ment to the Spokane Valley Municipal Cade
(SVMC) adding Chapter 22.135 establishing
the procedural standards to assign address-
ing for property identification within the
City. Addressing definitions will be added

SVMC.

trots) of the SVMC, the lead agency for this
proposal has determined that it does not
have a probable significant adverse impact �;•
on the environment. An Environmental Im- .1
pact Statement (EIS) Is not required under •
RCW 43.21C.030(2)(c). This decision was
made atter review of a completed environ-
mental checklist and other information on
file with the lead agency. This information
is available to the public on request.
Determination: This DNS is issued under
WAC 197-11.340(2); the lead agency win
not act on this proposal for 14 days from
the date Issued- Comments must be re-
ceived by 5:00 pm. on April 5, 2019.

Appeal: An appeal of this determination
shall be submitled to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold de-
termination. Appeals shall be conducted in
conformance with SVMC 17.90 (Appeals),
and any required fees pursuant to the City's
adopted Fee Schedule shall be paid at the
time of appeal submittal. Pursuant to WAC
197-11-680, appeals shall be limited to a
review of a final threshold determination
