This agreement was signed by the owners of Painted Hills Golf Course on or about April of 1988. As a mitigating measure to the traffic concerns of Gayle Puu Carroll, Painted Hills Golf Course would not oppose the construction of 40th Avenue by Spokane County from Bowdish Road to Madison Road. I have compared the traffic information provided in the checklist to the Golf Course land use rate found in the Trip Generation Manual (TGM) published by the Institute of Transportation Engineers. There are no trip rates specifically for a par 3 course in the TGM. Based on the golf course rates, there is the potential for approximately 320 daily trips, 35 of which would be expected in the PM peak hour. Due to the difference in TGM and checklist traffic volumes, 1 ask that the sponsor(s) of the project provide Spokane County with a traffic distribution letter to better quantify the traffic volumes and patterns generated by the project. A summary of requirements for traffic distribution letters is attached. If you have any questions, please don't hesitate to bring them to my attention. The distribution letter documents the proposed development and provides county staff with basic traffic information. Using the information provided, staff will determine the extent of traffic review that will be required. To ensure all of the information needed to make a timely decision on a traffic study is present, the following topics should be included in the Traffic Distribution Letter. • Description of the project to include size of buildings, proposed use, existing uses and any phasing that will be used. • Vicinity map showing the project location. • Discussion of trip generation. • Map showing project traffic assigned to the road network in the vicinity of the project. If pass -by trips were to be used separate figures showing pass -by, new and composite trips would be required. • A brief discussion of possible impacts (or no impacts) as a result of this project. • This letter should be sealed by an engineer, licensed in the State of Washington and having experience in traffic/transportation engineering. Traffic Distribution Letters should be received no Tess than three days prior to any scoping • meetings. Once the distribution letter is received, a determination as to whether a traffic study is needed will be made. If further study is required, a scoping meeting will be scheduled and the scope of the study agreed upon. If no further study is required, a letter acknowledging the distribution will be sent and the project released from further traffic review. By following the steps outlined above, the traffic analysis and review process will progress in a logical and efficient manner. Dear Mr. Johns: Please accept this letter as my comments to the above referenced proposal and as an appeal, if this is the appropriate time to appeal a preliminary DNS. The notice published in the newspaper indicates that the comments and appeal are due together on March 14, 2000. I direct my comments specifically to the issue of traffic and impact to the transportation system south of Midilome Subdivision. Transportation issues in this part of Spokane Valley need to be carefully considered and addressed for all new development, including expansion of golf course use at this site. This expansion has real impact because increased traffic volume and/or congestion on Thorpe Rd. will push local arterial use in other directions unless Thorpe Rd. is improved first. Thorpe Rd. is the only east -west connection south of 32nd Ave., between Pines Rd. and Bowdish Rd., and it provides local arterial access for Painted Hills and Ponderosa residents to and from Dishman-Mica Rd. It is not built to arterial standards despite the fact that it is within the IUGA, and it has the look and feel of a rural road even though it serves other businesses, for example, Haase Landscape, Inc. The answers on the applicant's Environmental Checklist indicate that Thorpe Rd. will not be impacted because it "presently has less than half capacity utilized". I am not aware of a traffic impact analysis for this project and request that the applicant prepare one before any further action is taken. I want to know how the applicant determined the trips per day projections (40 to 120) and whether these projections are realistic for the proposed additional golf course use. Please remember that this entire area of the Valley is included in the Spokane County Planning Commission's Preferred Urban Land Use Alternative. Our County visionaries want to see higher density land use in the immediate area of Thorpe Rd., and Spokane County must address proper infrastructure now, not later. Thorpe Rd. is the only east -west connection south of Midilome Subdivision. This fact is important because 40th Ave., a proposed minor arterial in the Arterial Road Plan, has not been built. This missing connection affects every driver using the arterial system in this area of the Valley and especially the residents who feel the impact of increased traffic volume on their residential streets. I have attached copies of my earlier correspondence in the University High School Rezone to explain how 40th Ave. disappeared. (See Attachment A with Exhibits 1 - 3, and Attachments B and C.) It is imperative for the safety of Midilome residents that Spokane County address the transportation system in our area (or should I say lack of it) before additional problems are created. Residential streets should not be built to higher standards than roads such as Thorpe Rd. With increased commercial use of Thorpe Rd. as proposed, a DNS is premature before a traffic analysis is complete. Additionally, road improvements should be installed before businesses along Thorpe Rd. expand beyond present use. We have identified our problem yet your conditions do not include measures specific to our problem (such as closure of our roads at Pines or any other effective traffic management plan). I am compelled, therefore, to write these comments. Specifically to your Condition of Approval No. 10 which reads, "Access to Pines Road shall be prohibited until such time as specifically authorized by the Spokane County Engineer.", here is my "plain English" translation of this condition: 1. Spokane County knows: (a) CVSD's orientation of vehicle access for University High School exclusively to 32nd Avenue is problematic, and (b) this approach dodges Midilome's traffic issues and mitigation required by applicable law and regulation. 2: Spokane County anticipates the need to redesign vehicle access in the future, especially access to Pines Road from the student parking lot of the high school site. 3: Future adjustments for vehicle access to Pines Road, subject only to approval by the County Engineer, will not require public participation or mitigation of known impact8. Spokane County failed to protect the public interest in 1988 and 1992 when decisions were made to informally amend the Arterial Road Plan for our neighborhood. On the same note, the fire access lane to the high school site from 40th Avenue (Condition No. 9) must be limited to emergency vehicle access only until a minor arterial at 40th Avenue is constructed from Dishman-Mica Road to State Route 27 as designated on the Arterial Road Plan. I continue to express my concern about what has happened to our neighborhood in the past and what is proposed for 1999. Our neighborhood experiences shortcut traffic due to past errors in transportation decisions. Traffic is drawn to traffic generators located on Pines Road, i.e. the schools, because school service area is situated to the south and west of Midilome. Everyone involved in decision making in 1988 and 1992 knew or should have known of the facts. These schools need a minor arterial at 40th Avenue; they needed it in 1988, in 1992 and still need it in 1999. I would ask that you please reconsider your conditions of approval as written and amend: (1) to require, at a minimum, public participation and mitigation of impacts in, the event vehicular traffic is routed to Pines Road from the high school site, and also emergency access only restrictions on the access road to 40th Avenue as stated above; and (2) to incorporate mitigation specific to Midilome's needs. I do not understand how 40th Avenue disappeared when official controls had been adopted for placement of an effective arterial system in our area consistent with original subdivision conditions. It seems obvious to me that traffic penetrating my neighborhood should be on a minor arterial and, but for the elimination of 40th Avenue as the south boundary arterial, would be on a minor arterial right now. I am very concerned that once again, with Central Valley School District's rezone, Spokane County will ignore its own good advice found in the circulation element of the Comprehensive Plan and the Arterial Road Plan. If a high school is built at the proposed site, it will generate traffic through our neighborhood interior at unprecedented levels. Shortcut traffic is already a problem directly related to existing school function and community use of school facilities. Adding a high school to our present burden will destroy the integrity of our neighborhood unless Spokane County addresses what is fundamentally wrong: this area Tacks the arterial framework to support the proposed use of the U -High site. I ask that you send me a copy of the long range plan in effect from 1976 through 1985, in particular, the map (or maps) and descriptive text showing the location of arterials and proposed arterials in the Midilome area.
