Johns, P.E., County Engineer December 16, 1999 Mike Senske 4403 S Dishman Mica Rd Spokane, WA 99206 RE: Floodplain Inquiry — Par 3 Course Dear Mr. Senske, I have talked to Steve Worley about the expansion of your facility to include the Par 3 course we discussed this morning. He is in agreement that it appears fairly insignificant in regard to the floodplain. There was a concern that with the grading that flow is not blocked off from any area within the floodplain and/or that it would not redirect flow to an area outside the floodplain. He was also concerned that the existing bei In elevation not be changed to make it any higher than what exists. What we discussed this morning sounded as if these concerns would not be a problem. You intended to keep the area entirely pervious (no hardened surfaces) and that the regrading would be minimal and not form berms. You also mentioned that the sand you would import for the development of the course would equal the amount of material that you would export so that there would be no net gain of fill within the floodplain. What we would like in order to issue the permit is a site plan of existing grades and one to include proposed grades. This will need to show volumes of cut and fill. If the plan shows what we discussed this morning and what is in this letter, I will be able to issue you a Floodplain Development Permit to start work. If you have any questions, please let me know.
