The Environmental Check List addressed grading, drainage, landscaping, parking and buildings and lighting. Your staff now wants the entire grading plan for the 9 hole course to be attached and reviewed prior to issuance of a building permit for the 192 square foot (192sq.ft.) starter shack. The grading involved moving less than 5000 yards of dirt, is not being developed for any structural use, excavation did not exceed two feet, and no erosion impacts off the 90 some acre site of Painted Hills Golf Course. During the mid -point of the grading, a major storm caused substantial flooding in the Chester Creek area with minimal erosion occurring. We are less than 3 weeks from planting of grass and trees to complete the project after the irrigation is installed. I request that the construction that proceeded with good faith, having received the flood zone development permit, and is now 90% completed, be allowed to be completed without any further delay. I request that the grading plan that your staff is now requesting for the entire 9 hole project be waived in writing by you, the Director of the Building and Code Enforcement Department. Michael L.
