The attached plans for parking and "208" drainage swale have
been prepared by me and submitted for reviews and approvals to
your office, John Nunnery (out of town until Tuesday, May 9) and
the Public Works Department.
An assistant to John Nunnery said that an administrative waiver
may be possible immediately upon John's return, or an
administrative variance could be applied for requiring a public
meeting and 30-60 days. With that in mind, I would like to have
the project approved outside the 75 foot setback at this time with
the other areas to follow upon approvals being received from John
Nunnery, possibly as soon as next Tuesday or Wednesday.
I have reviewed the cross sections of the parking area and "208"
drainage swale and have concluded that approximately 450 cubic
yards of material will balance the cut within the swale and 450
cubic yards of fill in the parking area. I, as owner of Painted Hills
Golf Course, Inc., will agree to haul out all material from the swale
and import suitable fill material for the parking area in a way that oc P
no loss of storage volume within the flood plain will occur.
Further, Painted Hills Golf Course has built less than 2000 square
feet of impermeable pathways within the golf course flood plain.
The addition of this parking area, less than 5000 square feet will
increase the paved impermeable area within the flood plain to less
than 7 0 quare feet. The golf course property is approximately
95 ac/s �an.d tnuunder the "5%" rule within the Chester Creek
flood plain, Painted Hills Golf Course is well within the policy
allowing nearly_ 200,000 square Feet of impermeable surface. I
fully understand that this improvement will be deducted from
whatever balance the policy actually allows today and into the
future.
Further, once final approvals have been received and to be a good
neighbor, Painted Hills Golf Course will voluntarily construct and
grassy swale overflow from Thorpe Road onto the Golf Course
Property at approximately Sta. 8+75. The overflow will be
constructed and maintained as a 6 inch deep grassy weir or notch
below the existing grade of the top of the ditch. This should
reduce the depth of water flowing over the road during flooding
events. Water will still flow over the surface, but should not be as
deep.
