Ave. to 14 mile south of Trent Ave.)
Proposal Description: City project to
construct a three lane 36' wide roadway
with curb, gutter and a 10' wide shared
use path; a stormwater pond will be con-
structed 10 treat road runoff; and Spokane
County will extend -a sewer main the length
of the protect.
Proposal Location: The project is located
within the right-of-way of Barker Road from
Euclid Avenue to approximately 'h mile
south of the Intersection of Barker Road and
Trent Avenue. It is further located between
Section 5 and 6, Township 25 North, Range
45 East, Willamette Meridian, Spokane
County, Washington.

Lead Agency: City of Spokane Valley
The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required under ROW
43.21 C.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
Determination: This DNS is Issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 deystrom
the date Issued. Comments must be re-
ceived by 5:00 p.m. on April 5, 2019.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific tactual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. PursuanttoWAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
